Canton City Council held a regular meeting on Dec. 22, 1970 in the City
Council Chamber. Mayor Jennings called the meeting to order at 6:30 P.M.
Present for roll call: Aldermen Rupe, Svob, Farr, Sepich, Hurst, Long,
Edwards, Kroell, Williams, Yerbic, Spencer, George, and Kovachevich. Ab-
sent: Alderman Howard.
Pledge of Allegiance was followed by Invocation by Alderman Long.
Minutes of previous meeting. Alderman Kroell moves, Alderman Yerbic seconds
motion to accept minutes as presented and place on file, and the motion
carried by voice vote.
Reports of standing committees.
Traffic `ommittee: Alderman Sepich reported on a Dec. 14, 1970 meeting:
Recommended removal of parking on west side of Dean and Baxter Court from
Ash to Myrtle Street; Division 2 truck ordinance and load limits referred
to City Attorney for further clarification; referred parking on East Maple St.
between Fourth and Fifth Avenue to the Chief of Police; recommended no park-
,� ing on west side of Lawrence Drive from Linden Street to Winegar Drive and
it allow parking on north side of Linden Street from Main Street to Lawrence
Drive; recommended stop sign for southeast and northwest corners of Ninth
Avenue at Maple Street; recommended stop sign at southeast and northwest
U corners of Taylor Court at Sycamore Street; change of ordinance for north
side of Walnut Street from ,,lain Street to Martin Avenue - to read "No Park-
ing" from 8:00 A. M. to 4:00 P. M. except Saturdays, Sundays and Holidays;
Micro film viewer to be loandd to opoon River College; State is conducting
a traffic study on Fifth Avenue; recommended yield sign for northeast cor-
ner square for traffic going east on Chestnut Street; Alderman Sepich moves
that the recommendations be referred to the City attorney and Ordinance Com-
mittee. Alderman Long seconds this motion and it carried by voice vote.
Alderman George reported that the School Board was unhappy with the Council's
decision to make no changes in the Myrtle Street stop signs but the committee
did not recommend the changes because of the little hill on Eighth and Ninth
Avenue.
Alderman Hurst discussed the extension of sewer and water for a subdivision
and requested that an ordinance be drafted or a lien placed against the
Ass6mbly of God Church property (to be placed on file in County Court records)
so that the church could not sell the three additional lots they own and the
new property owners be allowed to hook on the water and sewer without paying
the cost of this extension to the City. Alderman Rupe stated there was a
verbal agreement with the Church and the City Engineer had been authorized to
keep a record of the cost of this extension and, if the three lots were sold,
payment would be made. Motion by Alderman Hurst that the cost of construction
of sewer installation of the lots be filed with the Circuit Clerk - a lien
against the real estate involved for installation of sewer and any time the
properties are sold they are subject to this lien. Alderman Sepich seconds
motion. After discussion, Alderman Sepich withdrew his second of motion and
Alderman Hurst withdrew his motion. Alderman Rupe -stated he would contact
members of the Church within the next few days and have a renort to give to
the Council.

Special committee reports.
Alderman Rupe reported on the public hearings attended in Morris, Illinois
regarding the Commonwealth Edison Co. - hearings began on Dec. 7, 1970.
Law students from the University of Chicago were the only persons opposing
the Commonwealth Edison Co. at the meetings.
Christmas Decorations for the Canton Square. Alderman Williams commended
Alderman Kroell for his letter in the Canton Daily Ledger regarding the
decorations for the square and recommended the Council appoint a committee

to work towards the decorations for next year. Alderman Kroell explained
that the light poles should be able to hold the type of wire used for the
decorations in spite of any ice storms. Mayor Jennings thanked Alderman
Kroell and Alderman Kroell thanked the Mayor for his conUdence in him.
Alderman Edwards inquired if there was anything the Council should be doing
regarding the Commonwealth Edison Co. and was told the public could be ob-
servers but were to have no vote and the State of Illinois did not have prop-
er representation.
Communications to Council.
Letter from the C.I.P.S.Co. regarding approval of gas agreement for Anderson
Place Lift Station. Alderman Rupe to contact the Crawford g
Murphy y
Engineering Firm regarding this matter.
Thank you note from the family of Alvin Long for flowers sent at the time of
his death.
Report of Audit of Motor Fuel Tax Funds for 1969 presented. Motion by Alder-
man Hurst, seconded by Alderman Long that the City Treasurer examine same and
then have the audit placed on file. Carried by voice vote.
Old business.
Ordinance pertaining to zoning one and one-half miles beyond the Corporate
Limits u-) for second reading. Motion by Alderman Hurst, seconded by Alderman
Yerbic to read the title only. Carried by voice vote. Title read. Motion
by Alderman Hurst, seconded by Alderman Rupe that same lay over until agree-
ment worked out with the Fulton County Zoning Commission. Next meeting of
the Canton Planning and Zoning Commission to be Jan. 4, 1971 and Mr. Charles
Sandberg, Planning and Zoning Administrator for Fulton County, to be invited
to attend. Motion carried by voice vote.
Alderman Long excused at 7:16 P. M.
Fire Station Committee. Alderman Svob stated the Ordnance Station has never
notified the committee of any available cars for sale and the fire department
car is broken and asked for a meeting of the Finance Committee with the Fire
Station Committee.
New business.
Resolution for public benefit assessments through Motor Fuel Tax 1"unds for
paving sections 46 CS and 51 CS, principal $233612.00, Interest $1,714.10,
total due Jan. 25 1971 $25,326.10. Motion by Alderman Hurst, seconded by
Alderman Yerbic to adopt the Resolution. Roll call vote. AYE: Aldermen
Kovachevich, George, Spencer, Yerbic, Williams, Kroell, Edwards, Hurst, Sepich,
Farr, Svob, and Rune. NAY: None. This being Resolution No. 54`1.
Resolution for public benefit assessments through. Motor Fuel Tax Yunds for
paving section 45 CS, principal $50056.23, Interest $15,411.71, total due
Jan. 2, 1971 $65,767.94. Motion by Alderman George, seconded by Alderman
Spencer to adopt this Resolution. Roll call vote. AYE: Aldermen Rupe,
Svob, Farr, Sepich, Hurst, Edwards, Kroell, Williams, Yerbic, Spencer, George,
and Kovachevich. NAY: None. This being resolution No. 546.
Resolution for public benefit assessments through Motor Fuel Tax Funds for
paving section No. 46 C. S. principal, $40,655.00, Interest X13,014.07, total
due Jan. 2, 1971 $53,669.07. Motion by Alderman Edwards, seconded by Alderman
Yerbic to adopt this Resolution. Roll call vote. AYE: Aldermen Kovachevich,
George, Spencer, Yerbic, Williams, Kroeli, Edwards, Hurst, Sepich, Farr, Svob,
and Rupe. NAY: None. This being Resolution No. 549.
Resolution for public benefit assessments through Motor Fuel Tax Funds for
paving section No. 61 CS, principal $36,102.00 due Jan. 2, 1971. Motion by
Alderman Kovachevich, seconded by Alderman George to adopt this Resolution.
Roll call vote. AYE: Aldermen Rine, Svob, Darr, Sepich, Hurst, Edwards,
Kroell, Williams, Yerbic, Spencer, George, and Kovachevich. NAY: None. This
being Resolution No. 550•
Comfort btation - Eagles Club. Mayor Jennings stated the option on the Eagles
Club would soon be available and suggested an informal meeting of the Council.
Motion by Alderman Spencer, seconded by Alderman Rupe to hold an informal meet-
' in of the Council, the Mayor to notify the Aldermen. Motion carried by voice
voe.

Resignation of Harold R. Reed from the Planning and Zoning Commission read.
Motion by Alderman Williams to accept this resignation and seconded by Alder-
man Hurst. Voice vote carried.
Census. Alderman bepich inquired about the official U. S. census report and
it was discussed about posting same on state routes -- Chief of Police Elam
to check on same.
Alderman Spencer inquired about the "no parking" signs and was told more were
ordered and were being shipped this week.
Mayor Jennings appointed ttonald Reith to the Planning and Zoning Commission
to replace Mr. Harold Reed. Motion by Alderman HtIrst,:, seconded by Alderman
Rupe to accept this appointment. Voice vote carried.
Motion by Alderman George, seconded by Alderman Yerbic to adjourn and the mo-
tion carried by voice vote. Canton City Council adjourns at 7:32 M.
