Canton City Council, held a regular meeting on Feb. 20, 1973 in the City Council
Chambers. Mayor Jennings called the meeting to order at 6:30 P.M. Present for
roll call: Aldermen Rupe, Farr, Wilcoxen, Hurst, Sepich, Edwards, Cardosi, Peak,
Cook, Spencer, Yerbic, Zaborac and Kovachevich. Absent; Alderman Howard.
Pledge of Allegiance was followed by Invocation by Alderman Edwards.
Minutes of previous meeting. Motion by Alderm�.n Yerbic, seconded by Alderman Peak
to accept same- and place on file and voice vote carried..
Standing Committee re-Ports.
Alderman Hurst reported that Alderman Cardosi had inquired about trees -.Long Lake
""' Canton where the road was cut through. Alderman Furst stated he contacted the
State Farestry Division and trees can be bought at cost.
Alderman Rupe reported on an informal meeting of the Water and Sewer Committee on
February 5, 1973 with the residents of West Hickory Street Limit^. He stated, that
there were 24 signatures of people interested_ in the water and. sewer lines.
Alderman Hurst stated t?-.at he had asked Anderson and Associates for plats on the
IPest Hickory Street limits for the Planning and Zoning Commission.
Alderman Sepich re-ported on a neeting of the Police and. Legal Co mittee with the
Civil Defense on February 12. The meeting; was held in regard to severe weather
warnings. The Civil Defenso Director, George O'Donnel, recommended that a direct
warning; system be set up witl,, the Peoria. Weather Bureau. It was requested t ,at a
radio monitor scanner be purchased and placed in the Police radio operators room.
The Committee agreed to authorize the expenditure of approximately $170.00 for this
purpose. The Police and Legal Committee also met with. the Auxiliary Policemen.
The proposed Ordinance covering Auxiliary Policemen was discussed with members of
that group. City Attorney Malmgren explained, the different aspects of. the State
Statute and- how it affected tt eiai as Auxiliary Police. A copy of an Ordinance
pertaining to an Auxiliary Police Force for the Citj of Canton was given to each
Aldermen for their review.
Alderman Peak introduced Mr. John Ladd and -asked him to explain the drawings of the
proposed firestation on Oak Street. Discussion. Alderman Hurst moves that the
Fire Station Committee be granted permission to proceed with the architect with the
construction plans, seconded by Alderman Cardosi. Roll call vote. AYE: Aldermen
Rovachevich, Zaborac, Yerbic, Spencer, Cook, Peak, Cardosi, Edwards, Sepich, Hurst,
Wilcoxen, Farr and Rupe. NAY: None. Motion carried.. Alderme=n Hurst asked if the
Architect can attend Vie public '-earing for rezoning.
Alderman Yerbic reported that a check had been received from the Homestead Trucking
Company for the damaged light on Ash Street. Alderman Yerbic requested that the
City Attorney send a letter of acknowledgement of the check.
Alderman Hurst requested a short informal meeting to discuss negotiating matters
after. Council adjourns.
Alderman Edwards reported for the Finance Committee stating the Alderman Sepich had
made a motion at the previous meeting designating the Maintenance Supervisor in
charge of all janitor work. (motion at the Finance Committee meeting was defeated
6 to 4). Alderman Sepich stated that he would like to repeat the motion to adjust
or revise the Ordinance to add upkeep and cleaning of all Municipal. buildings --
City Buildine, .Comfurt Station, Jones Park and the Police Department, seconded by
Alderman Cook. '__Discussion. Roll call vote. AYE: Aldermen Yerbic, Spencer, Cook,
Cardosi, Sepich,' Wilcoxen and Farr. NAY: Aldermen govachevich, Zaborac, Peak,
Edwards, Hurst and Rupe. 7 AYES and 6 NAYS. Motion carried.
Alderman Farr reported on complaints about no school guard at the stop light at the
Lincoln School. Alderman Farr recommended that a meeting of the Traffic Committee
be held with a representative of the School Board and. Chief of Police. Alderman
Hurst suggested that the PTA be contacted for some help in finding; a School. Guard.
Special Committees.
Petition. Annexation & Rezoning Gene Wrestler Development Corp. Alderman Hurst makes
a motion to refer this Petition to the Planning & Zoning Commission, seconded by
Alderman Edwards and the motion carried by voice vote. This being Petition #290.
Petition for Rezoning for Fire Station property. Alderman Edwards moves to refer

this Petition to the Planning & Zoning Commission, seconded by Alderman Hurst.
Motion carried by voice vote. Petition 0291.
Communications to Council. .
Report of the Firemen's Pension Fund audit. Alderman Sepich moves to place same
on file, seconded by Alderman Edwards and. the motion carried by voice vote.
Notice of Fulton County Zoning Board of Appeals hearing -- Feb. 28 (Re. Otto L.
Wells, Sr.) Alderman Edwards recommends that the two Aldermen from the Fourth Ward
and the City Attorney attend the public hearing on this application to be held g
February 28, 1973 at 7:20 P.M.
Alderman Sepich reports that the amendment to Ordinance #408 (Board of Local
Improvements Com.) should read Aldermen Edwards and Rupe instead of Aldermen Sepich
and Rupe.
Mayor Jennings reported that there would be a letting for the Comfort Station at
Lake Canton at 10:30 A.M. Feb. 21, 1973•
Old Business.
Building I'mr7lit Ordinance - second reading. Alderman Edwards moves to read the
Ordiance by title only, seconded by Alderman Hurst. Motion carried by voice vote.
Ordinance read_ by Title only. Alderman Edwards makes a motion to place this
Ordiance on its passage, seconded by Alderman Hurst. Roll call ,rote. AYE: Aldermen
Kovachevich, Zaborac, Yerbic, Spencer, Cook, Peak, Cardosi, Edwards, Sepich, Burst,
Wilcoxen, Farr.. and Rupe. NAY: None. Motion carried. Ordinance #409. Alderman
Hurst moves that the Building Permit Ordinance be published in full, seconded by
Aldermen Farr. Roll call vote. AYE: Aldermen Rupe, Farr, Wilcoxen, Hurst ., Sepich,
Edwards, Cardosi, Peak, Cook, Spencer, Yerbic, Zaborac and Kovachevich. NAY: None.
Motion carried.
Planning Commission Ordinance - second reading. Alderman Hurst makes a motion that
this Ordinance 33� ?ereraeda by Title only, seconded by Alderman Wilcoxen. Motion carried by
voice vote. 9l erman 4urst makes a :motion to place t`-is Ordinance on its passage ,
seconded by Alderman Spencer. Roll call vote. AYE: Aldermen Kovae4)evich, Zaborac,
Yerbic, Spencer, Cook, Peak, Cardosi, Edwards, Sepich, Hurst, Wilcoxen, Farr and
Rupe. NAY: None. Ordinance #410.
New Business.
Meeting with Mr. Anderson (CMT) and the Lake Development Committee (immediately after
the Council meeting.
First reading of Ordinance, Stop sip;z Fourt'i Avenue and East Elm Street. Laid over.
First reading of Amendment to the Garbage Disposal Ordinance. Laid over.
Alderman Fdwa:rds took the Mayorts chair at 7:22 P.M.
First reading of Amendment of No Parking Ordinance. Laid over.
Mayor returned to his chair at 7:25 P.M.
Resolution - Appreciation for fire fighters . Alderman Yerbic moves to adopt this
Resolution, seconded by Alderman Sepich. Roll call vote. AYE: Aldermen Rupe, Farr,
Wilcoxen, Hurst . Sepich, Edwards, Cardosi, Peak, Cook, Spencer, Yerbic, Zaborac and
Kovachevich. Motion carried. Resolution #622.
Alderman Sepich inouired when the new population signs will be -placed on the State
Hittway..
Mayor Jennings reported that the permit from the EPA for construction of sewer and
water lines to the College had been received.
Motion by Alderman Kovachevich, seconded by Alderman Wilcoxen to adjourn. Motion
carried by voice vote. Canton City Council adjourned at 7:35 P.M.
