APPROVAL OF THE COUNCIL MEETING MINUTES HELD JUNE 16, 2015
WWTP MISCELLANEOUS IMPROVEMENTS APPLICATION FOR PAYMENT NO 9 FROM LEANDER
CONSTRUCTION IN THE AMOUNT OF $162,140.15.
This project is budgeted from the water/wastewater bonding funds for miscellaneous
improvements to the WWTP. The application for payment is for the west and east
displacement blowers, switchgear, conduit, wire material and labor, polymer feed system
material and labor, sludge pumps controller material and labor, power monitor for sludge
press, sludge pump transformer, general conditions-- overhead and profit.
MOTION and second were made by Aldermen Jim Nelson/Justin Nelson to approve the consent
agenda and place the information on file.

REVIEW OF REVENUES AND EXPENDITURES
Reports on the revenues and expenditures will be brought to the next Council meeting. All
department heads should continue to hold off on any expenditure. The general fund is
supported by sales tax, personal property-replacement tax, income tax. The revenue from real
estate is not part of the general fund, but instead are all dedicated funds.
LEGAL AND ORDINANCE
ALDERMAN CRAIG WEST
REQUEST FOR A TRANSFER OF LICENSE DUE TO THE SALE OF BREW N CUE AND APPROVAL OF
NEW OWNERSHIP OF A CLASS A LIQUOR LICENSE.
The liquor commission met on June 30, 2015 and reviewed the application submitted by Mark
Anderson to become the new owner of Brew N Cue Inc.
Current owner Marilyn Anderson is currently in the process of selling the business (Brew N Cue)
which is currently a sole proprietorship to her son Mark Anderson. Marilyn has agreed to
relinquish the Class A liquor license that she currently has for the business. The current license
would remain valid until Brew N Cue Inc can obtain their state liquor license which they intend
to have no later than July 15, 2015.
Attorney Rabel did look at the transfer of license, according the state the City can transfer.
The background check on Mark Anderson was completed.

REQUEST FOR A CHANGE IN MANAGER FOR HY-VEE'S CLASS H LIQUOR LICENSE
The liquor commission met on June 30th, 2015 to review the request for a change in manager
for the Hy-Vee store's class H liquor license.
The new store manager is Heather Geariety. A background check was completed and it was the
recommendation of the liquor commission to approve the change of the new store manager
listed on the liquor license application. It was the recommendation of the liquor commission to
approve the request.

AN ORDINANCE GRANTING A SPECIAL USE/HOME OCCUPATION PERMIT TO ALLOW FOR A
SMALL BUSINESS AT THE PROPERTY CURRENTLY ZONED B-2, LOCATED AT 617 SOUTH 2ND
AVENUE, CANTON IL. (1st Reading)
A petition was filed by Beau Smith for a special use /home occupation permit for a small
business at the property currently zoned B-2, located at 617 South 2nd Avenue, Canton Illinois.
It was the recommendation of the joint planning and zoning commission to approve the permit
for the small business to refurbish parts (BDS Coating Company)
Alderman West asked that the ordinance be corrected (typo)to reflect the zoning as an R-2 and
change the address to 617 South 2nd Avenue.
A RESOLUTION IN SUPPORT OF THE ILLINOIS STATE MUSEUM #5020
Below are some items from the resolution in support of Illinois State Museums.
Governor Rauner proposes closing the Illinois State Museum in Springfield and all branch sites:
Lockport Gallery, Dickson Mounds Museum, Rend Lake Arts Center, Thompson Center Gallery
and the Research and Collections Center in Springfield. The Illinois Department of Natural
Resources operates these museums. The closures would cut off researchers access to the
archeology, botany, geology and zoology collections which are used to study human impacts on
the environment. The State would be giving up millions in grant funds drawn down by the
museums. Closing these sites makes no fiscal sense and would be an irreversible loss to
Illinois's legacy and economy.
The City of Canton states that its opposition to the closure of the Illinois State Museums and
urges Governor Rauner to reverse his pan to close the museums and urges legislators in the
Illinois General Assembly to support the continued operation of all six museums and copies of
the resolution be delivered to Governor Rauner, Senate President John Cullerton, House
Speaker Michael Madigan and all members of the Illinois General Assembly.

COMMUNITY AND INDUSTRIAL DEVELOPMENT

UPDATE FROM MISSY TOWERY-SRPED
GENERAL ECONOMIC DEVELOPMENT POINTS
Assisted with duties for the Grand Illinois Trails & Parks Bike Tour. Received excellent
feedback after event.
Prepared for and worked at the Canton Cruise-In
Worked with Canton Main Street President on reservations and registrations for the Illinois Main
Street Awards in Carbondale where representatives from the Art On Main Committee were on
hand to receive the "Organization" award.
Worked with Kevin Wiehardt at the Western Illinois Regional Council to explore housing and
demolition grants opportunities. We hope to be moving forward with those grants by the next
cycle in 2016.
RETAIL/COMMERCIALANDUSTRIAL DEVELOPMENT
Working with three local entrepreneurs who want to open businesses.
Fielded e-mails from DCEO on questions regarding the Canton/Fulton County Enterprise Zone
Application.
Because we have met the minimum standards to move on with the EZ application asked both
Representative Unes and Senator Koehler to provide support comments and/or letters to the
panel of judges deciding on the Enterprise Zones.
Toured MidCentury Communications property in Canton.
BUSINESS DEVELOPMENT, ATTRACTION AND SUPPORT
Prepared for and attended Recruitment of/Business Committee meeting with CEO of Graham
Health System, Bob Senneff made a presentation regarding plans for the future of healthcare.
Began work on a Request for Information from DCEO concerning a Call Center.
Researched private sector for theater companies and e-mailed four different companies. I did
receive a response from someone at AMC that they are not interested in our type of market at
this time, but if that changed they would let us know.
Amanda Atchley and I met with Dr. Gayon of Gayon High Performance Chiropractic and
Rehabilitation to discuss his recent investments in the community and ways in which we can
celebrate those investments.
OTHER-REGIONALISM
Attended the Technical Working Group meeting of the Greater Peoria Area Economic
Development Council (GPAEDC).
Lunch meeting with the GPAEDC Executive Director Jennifer Daly.
Attended Canton/Macomb Bi-Annual Meeting.
Marketing&Tourism
• Completed assisting with producing a segment on Canton aired,which aired on WEEK-TV Channel
25 on Tuesday,June 16 during the 5:00 p.m. and 10:00 p.m. news broadcast. Canton is a Gateway
community on the Illinois River Road National Scenic Byway,and segments were created for a
number of Byway communities. The 90-second piece featured the Canton Cruise In, downtown
shops, Lakeland Park, and Big Creek Park,and was filmed and written by Marc Strauss.To view the

GITAP Bicycle Tour
• Helped to coordinate a two-day layover of 225 bicyclists from 18 different states on Tuesday,June
16,and Wednesday,June 17.Approximately 120 camped at the Pavilion in Big Creek Park,with the
remaining staying in local hotels. The Canton Harvester Inn was sold out both nights,as well as Super
8. Kevin Stephenson, Dennis Crawford,Amanda Atchley and Jon Johnson were the remaining
members of the committee.
• Made businesses aware that the riders would be in town,with a possible increase in traffic in
stores,by hand delivering flyers to business owners.Also encouraged businesses to make the
cyclists feel welcome by posting a welcome sign provided to them in their store window,
answering questions and providing direction.
• Made arrangements for transportation between the Park,the hotels,the downtown and laundry
facilities.Also,worked to adjust transportation schedule to accommodate taking cyclists to
showers at the CHS stadium after lightning damaged hot water heaters at the Community
Center in Big Creek Park.
• Assisted tour officials with locating caterers for breakfasts and dinners served to riders at the
park pavilion.
• Coordinated with Amanda Atchley and the Chamber of Commerce to provide a Music in the
Park experience for the cyclists on their last night in town. The first night featured a
performance of the"Spoon River Anthology"by Edgar Lee Masters, which received a
standing ovation.
• The tour organizers told the committee on Wednesday night at the dinner that Canton was"best
community we have ever visited in the 13-year history of the GITAP tour." Similar statements, such
as"we have never been made to feel so welcome,"and"This is a great town. We will be back,"were
made. Organizers even shared that one cyclist,who had been considering moving, had even
commented that Canton may be someplace he might choose.
Art on Main
• The third annual Art on Main was held on June 6-7,with 28 artists and artisans exhibiting in Jones
Park. Two artists were unable to attend because of illness,but it was till the largest number of artists
to attend in the history of the show.
• An unusual, and highly successful local promotion of the event was to place painted bicycles,
decorated with flowers around Canton and in Farmington. The bicycles generated a tremendous
amount of curiosity and interest,and when signs were added announcing the art festival, it made many
aware of the event that otherwise would not have known or attended.
• A digital campaign was used this year through Gatehouse Media. 25,000 direct emails were sent out to
chosen demographics,and over 10%of recipients open the email. In addition, 2.2%of those who
opened the email clicked through to the Art on Main website. In direct mail, a 2-3%return is
considered successful. Coordinated with the Peoria Journal Star to place feature article on the show
in their Arts Plus section the Sunday before the event.
• Good weather on Saturday, and periods of clear weather on Sunday brought an estimated 3,500
visitors to Canton. Local businesses reported that their stores had a marked increase in traffic,
including East Side Antiques,which had 300 potential customers enter their store on Saturday.
• Responses from artists and attendees alike were extremely positive, and flattering to the Festival and
Canton alike.
• The Art on Main Fine Arts Festival was submitted to Illinois Main Street as a candidate for a
state award in the Organization category. On June 24,at the Illinois Main Street conference in
Carbondale,it was named as one of two winners in that category statewide. Co-Chairs Cheryl
Bielema and Loren Blackfelner,Kelvin Sampson,Amanda Woodruff and Dana Smith were on
hand to accept this award.
Canton Main Street
• Presented information on the Canton Main Street Farmer's Market to the Active Older
Adults group at the YMCA on Friday, June 12.
• Attended two Promotions Committee meetings on June 8, and June 23 to plan for Kid's
Fest on July 11.
Webaite
• In June www.cantonillinois.org had 36,728 pages views. There were 18,453 unique IP
addresses.
• In June, the www.visitcantonil.org had 5,405 page views. There were 3,499 unique IP
addresses.
SPECIAL EVENT REQUEST FOR A CLASS F LIQUOR LICENSE SUBMITTED BY THE CANTON AREA
CHAMBER OF COMMERCE FOR THE TASTE OF CANTON TO BE HELD ON 09-26-2015 AT BIG
CREEK PARK
An application was submitted by the Canton Area Chamber of Commerce for The Taste of
Canton to be held on September 26, 2015 at Big Creek Park. Billy's Tap and Bistro 101 would be
serving the alcohol during the event. A designated area will be setup inside the tennis courts at
Big Creek Park. Since the tennis courts are surrounded by fencing and gates it will make a
secure area for the alcohol. Both Billy's and Bistro 101 has a valid liquor license with the City.
The license issued will be for a Class F (special event) liquor license allowing the establishments
to sell/serve alcohol inside the designated area during the event.
The liquor commission met on June 30, 2015 to review the request. It was the
recommendation of the liquor commission to approve the request and send to Council for
consideration.
A certificate of insurance will be submitted for the event.
Motion and second were made by Aldermen Putrich/Jim Nelson to approve the request for a
class F liquor license pending insurance.
Discussion:
The Park District and the City will be listed as additional insured on the insurance.

MAIN STREET WATER MAIN IMROVEMENTS- BID RESULTS
A bid opening was held on July 2, 2015 for the Main Street water main improvements. The
project is for the replacement of the water main along North Main Street between Locust
Street and Elm Street and from Main Street to Eastside Square. The following bids were
received:
* Hoerr Construction $390,000.00
* Walker Excavating $392,135.46
* Laverdiere Construction $395,382.00
* Gunther Construction $485,482.86
The engineer's estimate was in the amount of$372,450.00.
The project will start in August with a completion date of November 15, 2015.
Motion and second were made by Aldermen Ellis/Hale to approve the low bid from Hoerr
Construction in the amount of$390,000.00 from the TIF 1 bond funds.

FIREWORKS FUNDRAISING APPRECIATION
Mayor Fritz explained that the City had to cut the firework funds from the budget this year due
to tight revenues. Below is a list of businesses/organizations that helped in providing funding
for this year's fireworks.

Mayor Fritz thanked all of the people that attended the fundraiser held by Mid American
National Bank.

Mayor Fritz introduced the new Editor (Michelle Sherman) from the Canton Daily Ledger

Alderman Putrich explained that he received phone calls regarding missing street signs from
Avenue D and Locust. Street signs are also missing at Gettysburg and New Salem.
Alderman Putrich asked if the City could get some replacement signs for these areas. Bill Terry
said signs are being made for these locations. The state took the signs down because they were
placed on their stop signs. The City will replace the missing signs.
Alderman Justin Nelson reminded citizens not to blow grass clippings into the street. The grass
clippings will plug the sewers causing problems for the City.
