AMENDMENTS TO THE ENTERPRISE ZONE
September 7, 2004 @ 6:15 p.m.
The Public Hearing was conducted by City Attorney Ron Weber at the Historic Depot .
The Purpose of the Public Hearing is to consider the question of whether to amend the
existing boundaries of the City of Canton/Fulton County Enterprise Zone and what the
altered boundaries should be. During the public hearing all interested persons will be
given the opportunity to present both written and oral comments and testimony regarding
the proposed annexation of a 28-acre scrap yard site in Buckheart Township (Hitchcock
Scrap Yard) to the Enterprise Zone together with a connecting strip to the existing city of
Canton/Fulton County Enterprise Zone boundaries.
Ron Weber mentioned Hitchcock has the opportunity to expand into other areas of
outsource work from a large manufacturer. This new expansion would involve
immediate construction of a 10,000-square-foot building at an approximate cost of
$300,000. This new outsource would employ probably 2 new employees, and keeping
the retention of the current workforce and the diversification of the scope of work.
Hitchcock Scrap Yard has 50 employees and annual sales of scrap at 100,000 tons.
Ron Weber than ask for any comments.
David Byerly, Economic Development Director said he is looking forward to working
with Hitchcock Scrap Yard and this will be a welcome addition to the Enterprise Zone.
No written memorandum was received.

WESTERN ILLINOIS REGIONAL COUNCIL
6:30 P.M. SEPTEMBER 7, 2004
A Public Hearing was held by WIRC for two resolutions. Susan Nash Executive Director
of WIRC was the representative. Susan explained that this is a construction Operating
Planning Study and $25,000 is the most that can be apply for. She then explained about
the two Resolutions and the one committing Local Funds for use in conjunction with and
Illinois Community Development Assistance program grant, such funds equal to 5.6% of
the estimated total project cost of$26,500, or $1,500. The other Resolution is Council
Support for applying to the State of Illinois for a Community Development Assistance
Program Grant.
Keith Plavec of Maurer Stutz Inc. mentioned that representative of the city went to every
house from Avenue C to Spruce, up to Olive. It has been some twenty years for sewer
back-up for some of the residents. The grant funds will be used for TVing of the sewer
lines to find out why backing up. Keith mentioned that a construction grant can be
applied for later, when the cause is determined. This has become a safety hazard
according to Susan Nash. Susan also mentioned the deadline for filing the application is
September 13. It could also be January 2005 before hear anything, or even longer.
Susan Nash stated that they had the full support of the residents
Several of the residents mentioned that any duration of hard steady rain is when they
have the problem.
Alderman Sarff ask Cliff O'Brien Public Works Director about the problems. Cliff
mentioned that sewer problems during the rainy season of 3 to 4 inches all at once have
made problems on Avenue C to Spruce Street and on Avenue B to Vine going South.
The City offered the following for community development needs in the future.
• Sewer upgrade.
• Sewer upgrade for IH
• Water& Sewer Improvements—Water Study
• Design Construction Grant
Mayor Bohler ask three times if there were further comments, none were made.
The Public Hearing was adjourned at 6:37 p.m.
