March 3, 1970
Canton City Council held a regular meeting 'larch 3, 1970 in the City Council
Chamber. Mayor JenninF_s called the meeting to order at 6:30 P. '4. Present for
roll call: Aldermen Howard, Rune, Svob, Farr, Senich, Hurst, Long, Edwards,
Kroell, Yerbic, Spencer, and George. Absent: Alderman Williams.
Pledge of Allegiance was followed by Invocation by Alderman Howard.
,iinutes of previous meeting. Motion by Alderman Hurst, seconded by Alderman Long
to accent same and place on file and the motion carried by voice vote.
Pills for February 1970. '_Motion by Alderman Sepich, seconded b;.; Alderman Farr that
all bills properly approved be allowed for payment. 'Discussion regardin€. the use
of purchase orders. Roll call vote on the motion. AYE: Aldermen George, Spencer,
Yerbic, Kroell, Tdwards, Tong, Hurst, Sepich, Farr, Svob, Rune, Howard. NAY: ?done.
Renorts of officers read. Motion by Alderman Long, seconded by Alderman Kroell to
accent these reports and place on file and the motion carried by voice vote.
Renort of Mr. Pat :Murphy from Crawford, Ilurnhy 8: Tilly Engineering Firm re. Locust
and Main Street intersection -- traffic counts made and projection to year 1990
based on present usap-e. Mr. Murphy stated that an Ordinance concerning the parking
on .,lain Street (so. of Locust St.) should be passed immediately so the Division of
Highways can send their approval for the project. This will cause parking to be
parallel on both sides of Main St. Arrangements should be made for future work on
Locust Street as soon as possible.
Special Committee reports.
Garbage Disposal Committee Chairman.., Alderman Hurst recommended that the Ordinance
Committee draft an Ordinance to control local haulers from lit ering the highway
between the cit;,, and the landfill; to consider charges for local pickup trucks
and trailers using the landfill-; and commercial vehicles should not be parked on
the city streets. It was suggested that the newspaners notify the public that the
city landfill is open from 8:00 A. M. until noon on Saturday.
Alderman Edwards reported on attendance to the Constitutional Convention :',evenue
Committee meeting along with members of the Illinois Municinal League. The munici-
palities ' biggest loss of revenue -- the homestead act and personal pronerty tax.
It was noted that mobile homes would be assessed under real estate tax instead of
personal tax in the future.
Alderman Hurst reported the owner of lot on Ave. D and W. Manle St. was agreeable
to nroposed cutting of corner on his pronerty.1was ready to give easement or quit
claim deed providing his request for the use of the dirt removed was granted.
.,pater and Sewer Committee : Alderman Rune renort-::d on a recent meeting of that
comnittee. He moves the City Council proceed with advertising; for bids on the
Anderson St. Pumni.ng Station -- bids to be opened April 7, 1970 .,Motion was
seconded by Alderman Hurst. Roll call vote. AYE: Aldermen Howard, Rune, Svob,
Farr, Sepich, Hurst, Long, Edwards, Kroell, Yerbic, Spencer, and George. NAY:'vone.
Alderman Hurst recommended the College Board be notified about proposed mans for
aeration ponds. City Engineer Gibbons to make study of t'ne aerial map.
Police and Legal Com. Meeting Wednesday, Mar. 4, 6:30 P. "M. announced by Alderman
George, meeting to include the Ma-or, City Attor =ey and any other interested persons.
Communications to Council.
Recommendation from the Planning and Zoning; Commission to rezone lots No. 99 and
106, 'fright's Addition from R-4 to B-2 zoning_;. Motion by ilderman Hurst that
the Ordinance Committee draft an Ordinance. Discussion. Alderman Farr called
for a noint of order - no discussion until a motion has been seconded. Alderman
Rune seconds motion. General discussion with each Alderman giving his opinion.
Roll call vote on motion. AY ,: Aldermen George, Yerbic, Edwards, Hurst, Farr,
and Rune. NAY: Aldermen Spencer, Kroell, Long, Sepich, Svob, and Howard. (6
AYES ann 6 'BAYS) . Further discussion. Motion by Al'erman Rune, seconded by Alder-
man Burst to withdraw the vote on the motion. Roll call vote. AYR,: Aldermen
Howard, Rune, Svob, Farr, Sepich, Hurst, Long, 71dwards, Kroell, Yerbic, Spencer,
and Ceorge. NAY: None. Alderman Rune then withdrew his second of the original
motion and Alderman Hurst withdrew his motion. :lotion by Alderman Sepich, seconded
by Alderman Yerbic that the recommendation lay o%er until the next meeti.ngr. Voice
vote carried.

Motion by Alderman Ceorge, seconded by Alderman Yerbic that the City Attorney
appear in coTirt to defend the City of Canton. ""lotion. carried by voice vote.
Request from ld. Jones for street repairs - letter given to Alderman Yerbic - motion
by Alderman Spencer, seconded by Alderman (George that the matter be referred to the
Traffic Comrittee. Carried by voice vote.
Old business.
Second reading of an Ordinance - fees collected from Lake Canton. Motion by Alder-
man Long, seconded by Alderman awards to read Ordinance by Title only. Motion
carried by voice vote. Title read. Alderman Edwards moves, Alderman Long seconds
motion to place the Ordinance on its passar-;e. Roll call vote. AYE: Aldermen
George, Spenc,: r, Yerbic, Kroell, Edwards, Ltonf-, Hurst, Sepich, Farr, Svob, Rupe,
and Howard.. NAY: None. This being Ordinance No. 290.
Second readin€ of Ordinance - vehicles parking in a no parking zone. Motion by
Alderman Sepich, seconded by Alderman Rune that the Ordinance be read by Title
only. Motion carried, voice; vote. Title read. Motion by Alderman Sepich, seconded
by Alderman Yerbic to place the Ordinance on its passage. Roll call vote. AYE:
Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst, Long, Edwards, Kroell, Yerbic,

'Iinth and final estimate of work, Ilormoyle-',erg ? Associates for Div. 9A and 9B in
the amount of '29,638.50, waivers of release from all. major suppliers attached.
Motion by Alderman Sepich, seconded by Alterman Long to allow this estimate. Roll
call. vote. AYE: Aldermen George, Spencer, Yerbic, Kroell, Edwards, Long, Hurst,
Sepich, Parr, Svob, Rupe, and Howard. NA': None.
Mayor Jenninms announced an informal meeting of Council with r:etterment Committee and
urged all Aldermen to send in names of representatives in their wards. (Temporary
chairmen of the Betterment Committee: Otto Stephenitch and •lrs. Pat Schuster) .
Motion by Alderman Svob, seconded by Alderman Yerbic to adjourn. Carried by voice
vote. Canton City Council adjourns at 8:19
