May 5, 1970
Canton City Council- held a regular meeting on 14ay 5, 1970 in the City
Council Chamber. Mayor Jennings called the meeting to order at 6:33 P. M.
Present for roll call: Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst,
Long, -Edwards, Kroell, Williams, Yerbic, Spencer, CTeorge, and Kovachevich.
Absent: None.
Pledge of Allegiance was followed by Invocation by Alderman Long.
Minutes of previous meeting. Motion by Alderman Hurst, seconded by Alderman
Kroell to accept minutes as presented and place on file. Voice vote carried.
Bills for April. Motion by Alderman Farr, seconded by Alderman Svob to allow
payment on all bills properly approved by the committees and department heads,
be allowed for payment. Alderman George requested that the Macomb Communications
invoice be held up for further study. Roll call vote. AYE: Aldermen Kovache-
vich, George, Spencer, Yerbic, Williams, Kroell, Edwards, Long, Hurst, Sepich,
Farr, Svob, Rupe, and Howard. NAY: None.
Monthly reports of all officers presented to Council. Motion by Alderman Hurst,
seconded by Alderman Farr to accept same as presented. Voice vote carried.
Annual reports of all officers presented to Council. Motion by Alderman Howard,
seconded by Alderman Edwards that the reports be accepted as presented. This
motion carried by voice vote.
Standing Committee Reports.
Special Committee Reports.
Communications to Council.
Suggestion from the Retail Trades Committee that each end of the Jones Park
islands be closed off on a Thursday, Friday and Saturday after the completion
of the Main and Locust Street parking lot was presented. Alderman Sepich moves,
Alderman Svob seconds motion to refer this matter to the Traffic Committee and
the motion carried by voice vote.
Recommendation to invite the Ministerial Association to participate in the signs
of organizations, etc. for the 'Main and Locust Street building. Motion by Alder-
man Williams, seconded by Alderman Yerbic to refer this to the Traffic Committee
and carried by voice vote.
Division of Highways approval of Resolution for iLotor Fuel Tax Funds for street
improvement 45 CS (E. Chestnut, Elm, North Eighth and South Seventh Avenue) in
the amount of %30,000.00 read. Motion by Alderman Sepich to accept same and
place on file. Alderman Long seconds the motion. Voice vote carried.
Division of Highways approval of Resolution for Motor Fuel Tax Funds for street
improvement 46 CS (W. Vine Street) in the amount of #26,000.00 presented to
Council. Alderman Sepich moves, Alderman Long seconds motion to accept same
and place on file. Motion carried by voice vote.
Spillway, Lake Canton. Crawford, Murphy & Tilly Inc., Consulting r'ngineers
suggest that if improvements are to be made on same, it would be well to set
up a study of the feasibilit-,- of raising the spillway. Alderman Kupe stated
that the committee would meet with the Engineers on May 12, 1970.
Old business.
Alderman Sepich asked the status of 'Jest i�dalnut Street Improvement project.
City Attorney Malmgrem stated that no bids had been received after two listings
for opening of bids, Mayor Jennings re-)orted the engineers may have to redesign
the style of bridge construction -- he was awaiting a report from the engineers.
Alderman Edwards reported that a radar count should be set up every night until
the speeding on city streets has been stopped, and requested that the Chief of
Police see that same was carried out. Alderman Kovachevich reported some children
on bicycles are very careless about riding in the streets and should be warned.
Mayor Jennings commended the Betterment Committee for their efforts to hold "clean-
up" week -- seventy four loads of rubbish was hauled away in five days.

Main and Locust Street improvement. Motion by Alderman Howard, seconded by
Alderman Long that the Council vote to endorse widening this area and that
Alderman Edwards be authorized to represent the City Council. Voice vote,
carried.
Ordinance, second reading -- Annexation - Wilson and Bradley properties, East
Chestnut Street. Letter from the Planning and Zoning Commission recommending
the annexation of these properties. Motion by Alderman Sepich, seconded by
Alderman Hurst to place the Ordinance on its passage. Ro11 call vote. AYE:
Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst, Long, Edwards, Kroell, Will-
iams, Yerbic, Spencer, George, and Kovachevich. NAY: None. Ordinance No. 304.
Ordinance, Electrical Code. Motion by Alderman Kroell, seconded by Alderman
Yerbic that the Ordinance be read by Title only and that Section 2 be eliminated
from the Ordinance. Title read, Roli'cdll vote' on_,the.motion. AYE: Aldermen
Kovachevich, George, Spencer, Yerbic, Will Kroell, Edwards, Long, Hurst,
Sepich, Farr, Svob, Rupe, and Howard. NAY:0�1 0ll call vote to suspend the rules:

Ordinance - Street Improvements

Alderman Kovachevich seconds this motion. Roll call vote. AYE: Aldermen

bic, Spencer, George, and Kovachevich. NAY: None. Motion by Alderman George,
seconded by Alderman Kovachevich to place the Ordinance on its passage. Roll

Motion by Alderman Sepich, seconded by Alderman George to acknowledge the
presence of members of the Political Science class from the Spoon River College.
Voice vote carried. Members introduced themselves. Mayor Jennings invited the
class to attend more Council meetings.
Ordinance, Garbat--e Disposal Department - salary adjustment to meet the salaries
of the street department employees - first reading. Motion by Alderman Hurst,
seconded by Alderman Edwards to suspend the rules. Roll call vote. AYE:,: Alder-
men Howard, Rupe, Svob, Farr, Sepich, Hurst, Long, Edwards, Kroell, Williams,
Yerbic, Spencer, George, and Kovachevich. NAB,': None. Motion by Alderman Ed-
wards, seconded by Alderman Hurst to place the Ordinance on its passage. Roll
call vote. AYE: Aldermen Kovachevich, George, Spencer, Yerbic, Williams, Kroell,
Edwards, Long, Hurst, Sepich, Farr, Svob, Rupe, and Howard. NAY: None. This
being Ordinance No. 307,
Resolution - City Council recognizing the Police Department Local 463 of the
American Federation of State, County and Municipal Employees. Motion by Alder-
man George, seconded by Alderman Yerbic to adopt this Resolution. Discussion.
Roll call vote. AYE: Aldermen Howard, Svob, Farr, Long, Williams, Yerbic,
Spencer, George, and Kovachevich. NAY: Aldermen Rupe, Sepich, Hurst, Edwards,
and Kroell. (9 AYES and 5 NAYS) . Motion Carried. Resolution No. 533.
New business.
Bond, Wolverine Insurance Co., $1,000.00 for Rosemary Jennings, Traffic Clerk.
Bond had not been signed or approved by the Finance Committee. Same to lay over.
Mayor Jennings reported it was time to apply blacktop and base to the Main and
Locust Street parking lot. Alderman Farr moves, Alderman Svob seconds motion
that the City advertise for bids for base and blacktop -- to be accepted until
5:00 P. M. May 19, 1970 and opened at the Council meeting on that date. Voice
vote carried. Motion_ by Alderman Hurst, seconded by Alderman Howard to black-
top the sidewalk area also and have lines painted for separation of sidewalk
from the parking lot. Voice vote, carried.
Parking lot - meters or gate on this lot. The matter to be referred to the
Traffic Committee and members of the Retail Sales Committee for study. Alderman
Williams reported the committee was considering a type of gate instead of meters.

Change Order No. 1, Anderson Place Sewage Lift Station - installing Aurora
Pump Co. Model 613 Sphere-Flo pumps -- additional cost $250.00. Alder-
man Rupe reported a refund to be made on this project of $,400-00 on the
Crane valve and moves to accept contract with the firm. Alderman Sepich
seconds motion. Roll call vote. AYE: Aldermen Kovachevich, George, Spencer,
Yerbic, Williams, Kroell, Edwards, Long, Hurst, Sepich, Farr, Svob, Rupe,
and Howard. NAY: None.
Alderman Williams reported that terrace was torn up on West Maple Street from
Main to Avenue B (because of sewer project) and moves to refer to the traffic
committee the extension of this street in order to allow for more parking.
Alderman Senich seconds this motion. voice vote carried.
Inquiry by Alderman Williams how to contact the Fulton County Dog Catcher. He
was told that the Police Department took care of all calls. Alderman Edwards
recommended that signs be posted showing the location of the pound.
Motion by Alderman Sepich, seconded by Alderman Hurst that the Street and
Alley Committee check and report back to the Council on the C.I.P.S.Co. cut-
off located on 14anle Street, just off 6econd Avenue. Carried by voice vote.
Mayor Jennings appointed a committee on Elections for the Police Department;
Aldermen Farr, Svob, Yerbic, and George. Alderman Seich moves, Alderman
Edwards seconds motion to confirm the appointments. oice vote carried.
Meeting of the Fire Gommittee to be held immediately after the Council meet-
ing announced by Alderman Svob.
Mayor Jennings stated it had been an honor and pleasure to serve with members
of the Council, thanked the Department heads, all the different outside com-
mittees, newspapers, radio, Carl Hill and Nellie Crawford for the fine cooper-
ation and help given.

mat Street paving, Blacktop in the northeast section of the city; extension
of Forth Fourth Avenue; Lake Canton road, camping area and the stocking of
fish in Lake Canton.
