Nov. 17, 1970
Canton City Council held a regular meeting Nov. 17, 1970 in the City
Council Chamber. Mayor Jennings called the meeting to order at 6:30
P. M. Present for roll call: Aldermen Howard, Rupe, Farr, Sepich,
Hurst, Long, Edwards, Kroell, Williams, Yerbic, Spencer, and Kovaehevich.
Absent: Aldermen Svob and George.
Roll call was followed by the Pledge of Allegiance and Invocation by Al-
derman Long.
Minutes of previous meeting. Motion by Alderman Kroell, seconded by Al-
derman Yerbic to dispense with reading of minutes, accept same and place
j on file. Motion carried by voice vote.
Standing committee reports.
Museum Committee, Chairman, Alderman Spencer reported on the meeting with
the Historical Society and moves that the City Attorney and Mayor draw a
lease for the use of the old township office building for the Historical
Society for their museum, furnishing their own liability insurance. Alder-
man Edwards seconds this motion. Roll call vote. AYE: Aldermen Kovache-
vich, Spencer, Yerbic, Williams, Kroell, Edwards, Long, Hurst, Sepich,
U. Farr, Rupe, and Howard. NAY: None.

d" Garbage Disposal Committee. Alderman Hurst reports that a trailer court
has been using the sanitary land fill facilities and has ordered that no
more dumping of septic tank material be allowed and recommends that the
trailer court be charged double sewer rate for each trailer space. Motion
by Alderman Sepich, seconded by Alderman Williams to refer this matter to
the Water and Sewer Committee and, in the meantime, no sewage to be dumped
at land fill or sewerage treatment plant. Alderman Williams seconds motion
and it carried by voice vote.
Motion by Alderman Hurst, seconded by Alderman Williams that an Ordinance
be drafted that no water or sewer taps be made until a building or zoning
permit be secured. Motion carried by voice vote.
Street and Alley: Alderman Howard reported on the meeting held with the
TP&W RR officials regarding the proposed "wye track" - no final agreement
made. A meeting of the members of the Mt. Carmel Baptist Church and the
officials of the railroad to be held soon.
Street and Alley: Orwig Boar Shop estimate for repair for 1965 I.H.C.
truck damaged earlier in the year presented.
Special committee reports.
Fulton County Traffic Committee., Alderman Farr newly elected President
of the organization, reported on a meeting helA Nov. 16 and the proposed
defensive driving program that is being planned.
Railroad Crossing Signal lights. Alderman Williams stated that if the
City would request help from the Safety Council, signal lights might be
obtained for First Avenue and Oak Street; the Safety Council would contact
the Illinois Commerce Commission. City Attorney Malmgren to write to the
Safety Council.
Joint Purchasing. Alderman Kovachevich moves that the City enter into an
agreement with the state on joint purchasing -- City Attorney to draft the
necessary Resolution. Alderman Sepich seconds this motion and it carried by
voice vote.
Communications to the Council.
Central Region Municipal Association Christmas Dinner party, Dec. 2, 1970,
Elks Club, Macomb, dinner $5.25 per person. Reservations and check to be
made before Nov. 25, 1970.
Old business.
Stop sign Ordinance up for second reading. Alderman Sepich moves, Alderman
Yerbic seconds motion that same be read by title only and the motion carried
voice vote. Title read. Motion by Alderman Sepich, seconded by Alderman

Yerbic to place the Ordinance on its passage. Roll call vote. AYE:
Aldermen Howard, Rupe, Farr, Sepich, Hurst, Long, Edwards, Kroell, Will-
iams, Yerbic, Spencer, and Kovachevich. NAY: None. Ordinance No. 325.
New business.
Resolution - street lights E. Locust Street west of Fourteenth Avenue and
Liberty Place and Sixth Avenue. Motion by Alderman Kovachevich, seconded
by Alderman Spencer to adopt this Resolution. Roll call vote. AYE: Alder-
men Kovachevich, Spencer, Yerbic, Williams, Kroell, Edwards, Long, Hurst,
Sepich, Farr, Rupe, and Howard. NAY: None. This being Resolution No. 545.
First reading of an Ordinance rezoning the Delbert Dunn priperty from an
R-1 to B-1 local business. Same to lay over.
Ordinance, Parking fees for Main and Locust Street lot. Motion by Alder-
man Sepich, seconded by Alderman Williams to amend Section 3 to read
"upon exit" instead of upon entrance. Motion carried by voice vote. Mo-
tion by Alderman Edwards, seconded by Alderman Sepich to suspend the rules.
Roll call vote. AYE: Aldermen Howard, Rupe, Farr, Sepich, Hurst, Long,
Edwards, Kroell, Yerbic, Spencer, and Kovachevich. NAY: Alderman Williams.
(11 AYES and 1 NAY). Motion by Alderman Yerbic, seconded by Alderman Sepich
to place the Ordinance on its passage. Roll call vote. AYE: Aldermen
Kovachevich, Spencer, Yerbic, Williams, Kroell, Edwards, Long, Hurst, Sepich,
Farr, Rupe, and Howard. NAY: None. This being Ordinance No. 326.
Speeding Ticket. Mayor Jennings reported that the Judge had thrown out a
speeding ticket because of his friendship for the violator - this, after the
City police officers had issued the ticket legitimately, taken the time to
go to Court with the City paying mileage, etc. The Mayor stated he was
opposed to voiding any traffic violation tickets, regardless of friendship.
Alderman Rupe stated that the City could advertise for the electrical panel
at the west end of the stairwell at the water treatment plane and moves that
the City advertise for bids, seconded by Alderman Long. Roll call vote. -
AYE: Aldermen Howard, Rupe, Tarr, Sepich, Hurst, Long, Edwards, Kroell,
Williams, Yerbic, Spencer, and Kovachevich. NAY: None.
Informal Council meeting set for Monday, November 23, 1970, 6:30 P. M.
when a member of the Crawford, Murphy & Tilly Engineering Firm will be in-
vited to attend.
Motion by Alderman Edwards, seconded by Alderman Rupe to adjourn. Voice
vote carried. Canton City Council adjourns at 7:05 u. M.
