May 2, 1972
Canton City Council held a regular meeting on May 2, 1972 in the City
Council Chamber. Mayor Jennings called the meeting to order at 6:32
P. M. Present for roll call: Aldermen Farr, Wilcoxen, Hurst, Sepich,
Edwards, Berry, Peak, Cook, Spencer, Yerbic, Fulton, and Kovachevich.
Absent: Aldermen tupe and Howard.
'Pledge of Allegiance was followed by Invocation by Rev. Clyde Friend from
the 4esley United Methodist Church.
Minutes of previous meeting. Motion by Alderman Xerbic, seconded by Al-
derman Fulton to accept the minutes of the previous meeting as presented
and place same on file.
Bills for Aprii. Motion by Alderman Farr, seconded by Alderman Yerbic that
all bills properly approved by. the Department heads and Committee Chairmen
be allowed for payment. Roll ca-11 vote: Aldermen Kovachevich, Fulton,
Yerbic, Spencer, Cook, Yeak, Berry, Edwards, Sepich, Hurst, Wilcoxen, and
Farr. NAY: None.
Petition requesting permit to operate a beauty shop at 126 E. Birch Street
by Pairs. Lloyd Henderson (9 signatures of neighbors who had no objections
to same) presented. Motion by Alderman. Hurst, seconded bv Alderman Peak
that same be referred to the Planning and Zoning Commission and the motion
carried by voice vote. Petition No. 243.
Standing Committee reports.
Alderman 7dwards, reporting for the Insurance Committee moves to advertise
for bids for insurance for emnloyees, specifications available in the City
Clerk's office, bids to be opened on June 20, 1.972. Alderman Sepich seconds
this motion and it carried by voice vote.
Street and Alley Committee. Alderman Edwards renorted that Alderman
Howard, the City Engineer and Street Superintendent had inspected city
streets for necessary -repair work and then moves that the city advertise
for bids for oil and chips, same to be opened at the June 6, 1972 council
meeting and the motion carried voice vote.
Finance Committee. Inspection of the Youth Center on North Main Street
with the Fire Chief and Fire Marshall and recommendations that the Council
update the building.according to the fire code or close the building --
that if one child should be burned through any negligence, it would be re-
gretable. Mayor Jennings stated that he would appoint a Committee to work
with the Youth Commission. Alderman Ldwards raoves that the back room be
closed until work could be done to update in accordance with fire code and
look the doors immediately. Alderman Spencer seconds this motion. Alder-
man Spencer recommended that the parking lot on Borth Main Street be used
for dances this summer. Mrs. Ruth .Clardy spoke on behalf of the members of
the teen-agers and what a wonderful group they were. Ronnie Edwards, member
of the group stated he was also a law enforcement officer and that he approved
of the operation of the teen center. Mayor Jennings spoke to the assembly
and referred to the report of the Fire Marshall and that he would appoint a
committee to work on this matter. Roll call vote on the motion. AYE: Alder-
man Farr, Wilcoxen, Hurst, Sepich, Edwards, Berry, Peak, Cook, Spencer, Yerbic,
Fulton, and Kovachevich. NAY: None. Committee annointed: Aldermen Fulton,
Cook, Wilcoxen, Farr, and Berry. Motion by Alderman Sepich, seconded by Al-
derman Yerbic that the Council should consider that a referendum be held.

Spoon River 'electric Coop. Ordinance- Alderman Hurst recommended that on
the first reading of same that it be corrected to include a time limit.
Special Committee reports.
Alderman Kovachevich reported that the county landfill is progressing and
that same may be opened around May 15, 1972.

Communications to Council.
Thank you letter from Eleanor "Rose" Bourke to the Mayor and City
Council for the presentation of the Key to the City at the time of her
installation as state president of the Illinois Federation of Business
and Professional Women's Clubs.
Department of Public Health regarding license fees for mobile homes. Mo-
tion by Alderman Spencer, seconded by Alderman Yerbic to defer action on
mobile home courts until the Committee finds out what the law is. Voice
vote. (11 AYES and 1 NAY (Alderman Cook). Copy of letter to be sent to
all Aldermen.
Environmental Protection Agency letter - re-port of the inspection of land-
fill and recommendations for correcting the violations.
Divison of Fire Prevention - renort of investigation of the Youth Center
and recommendations for correction of same.
Association of Commerce and industry - announcing June Vii, 9, and 10 as
vlestern Days in the City (on the square), proceeds to go to Christmas
lighting. Motion by Alderman Farr, seconded by Alderman Cook to refer this
matter to the Traffic Committee and to give that Committee nower to grant
request if they desire. Voice vote carried.

Invitation to visit the open house at the Galesburg State Research Hospital
on May 7, 1972.
Mayor Jennings announced he had a surprise to present at this time and in-
troduced President of Spoon River College, Mr... Hearl Bishop, Mr. Bishop
thanked the Council for the work done to make possible the new Spoon River
College and presented the Mayor and each Alderman with a souvenir of the
occasion -- a miniature I1goldenf' shovel.
Illinois Commerce 6ommission - notice of continuance of Cable Television
hearings until May �8, 1972.
Big Creek Shopping Center - letter granting a license to officials of the
Canton Police Department to enter upon the property of Big Creek Enterprises
in order to perform the regular duties of police officers.
Department of Transportation - 7rantIng 'ermit `to. 13045 authorizing the
construction of a higher crest bn the lake Canton Spillway.
Permission was granted to Dr. Babriar from the Canton Youth Commission who
wished to separate from the Canton Youth Commission and have their own or-
ganization to be known as the Canton Youth Guidance and Improvement Council.
Discussion. Motion by Alderman 7,,dwards to go along with the Youth Commission
and this was seconded by Alderman Farr. Roll call vote. AYE: Aldermen
Kovachevich, Fulton, Yerbic, Spencer, Cook, Peak, Berry, Edwards, S�pich,
Hurst, Wilcoxen, and Farr. NAY: None. Motion by Alderman Farr to have an
Ordinance drafted to rescind the existing Jrdinance, motion seconded lZr Alder-
man Fulton. voice vote carried.
Water Tower Paint and Repair Co. request for an anwTer to the Dec. 14, 1971
letter announcing increase in rate for service. Motion by Alderman Hurst,
seconded by Alderman Edwards to contact that firm and have a r enresentative
call on the Council and the motion carried, voice vote.
Canton Travel Agency, notice of their type of business and inviting the mem-
bers of the Council to use their services.
Above Correspondence: Motion by Alderman Yerbic, seconded by Alderman Ful-
ton that the above corresi-)ondence be accepted and placed on file. Voice
vote carried.
Planning and Zoning Commission recommendations for the Monge property
that same be rezoned from CO-1 and AG-1 to R-4, Nultinle Family Residents.

Planning and Zoning Commission recommendations for the Abel-Jines prop-
erty -- that same be rezoned from R-2 Single family resident to B-2
General Business. Petition No. 217.
Planning and Zoning Commission recommendations regarding the Graham Hospital
property, 205 W. Walnut St., from R-1 to an R-4. Petition no. 248.
Letter from Mr. 14m. Kumpf, President of Ill. Municipal Clerks of Illinois
commending City Clerk Crawford for her work in the Clerk's Association and
commented on expenses incurred by her.
Old business.
Payroll Ordinance. Motion by Alderman Hurst, seconded by Alderman Farr
to amend Section 6, lines 3 and 4 shall read "shall be given an" instead
of "shall require as". Roll call vote. AYES,: Aldermen Farr, Wilcoxen,
Hurst, Sepich, Edwards, Berry, Peak, Cook, Spencer, Yerbic, Fulton, and
Kovachevich. NAY: None. Motion by Alderman Hurst, seconded by Alderman
Peak to suspend the rules. Roll call vote. AYE: Aldermen Kovachevich,
Fulton, Yerbic, Spencer, Cook, Peak, Berry, Edwards, Hurst, Wilcoxen, and
Farr. NAY: Alderman Sepich. (11 AY'?S and 1 NAY) . Motion by Alderman
Edwards, seconded by Alderman Hurst, to place this Ordinance, as amended,
on its passage. Roll call vote. AYE: Aldermen Farr, Wilcoxen, Hurst,
Sepich, Edwards, Berry, Peak, Cook, Spencer, Yerbic, Fulton, and Kovache-
vich. NAY: None. This being Ordinance No. 3'17.
Motion by Alderman Hurst, seconded by Alderman Sepich that the Council
adjourn Oine die and recess for ten minutes. voice vote. (11 AYES and
1 NAY vote (Alderman Yerbic) . 1971-1972 Council adjourns at 8:u5 P. M.
Mayor Jennings recoxmened the Council meeting at 8:15 P: M.
New business.
Rev. Clyde Friend addressed the Council, stating that each Council
mee:ing would be visited by a member of the l"linisterial Association.
Motion by Alderman Sepich, seconded by Alderman Hurst, that the Canton
City Council follow the Rules of order of business as outlined in the
1959 Ordinance book and the motion carried by voice vote.
Mayor Jennings introduced a former Alderman of the City Council, Mr.
Cecil Tender, a visitor to the Council meeting this date.
Resolution - Special Use Permit for the Graham Hospital Association prop-
erty at 205 W. [.Taint btreet - for use as a mental health clinic pre-
sented. Motion by Alderman Sepich, seconded by Alderman Farr to adopt
this Resolution. Roll call vote. AYE: Aldermen Kovachevich, Fulton, Yer-
bic, Spencer, Cook, Peak, Berry, Edwards, Sepich, Hurst, Wilcoxen, and
Farr. NAY: None. This being Resolution No. 6y0.
Ordinance - Abel-Jines - rezoning from R-1 to B-2 Business. Same to lay over.
Ordinance - Monge property - rezoning from R-1 and CO-1 to R-4. first read-
ing. Same to lay over.
Ordinance - Spoon River Electric Franchise. Alterman Hurst moves that same
be read by Title only and that upon second reading "50 years" be inserted.
Alderman Wilcoxen seconds this motion and it carried, voice vote. Title
read. Ordinance to lay over.
Bids - Garbage Truck. Motion by Alderman Kovachevich, seconded by Alder-
man Fulton that the City Clerk be authorized to open the bids and voice
vote carried. Bids opened: O.B. Avery Co., truck body 3b,4-b3.00; Key
Equipment & Supply Co., body only x'6,981.50, body and Chassis $21,731.50;
Milleris $14,789.00; Truck Equipment Co. body $6,854.00; Canton Motor Sales
body 36,610.00 and chassi s $14,444.00. Motion by Alterman Fulton, seconded
by Alderman Kovachevich to refer these bids to the Garbage Disposal Com-
mittee and the motion carried, voice vote.

Mr. Robert Fine, representing the Boy Scouts, addressed the Council
and invited the members of the Council to attend their meeting on May
13, 1972 when a camp fire service would be held.
Mr. Mel Harris, retail Trades Committee of the ACI, requested permission
to use a portion of the square to exhibit two trailers on May 20 - the
John F. Kennedy exhibit artd the world's smallest horse - 20`0 of the pro-
fit to go toward Christmas lighting. Motion by Alderman Edwards, seconded
by Alderman Fulton rfrant permission. Alderman Hurst made a suggestion that
such attractions be held off the square in the future. voice vote on the
motion carried.
Appointments of City personnel, Council Committee members, and Commissions
and Boards made by Mayor Jennings. Motion by Alderman Yerbic, seconded by
Alderman Peak to accept the appointments made. Roll call vote. AYE: Al-
dermen Farr, Wilcoxen, Sepich, Edwards, Berry, leak, Cook, Spencer, Yerbic,
Fulton, and Kovachevich. NAY: Alderman Hurst.. (11 A!T�S and 1 ITAY) .
Mayor Jennings read his plans for the new year:

�., 1. Work towards a new Fire Station in Southeast end of town.
2. Update Council Chambers by installing microphones in the speaker
cf+ system.
3. ;fork with Lake Development Committee in providing more recreation at
Lake Canton.
4. Continue working toward securing new businesses in the City.
5. Continue to work with and support the businesses we already have.
6. Continue working on all Grants available for Sewer Project.
7. plain and Locust Street project started this year.
8. Continue work with A.C.I. and retail 'Trades Association on their
continuation of the Christmas Lighting Program.
9. !%fork through all Departments to improve our City to make it a better
place to live.
10. Finish construction on Fourth Avenue Project.
11. Work and support the Betterment Commission in their fine job of
cleaning our City.
12. Work with Canton Huseum Committee in building a fine museum in our
City.
13. Work towards getting Lake Canton annexed to the City of Canton.

range,
15. Continue to improve better streets, also continue maintenance on
our improved streets".
