Dec. 5, 1972
Canton City Council held a regular meeting on Dec. 5, 1972 in the City
Council Chamber. 'Mayor Jennings called the meeting to order at 6:30 P.M.
Present for roll call: Aldermen Howard, Farr, Hurst, Sepicta, Edwards, Peak.,
Cook, Yerbic, and Kovachevich. Absent: Aldermen Rupe, Wilcoxen, perry,
Spencer, and Zaborac.
Pledge of Allegiance was followed by Invocation by Alderman Howard.
Minutes of previous meeting. Motion by Alderman Yerbic, seconded by Alder-
man Kovachevich to accept the minutes as presented and place on file and
voice vote carried.

accept same and place on file and motion carried, voice vote.
Standing Committee reports.
Finance. Alderman Edwards reported a meeting of the Finance Committee and
that an Ordinance had been prepared for increase in the Mayor, City Clerk
and City Treasurer salaries. He also reported on the updating of city
Ordinances by codification. He moves that the Sterling Codifiers be given
the contract to update Canton's Ordinance at rate of he had

contacted local attornies regarding this project and requested that James
Va,nSickle, a- attorney present at the Council meeting, be allowed to speak.
Mr. VanSickle stated the local attornies would like to have a chance to up-
date the Ordinances. Alderman Farr withdrew his second. More discussion.
Alderman Cook seconds Alderman Edwards' motion. Roll call vote. AYE:

and 2 NAYS). Motion carried. Motion by Alderman Edwards, seconded by
Alderman Hurst that the Mayor be empowered to enter into a contract with
the Sterling Codifiers. Roll call vote. AYE: Aldermen Howard, Farr,
Hurst, Edwards, Peak, Cook, Yerbic, and Kovachevich. NAY: Alderman Sepich
(8 AYES and 1 NAY). Motion carried. Agreement No. 220.
Alderman Hurst inquired about two employees working under the Lake Develop-
ment -- should not have received any reimbursement after October 1972
(were to be paid six months - May thru Oct.) . Mayor Jennings reported that
Mr. Freeman was employed on a yearly salary.
:inquiry by Alderman Howard about extending water main on north of the
Canton Country Club to the next Township Road (approximate cost $20,000.00.
;Motion by Alderman Howard to advertise for bids on this project. Motion
was seconded by Alderman Cook. Alderman Hurst stated this matter should
go before the committee before making any further plans. Roll call vote
on the motion. AYE: Aldermen Kovachevich, Yerbic, Cook, Peak, Edwards,
Sepich, Farr, and Howard. NAY: Alderman Hurst. (8 AYES and 1 NAY).
Motion carried.
Police and Legal. Alderman Sepich reported on meeting of that committee:
Uniform dress code for Policemen; foul weather gear; specifications for
squad cars, automatic weapon and riot training; accomodations for locked
evidence room; locker room for camera and fingerprinting equipment; re-
modeling employees rest room and jail facilities; share cost of leads
machine in Sheriff's office; no uniforms for radio dispatchers; no action
on cross file system; parking meter department to remain in Police Station
and an Ordinance be drafted concerning Auxiliary Policemen. Mon y Al-

Junk cars. Alderman Sepich commended. the Police Department for the removal
of so many junk cars during the past month. Alderman Edwards also complimented
the Police Department and Police and Legal Committee on junk car removal
program.
Alderman Hurst inquired about extending the street at the end of Stonegate
Drive. Discussion. No action.

Traffic Committee. Alderman Farr reported that collections from the
parking meters were very good. The Mayor stated a complaint had been
received that a courtesy box was so full it would not hold a parking
ticket - and was examined by the Mayor, Chief of Police, and Traffic
Officer and found to have four envelopes (complaint had been in error).
Bills for November, 1972. Motion by Alderman Edwards, seconded by Alder-
man Yerbic that all bills properly approved be allowed for payment. Roll
call vote. AYE: Aldermen Howard, Farr, Hurst, Sepich, Edwards, Peak,
Cook, Yerbic, and Kovachevich. NAY: None*
PETITION: Request for Annexation and Rezoning by L. D. Barnard and the
Allison Co. presented. Alderman Hurst moves, Alderman Kovachevich seconds
3totion to refer this Petition to the Planning and Zoning Commission and
voice vote carried. Petition No. 285.
Communications to Council:
Letter from the Cooperative Extension Service regarding planned meetings
for assistance to municipalities presented.
Cable TV - notice of hearing for Ded. 11, 1972 with the Illinois Commerce
Commission.
t..� Request from the Canton Little Giants Booster Club to hold a tag day Jan-
uary 20, 1973 - proceeds to apply on cost of vidio system. Motion by Alder-
man Hurst, seconded by Alderman Edwards that the request be granted. Voice
vote carried.
Request from the Canton Special "'olice to sell popcorn Dec. 8, 9, 15, 16,
1972, proceeds to go toward purchase of radio equipment. (Popcorn to be sold
around the square only) . Motion by Alderman Sepich, seconded by Alderman
Farr to grant this request and the motion carried voice vote.
Alderman Hurst stated that, if there were no conflicting dates, the City
Clerk should make a record of dates of tag days, selling on the square, but
no door-to-door solicitation.
Old business.
Second reading of the Ordinance for annexation and rezoning for the Ronald
Rupe property. Motion by Alderman Edwards, seconded by Alderman Peak that
same be read by Title only and motion carried, voice vote. Title read. Mo-
tion by Alderman Edwards, seconded by Alderman Hurst to place the Ordinance
on its passage. Roll call vote. AYE: Aldermen Kovachevich, Yerbic, Cook,
Peak, Edwards, Sepich, Hurst, Farr, and Howard. NAY: None. This being
Ordinance No. 397.
Ordinance - Annexation and Zoning - L. D. and Virginia Barnard and the
Allison Co. First reading. Same to lay over.
Second reading of an Ordinance vacating all alleys between North Ave. B,
and Johnson Court and West Spruce Street and Cass Place. Motion by Alder-
man Farr, seconded by Alderman Hurst to read the Ordinance by Title only
and the motion carried by voice vote. Title read. Motion by Alderman Farr,
seconded by Alderman Hurst to place the Ordinance on its passage. Roll call
vote. AYE: Aldermen Howard, Farr, Hurst, Sepich, Edwards, Peak, Cook, Yer-
bic, and Kovachevich. NAY: None. This being Ordinance No. 398.
Second reading of Ordinance providing for compensation of election judges.
Motion by Alderman Hurst, seconded by Alderman Edwards to read the Ordinance
by Title only, and the motion carried by voice vote. Title read. Motion by
Alderman Sepich, seconded by Alderman Kovachevich, to place the Ordinance
on its passage. Roll call vote. AYE: Aldermen Kovachevich, Yerbic, Cook,
Peak, Edwards, Sepich, Hurst, Farr, and Howard. NAY: :None. Ordinance No.
399.
City Attorney Malmgren reported on the Kern property, 420 South Third Avenue,
and read a letter that he had prepared to send to Mr. Robert Downs, Fulton
County States Attorney, if approved by the Council. Motion by Alderman Hurst,
seconded by Alderman Farr authorizing the City Attorney to proceed with the
Court case. Roll call vote. AYE: Aldermen Howard, Farr, Hurst, Sepich,

Edwards, Peak, Cook, Yerbic, and Kovachevich. NAY: None. Motion by
Alderman Farr, seconded by Alderman Edwards that the City Attorney have
the authority to intervene on behalf of the City. Voice vote carried.
New business.
Agreement with the International Salt Co., minimum truck load 20 tons,
$11.00 per ton. No action.
Bonds, T{�ansamerica Insurance Co.'1 51,000,00 each, approved by the Finance
Committee for: Ronald Haynes Auxiliary Police; Floyd Spotser, Jr. Aux-
iliary Police, Jean Witt School Crossing Guards Sheridan 'Downey Policeman,
Ellen Landis School Crossing Guard, Charles Barnett School Crossing Guard,
Larry Vaughn Policeman, David Barnett policeman. Motion by Alderman Farr,
seconded by Alderman Cook to accept these bonds. Boll call vote. AYE: Al-
dermen Kovachevich, Yerbic, Cook, Peak, Edwards, Snpich, Hurst, Farr, and
Howard. NAY: None.
Ordinance - Vacating Alley between North Main and. North First Avenue and
East Myrtle and East Vine Street. Motion by Alderman Howard, seconded by
Alderman Edwards to suspend the rules. Roll call vote. AYE: Aldermen
Howard, Farr, Hurst, Sepich, Edwards, Peak, Cook, Yerbic, and Kovachevich.
NAY: None,. Motion by Alderman Howard, seconded by Alderman Kovachevich to
place the Ordinance on its passage. Roll call vote. AYE: Aldermen Kovache-
vich, Yerbic, Cook, Peak, Edwards, Sepich, Hurst, Farr, and Howard. NAY:
None. This being Ordinance No. 400.
Ordinance Proceedings involving disposition of realty sought to be annexed
to or sought to be modified within the City, first reading. Discussion.
City Attorney to make addition to same. Ordinance to lay over.
Ordinance - stop signs read. Same to lay over.
Ordinance - Salary increase for Mayor, City Clerk and City Treasurer. Same
to lay over.
Mayor Jennings appointed Ronald Reith on the Board of Appeals. Motion by
Alderman Howard, seconded by Alderman Edwards that the appointment be
approved. Voice vote carried.
Alderman Howard recommended that a portion of the Street Superintendent's
salary be paid from the Garbage Disposal Fund since he was also in charge
of that department.
Bids - Addressograph machine. None received. Motion by Alderman Howard,
seconded by Alderman Farr that the recommendations of the Special Committee
to refer this item to the Water and Sewer Committee to determine which would
be the better machine and report to the Council . Voice vote carried.
Motion by Alderman Yerbic, seconded by Alderman Peak to adjourn. Voice vote
earried. Canton City Council adjourns at 8:13 P. M.
