March 16, 1971
Canton City Council held a regular meeting March 16, 1971 in the City
Council Chambers. Mayor Jennings called the meeting to order at 6:30
P. M. Present for roll call: Aldermen Howard, Rupe, Svob, Farr, Sepich,
Hurst, Long, Edwards, Kroell, Williams, Yerbic, Spencer, and Kovachevich.
Absent: Alderman George.
Pledge of Allegiance was followed by Alderman Long.
Minutes of previous meeting. Motion by Alderman Kroell to dispense with
reading of minutes, accept same and place on file. Alderman Yerbic seconds
this motion and it carried by voice vote.
Petition. Request for Annexation of Lots 11, 123 13, 14, 15, and 16 in the
Block No. 41 F. A. Cobleigh First-Addition, property owned by Stuart and
Hazel Wheeler and Earl Eldridge. Motion by Alderman Hurst, that with the
approval of the City Attorney, the Council accept this Petition and that an
Ordinance be drafted. -Alderman Sepich seconds this motion. Roll call vote.
AYE: Aldermen Kovachevich, Spencer, Yerbic, Williams, Kroell, r--dwards, Long,
Hurst, Sepich, Farr, Svob, Rupe, and Howard. NAY: None-. Petition No. 199.
Cable T V. Mayor Jennings asked permission to move this item of business up
on the agenda. Motion by Alderman Sepich, seconded by Alderman :Edwards to
make Cable TV the next item on the agenda and the motion carried, voice vote.
Mr. Walter Sebo, representing the Fulton Community Antenna Television System,
Inc., explained the procedures to the Council. Motion by Alderman Farr,
seconded by Alderman Spencer that the proposed Ordinance be read by Title
only since each Alderman had studied same and the motion carried by voice
vote. Title read. Alderman Farr moves to amend Section 14 to include one
and one-half mile radius and Alderman Kovachevich seconds motion. Roll call
vote on the amendment AYE: Aldermen Howard, Rupe, Svob, Farr, Sepich,
Hurst, Long, Edwards, Kroell, Williams, Yerbic, Spencer, and Kovachevicha. NAY:
None. Motion by Alderman Hurst, seconded by Alderman Kroell to suspend the
rules. Roll call vote. AYE: Aldermen Kovachevich, Spencer, Yerbic, Kroell,
Edwards, Long, Hurst, -Sepicho Farr, Svob, Rupe, and Howard. NAY: Alderman
Williams. (12 AYES and 1 NAY). Motion by Alderman Hurst, seconded by Al-
derman Farr to place the Ordinance on its passage. Roll call vote. AYE:
Aldermen Svob, Tarr, Sepich, Hurst, Long, Edwards, Kroell, Yerbic, Spencer,
and Kovachevich. NAY: Alderman Howard, Rupe, and Williams. (10 AYES and
3 =SAYS) . Motion carried. This being Ordinance No. X33.
Standing Committee reports.
I- egotiating and rinance Committee. Alderman Farr reported on a meeting of
those committees and also a meeting of the Negotiating Commmittee with the
Police and Firemen another meeting set for March 182 1971, 6:30 P. M.
National League of Cities - Congressional - City Conference - Mlarch 21-23,
1971, Washington, D. C. the Finance Committee made recommendation that the
Manor and Alderman Edwards attend this conference. Motion by Alderman Farr,
seconded by Alderman Howard to approve the recommendations of the Finance
Committee to send the two delegates. Roll call vote. AYE: Aldermen Kova-
chevich, Spencer, Yerbic, W lliams, Kroell, .Edwards, Long, Hurst, Sepich,
Farr, Svob, Rupe, and Howard. NAY: None.
Boat Dock. Alderman Edwards reported blue prints are ready to go to the
state for approval and then advertise for bids.
W. Walnut St. Bridge. Jerry Williams, resident engineer from Crawford,
:lurn!rr & Tilly Engineering Firm reported on the progress of the bridge,
stating that it is 90% completed. Mayor Jennings commended the resident
engineer, the engineer commended the contractor doing the work. Motion by
Alderman Edwards, se*6nd@d by Alderman Long that the City Attorney send a
letter to Crawford, liurph* and Tilly commending Mr. Jerry Williams. Motion
carried, voice vote.
Alderman Rupe stated he had reports from Crawford, Murphy & Tilly with a
suggested letter pertaining to bids on the electrical panel for water plant.
Snecial Committee reports.
Renort on the meeting in Bushnell - Municipal Association of Central Region -
with Mir. W. R. Nelson from the University of Illinois showing slides on up-

grading cities through landscaping and suggested this would be a good program
to help the Betterment Committee. Alderman Edwards moves, Alderman Spencer
seconds motion to contact Mr. Nelson to see when he could speak to the Better-
ment Committee and the City Council. Motion carried voice vote.
Communications to Council.
Resignation of Alderman Williams from Fifth Ward because of his moving; from
that ward. Alderman Hurst moves that the Resignation be accepted, stating
that Alderman Williams was a good Councilman. Aldermen Sepich, Kroell, Howard Rupe,
and Farr also stated their regrets at the resignation.
Mayor Jennings expressed his
regrets to Mr. Williams. Alderma.:,.Edw$wd$._,seconds this motion. Roll call vote.
AYE: Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst, Long, Edwards, Knoell,
Yerbic, Spencer, and Kovachevich. NAY: None. Motion by Alderman Howard, sec-
onded by Alderman Rupe to adopt a Resolution to present to Alderman Williams.
Roll call vote. AYE: Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst, Long,
Edwards, Kroell, Yerbic, Spencer, and Kovachevich. NAY: None.
Request from the V.F.W. Auxiliary, No. 1984 to hold Buddy Poppy Day May 7 and 8.
Motion by Alderman Hurst, seconded by Alderman Yerbic to grant this request and

Old business.

U Second reading of Building Permit Ordinance. Alderman Hurst moves, Alderman
U Yerbic seconds motion to read same by Title only and the motion carried by
voice vote. Title read. Motion by Alderman Hurst, seconded by Alderman Long
to place the Ordinance on its passage. Discussion. Roll call vote. AYE: Alder-
men Rune, Sepich, Hurst, Long, Edwards, and Yerbic. NAY: Aldermen Howard, Svob,
Farr, Kroell, Williams, Spencer, and Kovachevich. (6 AYES, 7 NAYS). Ord. defeated.
New business.
Request from Betterment Commission to hold "Gabby Sunday" April 18 with clean-up
week following. Alderman Sepich moves, Alderman Edwards seconds motion to
grant this request and the motion carried by voice vote.
Alderman Kroell reported complaints of two streets being closed because of the
"-67e" tracks being laid - this work should be completed soon. City Attorney,
Wm. Malmgren, to contact the railroad company.
Alderman Williams stated he had been trying to get a house on Third Avenue torn
down. City Attorney, Wm. Malmgren,to take action,
First reading of Ordinance - Abandoned vehicles. Same to lay over.
Mayor pro tem: Mayor Jennings stated when he and Alderman Edwards (the Mayor
pro tern) would be in Washington D. C. a mayor pro tem should be named. Motion
by Alderman Hurst, seconded by Alderman Long to name Alderman Everett Howard as
Mayor pro tem and the motion carried by voice vote.
Resolution, change of voting place for Seventh Ward Municipal Eledtion to be
held April 20, 1971 from Y.M.C.A. to the Canton Junior High School. Motion
by Alderman Kovachevich, seconded by Alderman Spencer to adopt this Resolution.
Roll call vote. AYE: Aldermen Kovachevich, Spencer, Yerbic, Williams, Kroell,
Edwards, Long, Hurst, Sepich, Farr, Svob, Rupe, and Howard. NAY: None. No. 557.
Bids - Garbage Truck. Motion by Alderman Hurst, seconded by Alderman Sepich to
instruct City Clerk to open bids and motion carried voice vote. Bids opened;
H. L. Miller Autobody; Truck Equipment Co., and Key Equipment Co. Motion by Al-
derman Kroell, seconded by Alderman Long to refer bids to Garbage Disposal Com.
and the motion carried, voice vote.
Bids - gasoline and fuel oils. Motion by Alderman Hurst, seconded by Alderman
Edwards that the City Clerk be authorized to open bids - motion carried, voice
vote. Bids opened: Continental Oil Co., Atlantic Richfield Co., Standard Oil
Co., Higgins Oil Co. Motion by Alderman Edwards, seconded by Alderman Hurst
to refer bids to Garbage Disposal Committee and motion carried, voice vote.
Motion by Alderman Yerbic, seconded by Alderman Rupe to adjourn, and the motion
carried, voice vote. Canton City Council adjourns at 8:04 P. M.
