Feb. 17, 1970
Canton City Council held a regular meeting Feb. 171 1970 in the City Council
Chamber. Mayor Jennin„s called the meeting; to order at 6:30 P. M- Present for
roll call: Aldermen Howard, Rupe, Farr, Hurst, Long, Edwards, Williams, Spencer,
and- George. Absend and excused because of illness: Aldermen Svob, Sepich,
Kroell, Yerbic and Preece.
Pledge of Allegiance was followed by Invocation by Alderman Long.
i"Tinutes of previous meeting: Motion by Alderman Long, seconded by Alderman
George to accept same and place on file. Carried by voice vote.
Petition signed by fifteen property owners objecting to the proposed George
3ecker apartment buildings in south portion of city. One of the petitioners,
Mrs. Donald Sanford, living across from this proposed site had permission to
sneak to the Council. She inquired about number of dwellings for the amount of
area involved, entrance and exit to same, garbage pickup, mail boxes, and
parking of cars. Mr. Jud Heni.nger, promoter of the ;project stated he would com-
ply with Zoning Ordinance. Alderman Edwards stated he was interested in this
development for the souW end of the city and moves that the Petition be placed
on file. Alderman Long seconds motion. Carried, voice vote. Petition No.178.
Petition from Big Creek Enterprises, Inc. for rezoning Lots 99 and 106, Wright's
Addition from R-4 to B-2 (general business) zoning. Alderman Hurst moves, Alder-
man George seconds motion to refer this Petition to Planning and Zoning Commission.
Voice vote carried. Petition No. 179.
Standing Committee reports.
Civil Defense Chairman, Alderman Howard introduced Civil Defense members to the
Council and moves that a standing recognition be given. Alderman Hurst seconds
motion; all members of Council, including the Mayor standing.
Renresentative from Orkin Exterminating Service was introducted to the Council.
He stated that four city blocks around the business district could be treated
for killing of pigeons -- Z90.00 for the first treatment and ?45.00 per month
thereafter - on a one-year contract basis; company carries $3,000,000.00 ins.
Motion by Alderman Farr, seconded by Alderman Williams- to refer this matter to
the proper committee to meet with Assoc. of Commerce and industry and report to
the Council. Mayor Jennings stated the committee should be the Building and
Grounds Committee. Motion carried by voice vote.
Alderman Hurst reported an estimate cost as prepared by City Engineer for corner
of Ave. D and W. :Maple St. - approximate cost $800.00.
Motion by Alderman Hurst,
seconded by Alderman Williams that the Street Dept. be instructed to start this
work. Roll call vote. A� ,a: Aldermen George, Spencer, Williams, Edwards, Long,
Hurst, Farr, Rupe, and Howard. NAY: None.
Police and Legal Com. Alderman George reported two patrolmen were to enter train-
school for patrolmen.
Communications to Council.
Motor Fuel Tax Funds: Letter from Div. of Highways stating the thirty million
dollars borrowed from MFT f,,md in Dec. 1968 had been renaid and each city would
receive allotments directly. "lotion by Alderman Long, seconded by Alderman
George to place the letter on file and the motion carried, voice vote.
Sanitary Water Board. Anderson Dl. Pumping Station - permit to install. and. oper-
ate alteration and Lmnrovements to same. T.,lotion by Alderman Edwards, seconded
by Alderman Spencer to refer this matter to Sewer and Water Committee. Voice vote,
carried. (Permit 1970-lB-72).
Sanitary Water Board. Anderson P1. permit 1970-18-72 renovation requested as a
condition of permit ;do. 1968-HB-26h. (Oat =t. housing project) . Motion by Alder-
man Hurst, seconded by Alderman Long to file this letter. Voice vote. carried.
Alderman Rune reported he will call Springfield office. re. sewerage problems.
Div. of Highways - offering to hold a public hearing on Main ?'c Locust _St. improve-
ment project. Motion by Alderman Farr, seconded by .Alderman Hurst to glace the
letter on file and the motion carried by voice vote.
Div. of Highways - P-lain Locust Sts. - supy)lemental. agreement. Motion by Alder-
man Long, seconded by Alderman Hurst that the Mayor be authorized to enter into
this Agreement with the advice of the City Attorney. Discussion regarding traffic
survey report. Voice vote on motion, carried by voice vote.

Ill. Municipal League announcement of an all-day presentation on matters per-
taining to local E_overnment - Pere Marquette hotel, Peroia Feb. 28. Aldermen
urged to attent. Motion by Alderman Hurst, seconded by Alderman w?dwards to file
this communication and the motion carried.
Planning and Zoning recommendation approving rezoning of property owned by George
Becker for purpose of apartment building, the letter stating there were no object-
ors appearing at the public hearing. Motion by Alderman Hurst and seconded by
Alderman Williams that an Ordinance be drafted for this rezoning - but a study
made before granting permission for sanitary sewer extension to the property.
Lotion carried, voice vote.
Resignation, Arthur H. Wilkinson, city pound master. Motion by Alderman Farr,
seconded by Alderman Rupe to accept same and the motion carried by voice vote.
F'resignation, Donald P. Schmidt from Ilanning and Zoning; Commission. lotion by
Alderman Long, seconded by Alderman Rune to accept the resignation and a letter
of thanks for all the work he has done be sent to Mr. Schmidt. lotion carried.
Resignation, Alderman A. Pryce Preece, effective at end of Feb. 17, 1970 meeting.
,'lotion by Alderman George, seconded by Alderman Long; to accept this resignation
and Alderman Howard requested that a Resolution be drafted to show the Councils
appreciation of his services. Voice vote on the motion carried.
Alderman Howard excused from the Council Chamber� r at 7;20 P. M.

Thank you note from Carl N. Hill for flowers received while he was ill.
TP&W RR--reply to City Attorneys request for repair of railroad crossings,
stating same would be done and also, the car situation would soon be worked out.

Resolution for street light on E. Oak St. near Oak Lawn apartments. :Motion by
Alderman Spencer, seconded by Alderman Edwards to adopt this -.esolution. Roll
call vote. AYE: Aldermen Rune, Farr, Hurst, Long, Edwards, Williams, Spencer,
and George. NAY: None. Resolution No. 517.
Ordinance- Fees from Lake Canton boat licenses, lot rental fees, swimming fees,
and concession fe. s to be kept in separate Lake Development Committee Fund.
Alderman Edwards moves, Alderman Long seconds motion to suspend rules. After
discussion, Alderman Long withdrew his second and Alderman ,dwards withdrew
his motion. Ordinance to lay over.
Ordinance - Traffic violations - first reading. Same to lay over.
Ordinance - Parking violations - first reading. Same to lay over.

?eport on meeting held in Springfield by Sanitary dater Board Feb. 17, 1970:
Alderman Hurst reported the City.- cannot hook n any new subdivisions for sani-
tary sewer because the present sewer plant is inadequate aad must be updated.
Police and _regal - Alderman 1-borge stated that 2Ir. Benedict, representing the
proposed union will meet with the Police and Legal Committee, Tuesday, Feb. 24,
1970, 7:30 '='. °l. to discuss the proposals offered.
Alderman 7dwards stated that it might be well to hold up bu lding permits tem-
"' norarily. Alderman Hurst suggested that the 'later and Sewer Committee send a
letter -to the Dept. of Waterways regarding the amount of actual flow of water
in this region.
Motion by Alderman Ceorge, seconded by AldermanCdwards to adjourn. Voice vote.
Carried. Canton C'_ty Council adjourns at 7:4 P. M.
