Aug. 17, 1971
Canton City Council held a regular meeting Aug. 17, 1971 in the City Council
Chambers. Mayor Jennings called the meeting to order at 6:35 P.M. Present for
roll call: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich, Edwards, Berry,
Peak, Cook, Spencer, Yerbic, Fulton and Kovachevich. Absent: None.
Pledge of Allegiance was followed by Invocation by Alderman Edwards.
Minutes of previous meeting. Motion by Alderman Yerbic, seconded by Alderman,
Peak to accept the minutes of the previous meeting as presented and place on file.
Motion carried by voice vote. --
Petition for rezoning. Eugene Wrestler property. Motion by Alderman Yerbicp
seconded by Alderman Sepich to refer to the Planning and Zoning Commission and the
motion carried by voice vote. Petition #218.
Alderman Sepich reported on a modular home on West Elm Street. Discussion.
Alderman Hurst stated that there wasn't any reference in the Zoning Ordinance per-
taining to modular hares. Mayor Jennings asked Alderman Hurst to bring this to the
attention of the Planning and Zoning Commission at their next meeting.
Standing Committee reports.
Alderman Spencer announced a meeting of the Building & Grounds Cammittee, Wednesday,
August 18 at 6:30 P. M.
Alderman Spencer moves that preliminary plans be drawn for the C anfort Station,
seconded by Alderman Edwards. Motion carried by voice vote.
Alderman Rupe reported on the meeting of the Water & Sewer Committee Monday evening,
August 16, The Water & Sewer Committee, with Council approval, recoanmends that the
Mayor and City Clerk and City Attorney be authorized to enter into an agreement with
Mr. Jack Russell to haul lime to Canton Lake, Mr. Russell is to provide evidence
of insurance coverage for those who are under his employ at this site. The lime is
to be unloaded upstairs under the supervision of Orval Kuhn and further it is under-
stood that this option is for 1 year and renewable as any other city purchase(Orval
Kuhn to be consulted when this is drawn up.) Alderman Rupe moves that the Mayor
and City Clerk be given authority to enter into a contract with Jack Russell to haul
lime, seconded by Alderman Howard. Roll call vote. AYE: Aldermen Kovachevich,
Fulton, Yerbic, Spencer, Cook, Peak, Edwards, Hurst, Wilcoxen, Farr, Howard and
Rupe. NAY: Aldermen Berry and Sepich. (12 AYES and 2 NAYS). Motion carried.
Alderman Rupe reported that the Water & Sewer Committee recommends that the bid
for construction of water line on South Avenue A be accepted. Alderman Rupe moves
that the Mayor and City Clerk be authorized to award the contract to extend the
water line on South Avenue A and West Locust Street Limits, seconded by Alderman
Howard. Roll call vote. AYE: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst,
Sepich, Edwards, Berry, Peak, Cook, Spencer, Yerbic, Fulton d Kovac evich.��_
NAY: None. Motion carried.

Special Committee reports.
Alderman Howard extended an invitation to all Aldermen and their wives, elected
officials and appointed personnel to a fish fry at Green Acres, Sundays August 223
1971 at 1:00 P. M.
Alderman Rupe reported that the options on easements on the Plattenberg, Wheeler,
Sebree and Zink properties should be picked up. Alderman Rupe moves to suspend
the rules, seconded by Alderman Howard. Roll Call vote. AYES Aldermen Rupe,
Howard, Farr, Wilcoxens Hurst, Sepich, Edwards, Berry, Peak, Cook, Spencer, Yerbic,
Fulton and Kavachevich. NAY: None. Motion carried. Alderman Rupe makes a motion
that the Mayor and City Clerk be given authority to exercise the picking up of
options on the Plattenberg, Wheeler, Sebree and Zink properties; price to be 25¢
per foot, seconded by Alderman Howard., Roll Call vote. AYE: Aldermen Kovachevich,
Fulton, Yerbic, Spencer, Cook, Peak, Berry, Edwards, Sepich, Hurst, Wilcoxen, Farr,
Howard and Rupe. NAY: None. Motion carried.
Cammunications to Council.
Estimate No. 2 - Canton Concrete Products Co. for work done on the Lake Canton Boat
Dock. Motion by Alderman Hurst, seconded by Alderman Edwards to allow this estimate
for payment. Roll call vote. AYE: Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst,
Sepich, Edwards, Berry, Peak, Cook, Spencer, Yerbic, Fulton and Kovachevich.
NAY: None. Motion carried.

*Clyde Barker lease. Alderman Hurst moves that the city Attorney lnotify Cont'd. (2)
that his lease is to be terminated so the City can build a roa in that arreea, Barker
seconded by Alderman Wilcoxen. Roll Call vote. AYE: Aldermen Kovachevich,
Fulton, Yerbic, Spencer, Cook, Peak, Berry, Edwards, Sepich, Hurst, Wilcoxen,
Farr, Howard and Rupe. NAY: None. Motion carried.
Division of Highways, approving resolution of intent adopted by the City Council
on July 27, 1971 - providing for improvement of Second and Third Avenues from
Locust to Elm Street and Chestnut Street from Second to Fifth Avenues,
Division of Highways, regarding traffic conditions near 5th and Linn Streets,
Burlington-Northern - regarding the crossing at 4th and Linn Streets and cars
left on track for period of time. Discussion.
Central Municipal Regional Association meeting in Farmington, September 10, 1971.
Mayor Jennings recommended that reservations be made with the City Clerk.

Old business.
its Second reading of Ordinance - No Parking - Linn Street. Alderman Howard moves
that the rdinance be read by title only, seconded by Alderman Rupe and the motion
carried by voice vote. Title read. Motion by Alderman Sepich, seconded by
Alderman Yerbic to place the Ordinance on its passage, Roll Call vote. AYES
Aldermen Kovachevich, Fulton, Yerbic, Spencer, Cook, Peak, Berry, Edwards, Sepich,
Hurst, Wilcoxen, Farr, Howard and Rupe. NAY: None. Motion carried. This
being Ordinance #354,.
Alderman Edwards reports on street light - Bradley Corners; street light is in
middle of block. Discussion. Alderman Edwards makes a motion that the Light
Committee have the street light placed on the corner, seconded by Alderman Howard.
Motion carried by voice vote.
New business.
First reading of Tax Levy Ordinance.
Ordinance - Prohibiting the connection of Sanitary or Industrial Waste Sewers to
storm water drainage system. Alderman Hurst asks if there isn't already an ordinance
to this effect; City Clerk to check the Ordinances and,i.f so, to forward two copies
to the Division of Highways.
Purchase - Caruso Building. Alderman Spencer moves that the Mayor and City Clerk
enter into an agreement to purchase the Caruso Building for $25,000; seconded by
Alderman Yerbic, Roll Call vote. AYE: Aldermen "upe, Howard, Farr, Wilcoxen,
11ursty Sepich, Edwards, Berry, Peak, Cook, Spencer, Yerbic, Fulton and Kovachevich.
NAYS None. Motion carried.
Purchase - Truax Traer Land for Sanitary Landfill, Purchase price $34,000 (166 acres).
Motion by Alderman Hurst that the Mayor and City Clerk be authorized to enter into
an agreement to purchase the land, seconded by Alderman Kovachevich. Roll Call vote.
AYES Aldermen Kovachevich, Fulton, Yerbic, Spencer, Cook, Peak, Berry, Edwards,
Sepich, Hurst, Wilcoxen, Farr, Howard and Rupe. NAY: None. Motion carried.
Bids- Oil and 'dips. Motion by Alderman Howard to instruct the Deputy City Clerk
to open the bids, seconded by Alderman Hurst. Motion carried by voice vote. Bid
opened - Pschirrer Coal & Asphalt Company in the amount of $10,220.00. Motion by
Alderman Howard to refer same to Board of Local Improvements and if approved to
enter into a contract with the bidder (Street Superintendent to be instructed to
start as soon as possible), seconded by Alderman Edwards. Roll Call vote. AYE:
Aldermen Rupe, Howard, Farr, Wilcoxen, Hurst, Sepich, Edwards, Berry, Peak, Cook,
Spencer, Yerbic, Fulton, and Kovachevich. NAY: None. Motion carried.
Alderman Sepich inquires about the blacktopping on LJest Walnut Street,
Alderman Edwards recommends 15 minute parking in front of the Monument Works on
South Main Street,
Alderman Berry asks about the bump on South 5th Avenue in front of the C.I.P.S,
C ampany.

Alderman Berry reported that furniture was being sold from a porch on the north
west corner of Oak Street and Avenue A.
Alderman Howard reported on joint Purchasing from the State of Illinois. He
stated that Police cars would be advertised in September.
Alderman Spencer reported on flooding conditions in the vicinity of 6th and 7th
Avenue and East Walnut Street.
Alderman Yerbic reported on complaints about smoking in a house at 228 S. 6th
Avenue. Police Chief to notify Health Officer.
Motion by Alderman Yerbics seconded -by alderma PHoward to adjourn. Voice vote
carried. Canton City Council adjourns 7:45
