March 24, 1970
Canton City Council held a regular meeting; March 24, 1970 in the City Council
Chamber. Mayor Jennings called the rneeting to order at 6:33 P. M. Present for
roll calls Alderman Howard, Rupe, Svob, Sepich, Hurst, Long, Edwards, Williams and
Yerbic. Absent: Alderman Farr, Kroell, Spencer and George.
Pledge of Allegiance was followed by Invocation by Alderman Howard.
Minutes of previous meeting. Motion by Alderman Hurst, seconded by Alderman Sepich
to accent same and place on file and the motion carried by voice vote.
_ Mayor Jennings recommended the appointment of Mr. Victor A. Kovachevich Sr. as
Alderman for the Seventh Ward to fill the vacancy left by Mr. Pryce Preece. Alderman
Yerbic moves and Alderman Hurst seconds motion to confirm this appointment. Roll
call vote. AYE: Alderman Yerbic,Williams, Edwards, Long, Hurst, Svob, Rupe and
Howard. NAY: none.
Alderman Hurst moves and Alderman Edwards seconds motion that the new Alderman be
sworn in as a Council Member. Roll call vote. AYE: Alderman Howard, Rupe, Svob,
Sepich, Hurst, Long, Edwards, Williams and Yerbic. NAY: None. Alderman i{ovachevich
sworn in by Deputy City Clerk Esther Fairborn. Alderman Kovachevich seated in
Council chamber and Council resumes.
Canton Betterment Commission -- letter requesting a Front Yard Junk Day, Sunday,,
April 5, 1970. Alderman Sepich moves and Alderman Williams seconds motion to grant
this request. Voice vote carried.
U Canton Planning and Zoning Commission -- recommended that the City Council approve
V the request for rezoning the George C. Florea and Nancy L. Florea property from R-2
to R.3. Petition accompanying letter from Planning and Zoning Commission read.
Alderman Hurst reports that this property is adjacent to the Becker property.
Alderman Hurst moves, seconded by Alderman Rupe that the Ordinance Committee draft
an Ordinance to rezone this property. Roll call vote. AYE,: Alderman Kovachevich,
Yerbic, Williams, rchrards, Long, Hurst, Sepich, Svob, Rupe and Howard. NAY: none.
Petition No. 180.
Standing Committee reports.
Alderman Edwards, Lake Development Committee chairman, reported that next year there
should be new boat docks, parking ramps and rest roam facilities at Lake Canton.
This project to be financed by the State. Alderman Edwards thanked the Street
Department and the Water Department for work done on the Campground at Lake Canton.
Alderman Edwards reported that 1 ,000 fish were delivered to the Lake this morning.
Alderman Edwards reported that he had received complaints of some area residents
dumping raw sewage at Youth Acres. Mayor Jenings said violators would have
warrants signed against them and would be prosecuted. Motion by Alderman Edwards
that Orval Kuhn and Harold White make a survey at Youth Acres and turn. in a complaint
to the Department of Conservation, seconded by Alderman Long. Voice vote carried.
Alderman Hurst asked City Engineer Gibbons if there was ground available in the
creek bottom below the sewer plant. Discussion.
Special. Committee reports.
C ommunicat Lons to Council,
Request from Chairman of the St. Jude's 'Peen Age March and Tag Day to be held May 1
(Tag Lay) and May 3 (Teen Age March). Alderman_ Edwards moves, Alderman Svob seconds
motion that this request be granted.. Carried by voice vote.
Request from the V.F.W. Auxiliary to hold a Buddy Poppy Day in Canton on May 15 and
May 16. Alderman Svob moves, seconded by Alderman Rupe that request be granted.
Carried by voice vote.
Request by Big Creek Enterprises, Inc. to withdraw Petition for Rezoning Lots 99 and
106 of Wright's Addition. `Alderman Hirst moves and Alderman Sepich seconds motion
to grant this request. Carried by voice vote.
Request from the FISH Organization that a representative be sent to a meeting at the
YMCA April 2, 1970. Alderman Edwards moves, seconded by Alderman Long that the Mayor
designate someone to attend this meeting. Alderman Howard to attend meeting and
report back to Council. Roll call vote. AYE: Alderman Howard, Rupe, Svob, Sepich,
Hurst, Long, Edwards, Williams, Yerbic and Kovachevich. NAY: None. Carried.

Communication from Mrs. Charlotte Clarctr, Farmington, Illinois suggesting parking
zones for College Students. Mayor Jennings recommended that the Traffic Committee
and Police Chief slam make a study of the Parking Lot on E. 6hestnut Street;
recommend a fair price on permits and report back to the next Council meeting.
Discussion. Alderman Howard suggested that the College be asked to share the cost
for leas!-n7 the parking lot.
Letter from Crawford, Murnhy ?, `filly, Inc. regard'_ng Canton's sewage treatment needs.
Mayor recommends that everyone that can attend the meetinc; Wednesday, March 25
with a representative from Crawford, Murphy & Tilly.
Letter and Resolution from Crawford, Murphy & Tilly Inc. authorizing Engineering
Firm to proceed thplans for sewer system improvements to satisfy the Illinois
Sanitary Water Joard's stream quality standards. Discussion. Alderman Howard
recommends the Council approve this resolution but recommends the Mayor not sign
Resolution until after the meeting o+_' i"larch 25. Alderman Au.ne moves to accept
proposal, seconded by Alderman Svob. Roll call vote. AYE: Alderman Kovachevich,
Yerbic, Williams, Awards, Long, Hurst, Senich, Svob, Rune and Howard.. NAY: None.

Communication -- Crawford, Murphy & Tilly. Inc. Lng*,_neer i.ng Firm -- sodding backyards
along Main A, Division 12. Alderman Sepich recommends that the City split the cost
with Normoyle ?,c Berg, in the amount of «C3,000. Discussion. Alderman Senich moves,
seconded by Alderman Hurst to proceed with the sodding. Roll call vote. AYE:
Alderman Howard, Rupe, Svob, Sepich, Hurst, Long, Edwards, Williams, Yer'Dic and
Kovachevich. NAY: None. Carried.
Communication -- Linn ''arms, inc. - authorizing Police Department to enter North
Main Street Shopping Center property at any and all times for the purpose of
givin g warnings and/or making necessary arrests. Discussion. Alderman Svob moves,
seconded by Alderman n_<pe that this matter be referred to the `traffic Committee for
study. Discussion. Acting City Attorney James Van Sickle recommends that this
matter be referred to the Police & Legal Committee. Alderman Rupe withdrew his second
of motion and Alderman Svob withdrew his motion. Alderman Svob moves, Alderman Rupe
seconds motion to refer this matter to the Police & Legal Committee and. the City
Attorney. Roll Call vote: AYE: Alderman Kovachevich, Yerbic, Williams, Edwards,
Lora;, Hurst, Senich, Svob, Rupe and Howard. Alderman Hurst moves, seconded by
Alderman Edwards that the Police Department go ahead with Linn Farms, Inc. request,
with the approval of the Police & Legal Committee. Roll Call vote. AYE: Alderman
Howard, Rupe, Svob, Senich, Hurst, Long, Edwards, Williams, Yerbic and Kovachevich.

Alderman Hurst asked about collection of filing fees for Planning & Zoninr Commission
Public hearings. Discussion.
New Business.
First reading of an Ordinance rezoning George Becker property. Motion by Alderman
Edwards, seconded by Alderman Hurst to suspend the rules. Roll call vote. AYE:
Alderman Kovachevich, Yerbic, Edwards, Long, Hurst, Svob, xupe and Howard. NAY:
Alderman Williams and Sepich. (8AY1;S and 2 NAYS) . Carried. Motion by Alderman
Edwards, seconders by Alderman Yerbic to place the Ordinance on its passage. Roll
Call vote. AYE: Alderman Howard, nupe, Svob, Senich, Hurst, Long, Edwards, Williams,
Yerbic and Kovachevich. NAY: None. Carried. ##295. -
First reading of CIPS Ordinance. Ron Avery of CIPS- explained the Ordinance. Alderman
Hurst recommends Ordinance be referred to City Attorney for study, seconded by
Alderman Senich. Motion carried by voice vote.
Agreement -- CI.PS. Alderman Hurst recommends Agreement be referred to City Attorney
for study, Alderman Senich seconded motion. Motion carried by voice vote.
Ordinance -- Parking - North Main Street. Alderman Edwards moves, Alderman Williams
seconds motion to suspend rules. Roll call vote. AY' : Alderman Kovachevich, Yerbic,
Williams, Edwards, Long, Hurst, Sepich, Svo':,, Rupe and Howard. Carried. Motion
by Alderman Long to place the Ordinance on its passage, seconded by Alderman L`}illiams.

motion to suspend the rules. Roll Cal]. vote. AYE: Alderman Kovachevich, Yerbic,
Williams, Edwards, Long, Hurst, Senich, Svob, Hupe and Howard. NAY: None. Carried.
Motion by Alderman Long, seconded by Alderman Hurst to place the Ordinance on its

Alderman Long excused from the Council Chamber at 8:00 P. M.
Appointments: Mrs. Gordon Linn and John Barclay to Betterment Commission. Motion by
Alderman Svob, seconded by Alderman Hurst that the appointments be confirmed. Motion
carried by voice vote. Howard Higgins to Human Relations Committee. Motion by
Alderman Hurst, seconded by Alderman Sepich that the annointment be confirmed; motion
carried by voice vote. Harold R. Reed to Planning; & Zon'.ng Commission. Motion by
Alderman Hurst, seconded by Alderman Yerbic that the appointment be confirmed;
motion carried by voice vote.
Mayor Jennings asked for permission to refer to the Traffic Committee a request to
study the terrace at Locust and 5th Avenue. Discussion.
Electrical Code Ordnance to lay over.
Mayor Jennings asked that a motion be made to advertise for bids for approximately
1200 tons of fill sand for North Main Street Parking Lot. Alderman Hurst moves
V that the Traffic Committee advertise for bids for fill sand, seconded by Alderman
Yerbic. Bids to be opened April 73 1970. Roll Call vote. AYE: Alderman
Kovachevich, Yerbic, Williams, Edwards, Hurst, L�epich, Svob, dupe and Howard.

Ron bvery of CIPS Company extends an invitation to the Annual Meet`..ng of the CIPS
Company April 8, 1970.
Motion by Alderman Yerbic seconded by Alderman Edwards to adjourn. Carried by
voice vote. Canton City 6ouncil adjourns at 8:10 P. M.
