Nov. 21, 1972
Canton City Council held a regular meeting on Nov. 21, 1972 in the City Council
Chambers. Mayor Jennings called the meeting to order at 6:33 P.M. Present for
roll call: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich, Edwards, Berry,
Peak, Cook, Yerbic, Zaborac and Kovachevieh. Absent: Aldermen Spencer.
Pledge of Allegiance followed by Invocation by Alderman Edwards.
Minutes of previous meeting. Motion by Alderman Yerbic, seconded by Alderman Cook
to accept minutes as presented and place on file. Voice vote carried.
Special Committee reports.
Standing Committee reports.
Alderman Sepich announced a Police and Legal Committee meeting for Monday, November
27 , 1972 at 6:30 P.M. at the City Building. Cards to be sent.
Alderman Farr reports on a meeting of the Traffic Committee. Alderman Parr makes a
motion that an Ordinance be drafted placing stop signs on Cedar Street and Avenue B
and stop signs on Sycamore at 6th Avenue and 7th Avenue, seconded by Alderman Peak.
Motion carried by voice vote. Mayor Jennings stated that there had been a request
for a stop sign at Keeling Court and Vine Street. Alderman Edwards recommended
a dead end sign be placed on Oak Street at the alley between Avenue A and Avenue B.
Alderman Rupe requests that Vacating Alley - (Main & lot - Myrtle and Vine St. -
166 feet) be moved up on the agenda. Alderman Sepich makes a motion to rescind his
request for referral of the Petition for closing alley to the Planning and Zoning
Commission, seconded by Alderman Hurst. Motion carried by voice vote. Discussion.
Alderman Rupe moves to refer Petition #282 to the Ordinance Committee, seconded by
Alderman Howard. Motion carried by voice vote.
Alderman Hurst requested a short Policy Session regarding Ordinances at the con-
clusion of Council Meeting.
Alderman Howard suggested that the Council inspect the tractor that is being repaired
at the conclusion of Council Meeting. Discussion.
Petition for Variance - Holthaus Construction Co. - E. Ash St. Notice of Public
Hearing read by title only. This being Petition #283.
Petition for Annexation and Rezoning - L.D. and Virginia, Barnard & Allison & Co.
Alderman Edwards moves to refer this Petition to the Planning and Zoning Commission,
seconded by Alderman Hurst. Motion carried by voice vote. / - � 1,
Correspondence.
Resignation - Chester Miller read. Alderman Hurst makes a motion to accept this
retirement and gave thanks for fine service to City, seconded by Alderman Yerbic.
Retirement effective January 1, 1973. Roll Call vote. AYE: Aldermen Kova,chevich,
Zabenac, Yerbic, Cook, Peak, Berry, Edwards, Sepich, Hurst, Wilcoxen, Farr, Howard
and Rupe. NAY: None. Motion carried.
Alderman Howard makes a motion to enter into an agreement to do the repair job on the
Caterpillar Tractor that has been recommended by the Peoria Tractor Co. after con-
saltation with the Finance Committee and the City Treasurer, seconded by Alderman
Rupe. Discussion. Alderman Rupe withdraws his second of motion. Alderman Howard
withdraws his motion. Mayor Jennings calls for a 5 minute recess so the Mayor,
Chairman of Finance Committee, Chairman Street and Alley Committee can confer with
the City Treasurer to see if there is enough money to repair the Caterpillar Tractor.
Canton City Council recessed at 7115 P.M. Canton City Council reconvened at 7:18 P.M.
Alderman Howard moves that the Peoria Tractor Company be authorized to go ahead and
do the work to pat the Caterpillar Tractor in working order, seconded by Alderman
Peak. Roll Call vote. AYE: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich,
Edwards, Berry, Peak, Cook, Yerbic, Zaborac and Kovachevich. NAY: None. Motion
carried.
Alderman Edwards discusses purchashing building material from 1 lumber dealer. Mayor
Jennings states that the department heads should have the Chairman, The Finance
Chairman anc4 the Mayor sign these requisitions before the purchase is made. If
drastic action has to be taken, the Mayor will ask this Council to authorize that
there be no purchase made unless first it comes through the Mayorls office.

Resignation - Board of Appeals - Rev. Jay Curry. Alderman Yerbic makes a motion to
accept this resignation, seconded by Alderman Rupe. Motion carried by voice vote.
Alderman Hurst makes a motion that the City Clerk address a letter thanking Rev.
Curry for his services, seconded by Alderman Cook. Motion carried by voice vote.
Mayor Jennings reported that he had another meeting to attend. Mayor Jennings
reauested that he be excused from the Council Chamber -- 7:24 P.M.
Mayor Pro Ten Edwards took the chair at 7:25 P.M.
Board of Appeals - re. Eldon Bishop property read.
Reouest to solicit Canton - WTVP, Channel 47 - ft�f March 3 and 4, 1973 . Alderman
Hurst makes a motion that this request be granted, solicitors with proper identification
working between 10:00 A.M. and 4:60 P.M. , seconded by Alderman Wilcoxen. Motion
carried by voice vote. Alderman Rupe recommends that a letter be sent to Channel 47.
Municipal Association of Central Region - meeting in Macomb, Dec. 6 - Elks Club -
$4.25 per person - reservations by November 27, 1972 with the City Clerk.
Old Business.
City Attorney Malmgren reported on the property at 420 South 3rd Avenue.

Now Business.
g> Agreement - Watertower Paint and Repair Co. - Motion by Alderman Sepich to authorize
the Mayor to enter into this agreement and check on their Insurance, seconded by
Alderman Hurst. Roll Call vote. AYE: Aldermen Kovachevich, Zaborac, Yerbic, Cook,
Peak, Berry, Edwards, Sepich, Hurst, Wilcoxen, Farr, Howard and Rupe. NAY: None.
Agreement #219. Motion carried.
Ordinance - Barnard - Allison & Co. - annexation and rezoning presented. No action
taken.
Ordinance - Lock's - Annexation presented. Motion by Alderman Cook to place this
Ordinance on its passage, seconded by Alderman Peak. Roll Call vote. AYE: Aldermen
Rupe, Howard, Parr, Wilcoxen, Hurst, Sepich, Edwards, Berry, Peak, Cook, Yerbic,
Zaborac and Kovachevich. NAY: None. Motion carried. This being Ordinance #396.
Ordinance - vacating Alleys - N. Avenue B and Johnson Court - West Spruce Street
and Cass Place - first reading. Laid over.
First reading Ordinance - Rupe - Annexation. Laid over.
First reading Ordinance - Election Judges. Laid over.
Motion by Alderman Yerbic, seconded by Alderman Cook to adjourn. Voice vote carried.
Canton City Council adjourns at 7:43 P.M.
