Fifty `[fro interested persons attended the Public Hearing '-Aay 6, 1970, 1:30
P. M., in the Council Chamber - proposed street improvement, Main & Locust Sts.
Division of Highway representatives explained the purpose of the meeting and the
two proposals for improvement. Don Thompson from the Crawford, Murphy & Tilly
Engineering; Firm explained the engineering part of this improvement. Mr. Mike
Evans, Division of Highways, explained the procedure of procuring easements. Mr.
Wn. Samp stated that any complaints regarding the improvement should be received
in writing before May 16, 1970 and asked those in attendance to speak. Alderman
Don Edwards, representing the Canton City Council stated the City Council wished
to go on record as recommending Alternate No. 2 and that the City Council will
submit the report in writing.
Ibn Avery, representing the Assoc. of Commerce and Industry said that organization
favored the improvement.
Elmer Jacobs stated his business would be affected by the improvement and that it
was a monstrosity and unnecessary. He went on to say that people are dissatisfied
with the traffic pattern around this area and also was opposed to the parallel
parking.
James Brown, Denney Cleaners, said it was most important for the growth of the
city, his business will be affected but he was still in favor of progress, 'and
he was definitely in favor of the project.
William Blessing asked when the project would begin and was told "hopefully
within one month".
Clyde Duncan - how many feet from his yard would be taken and how much money he
would receive. He was told to meet with the members of the Div. of Highways
immediately following the meeting.
John Barclay inquired if the paving would be constructed over the existing storm
and water lines, how old these lines are, and if new lines would be installed
from Main and Locust to Fifth and Locust St., and how much the expense would be.
Don Thompson said the matter will be given consideration but he did not have an
estimate of the cost. Mr. Elio Suau stated all public utilies owned by the city
would be moved at the expense of the government but electric and telephone lines
would be at the expense of the companies.
Gordon Dennison, General Mgr., Fulton Service Co. inquired what two businesses
would be affected and was told that actually four places of business would be
involved; Fulton Service, D-X Station, Denney Dry Cleaners and fain Sales and
Service. r. Dennison then asked what would be the latest date to start this
work. Mr. Suau said bids would be taken this summer, but not much work to be
done until next year.
Everett Howard, Alderman, speaking for the Alternate No. 1 or No. 2 asked that
a Resolution be presented to the Canton City Council for adoption of the Alter-
nate of their choice.
',Tr. Edward Greenfield inquired about the medians on Main Street and pedestrian
safety.
Mr. Suau, in reply to Elmer Jacobs question as to which plan was being considered,
stated that since the City Council_ recommended Plan No. 2, that one was in con-
sideration at this time. Mr. Jacobs and Mr. Suau discussed a telephone conver-
sation in which 711r. Suau had asked Mr. Jacobs if he cared to drop the request for
a hearing since he was the only person requesting same, and Mr. Jacobs had re-
plied no. (Mr. Jacobs said Mr. S u. told him the hearing would not stop the
proposed construction, b.zt only postpone it and •1r. Suau denied this conversation).
Clyde Duncan asked if the City Council approved ''lan No. 2, would it be accepted,
Mr. Suau said the plan had not been officially adopted.
There being no further questions, the meeting adjourned at 2:15 P. M.
