July 18, 1972
Canton City Council held a regular meeting on July 18, 1972 in the City
Council Chamber. Mayor Jennings called the meeting to order at 6:31- P. M.'
Present for roll call: Aldermen Howard, Wilcoxen, Hurst Sepich, Edwards,
Berry, Cook, and Yerbic. Absent: Aldermen Rupe, Farr,' Nak, Spencer, Ful-
ton, and Kovachevich.
Pledge of Allegiance was followed by Invocation by Alderman Howard.
Minutes of previous meeting. Motion by Alderman Yerbic; seconded by Alderman
Cook to accept the minutes, as presented, and place on file and the motion
carried voice vote.
Petition - Central Illinois Public Service Co., petition for zoning reclassi.-
fication from R-2 to I-2 -- 442 South Second Avenue. Motion by Alderman Yer-
bic, seconded by Alderman Hurst to refer this Petition to the Planning and
Zoning Commission and the motion carried, voice vote. Petition No. 257.

Communications to Council.
Environmental Protection Agency - reference to governmental agencies to
apply for grant. Mayor Jennings stated that Mr. Bill Bush, Manager of the
Grants and Tax Certification Section of the Division of Water Pollution
Control would be sending forms for application. Motion by Alderman Sepich,
seconded by Alderman Yerbic to refer the matter to the 'City Attorney and
Crawford, Murphy & Tilly Engineering Firm and the motion carried, voice vote.
Crawford, Murphy & Tilly - tabulation of Sewer, sewage Treatment and Water
Main Projects presented to the members of the Water and Sewer Committee for
study.
Crawford, Murphy & Tilly - copy of letter to Alderman Riipe regarding Interim
Chlorination. City Attorney Ma7mgren indicated that since only one firm
manufactures the chlorination equipment it would be added expense to adver-
tise for bids. Motion by Alderman Edwards, seconded by Alderman Berry that
the Mayor and City Clerk enter into a contract with ':!allace and Tiernan for
nurchase of the chlorination equipment (with the approval of -the Water and
sewer committee) . MJ�. Chester Miller stated there would also be additional
expense for scales, beams, shelter for the two cylinders, etc. Rollcall vote
on the motion. AYE: ' Aldermen Yerbic, Cook, Berry, EdW'ards, 'Sepich, Hurst,
Wilcoxen, Howard, and Rupe. NAY• None. Agreement No: 212. Motion by Al-
derman Hurst, seconded by Alderman Wilcoxen that the City Clerk advertise for
raids for installation of this equipment. Roll call vote. AYE: Aldermen
Howard, Wilcoxen, Hurst, Sepich, Edwards, Berry, Cook, 'and Yerbic. NAY: None.
Crawford, Murphy & Tilly - copy of letter to City Attorney Malmgren re:
Sewage treatment completion date of improvements and stating that a hearing
may be held.
Department of Public Health - copy of letter to Samuel 'i ingenfelter 're. re- -
duction of number of spaces to be constructed for mobile homes oft the Links
Estates :Mobile Home Park (from 21 to 16) .
Environmental Protection Agency - listing dates of seminars to be held for
instructions on Rules and Regulations by the Illinois Pollution Control
Board.
Qlrawf ord, Murphy & Tilly - progress report on Lake Canton Spillway -- same
may be completed by July 2i, 1972.
Request from the Federated Business and Professional Women's Club to hold
an ice cream social in Jones Park on Aug. 11, 1972. Motion by Alderman Howard,
seconded by Alderman ^Yerbic to grant this permission and the motion carried
b-- voice vote.
Thank you letter from the Association of Commerce and -industry for permission
to hold Western Days and the use of'the square for carnival rides and booths. "

Old business.
Ordinance regulating parking on West Tnlalnut Street - up for second reading.
Motion by Alderman Hurst, seconded by Alderman Wilcoxen to read same by Title
only and the motion carried voice vote. Title read. Motion by Alderman Sepich,
seconded by Alderman Hurst to place the Ordinance on its passage. Motion by
Alderman Howard to table the Ordinance until the next meeting because several
Aldermen were on vacation. Discussion. Alderman Howard withdraws his motion
to table, Alderman Hurst withdraws his second of motion and Alderman Sepich
withdraws his motion for passage. Ordinance to lay over.
Notices to be sent to all Aldermen regarding a meeting of the Water and Sewer
and Fire Committees, Tuesday evwring - to meet with Mr. Hahan from the Clara-
tona Nursing Home.
Complaint of odor from the sewers in Third and Fourth Wards by Alderman Hurst.
Mr. Miller to check on same.
Alderman Howard stated that some streets that had been oiled and chipped were
"bleeding" - several streets have had sand placed on same.
0iomplaint of coal drags holding up traffic on Fifth Avenue and Linn Street on
Friday, July 14. City Attorney, Mr. Malmgren to write to the railroad company
to see if better cooperation could be made.
Motion by Alderman Edwards, seconded by Alderman Berry to open East Beech St.
to Fourth Avenue and that the City Attorney should take necessary steps with

the Illinois Commerce Commission to get a permit to cross the railroad track.
Voice vote carried.
New business.
Lime hauling. Motion by Alderman Yerbic, seconded by Alderman Cook that the
City Clerk advertise for lime hauling and the motion carried by voice vote.
Motion by Alderman Sepich, seconded by Alderman Cook that the bid be advertised
for hauling for one year with an option for two years and this motion carried,
voice vote.
Fulton County Rabies Control. Mr. Lucian Groff, Edward Kaiser, and Val Port-
wood were presented to the Council. Mr. Groff stated that the Rabies Control
Committee was not satisfied with the method of handling the dog pound; he
stated that Calvin Jackoway, the City of Canton dog catcher, was doing a very
good job but there is not enough cooperation at the pound. Mayor Jennings
said he had requested that the dog catcher not carry fire arms. General Dis-
cussion. The location of the dog pound was mentioned as being too hard to
find, and that the pound should be open at certain designated hours for owners
of dogs to identify and pick up same. A meeting of the Committee with members
of the Council to be held as soon as Mr. Fuller returns from his vacation.
Estimate No. 2, Canton Concrete Products, Canton Spillway, $29,946.83 pre-
sented. Motion by Alderman Hurst, seconded by Alderman Sepich to allow payment
of this estimate, roll call vote. AYE: Aldermen Yerbic, Cook, Berry, Edwards,
Sepich, Hurst, Wilcoxen, and Howard. NAY: None.
Ordinance, Stop signs at Ave. F. G, and H at West Walnut Street. Motion by
Alderman Edwards, seconded by Alderman Yerbic to read by Title only and the
motion carried voice vote. Title read. Ordinance to lay over.
Ordinance - Annexation of the Donald Cardosi property presented - same to lay
over.
Resolution - Special Use Permit for the Lloyd R. and Margaret Bonita Henderson
property, 126 E. Birch St., for use as a beauty parlor. Motion by Alderman
Sepich, seconded by Alderman Hurst to adopt the Resolution. Roll call vote.
AYE: Aldermen Howard, Wilcoxen, Hurst, Sepich, Edwards, Berry, Cook, and Yer-
bic. NAY: None. Resolution No. 593V
Resolution for Special Use Permit - Martin Montgomery, 136 E. Spruce St. for
operation of a bait, tackle and snorting goods shop. Motion by Alderman Ed-
wards, seconded by Alderman 'Kilcoxen to adopt this Resolution. Roll call vote.
AYE: Aldermen Yerbic, Cook, Berry, Edwards, Sepich, Hurst, Wilcoxen, and
Howard. NAY: None. This being Resolution No. 591 .
Motion by Alderman Yerbic, seconded by Alderman Hurst to adjourn. Voice vote
carried. Canton City Council adjourns at 7:40 P.M.
