Jan. 20, 1970
Canton City Council held a regular meeting on Jan. 20, 1970 in the City
Council Chamber. Mayor Jennings called the meeting to order at 6:30 P. M.
Present for roll call: Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst,
Long, Edwards, Yerbic, Spencer, and George. Absent: Aldermen Kroell, Williams,
and Preece.
Pledge of Allegiance was followed by Invocation by Alderman Howard.
Minutes of previous meeting. Motion by Alderman Spencer, seconded by Alder-
man Yerbic that minutes of previous meeting be accepted and placed on file
and the voice vote carried.
Petition: Request for rezoning from R-2 Residential to an R-4 Residential by
George Becker. Motion by Alderman Hurst, seconded by Alderman Rupe to refer
the Petition to the Planning and Zoning Commission for recommendation. The
motion carried by voice vote. Al 77
Standing committee reports.
Police and Legal Committee. Alderman George reported on the proposed chicken
carry-out case -- Vahle vs. Zoning Board of Appeals and moves that Eugene Taylor
be employed to represent the Board of Appeals and the City of Canton. Alderman
Long seconds motion. Discussion as cost of this service. Roll call vote on
the motion: AYE: Aldermen George, Spencer, Yerbic, Edwards, Long, Hurst, Sep-
ich, Farr, Svob, Rupe, and Howard. NAY: None.
Parking ticket violations. Alderman George moves that the proposals of the
Police and Legal Committee -- 50¢ for first violation, $1.00 for second viola-
tion (with different color for second violation notice) and if the fine is not
paid within seven days the cost be $2.50 because of cost of processing and the
violations are usually the same people and recommends that an ordinance be
drafted. Alderman Edwards seconds this motion. Roll call vote. AYE: Alderman
Howard, Rupe, Svob, Farr, Sepich, Hurst, Long, Edwards, Yerbic, Spencer, and
George. NAY: 'done.
Alderman George moves that the "No Parking" ordinance be changed to a $3.00
fine for no parking. Alderman Sepich seconds this motion. Roll call vote.
AYE: Aldermen George, Spencer, Yerbic, Edwards, Long, Hurst, Sepich, Farr,
Svob, Rupe, and Howard. NAY: None.
Alderman George reported that Chief of Police James Elam had sent Patrolman
Dearl Rose to training school ($480.00 with the state to reimburse one-half of
this tuition) and there are two more patrolmen to be sent.
Third Police car -- Alderman George reported fines for Nov. 1969-1490 and
for Dec. 1969- were 1750 and stated the unmarked police patrol car seemed to
be paying for itself. He congratulated the Police Dept. for their fine work.
Mayor Jennings recommended a one-year trial agreement with the Fulton County
Dog catching plan -- 25¢ per capita which would cost the City of Canton
approximately �1 000:00. Alderman Howard moves, Alderman Yerbic seconds motion
to instruct the Mayor and Police and Legal Committee to meet with the county
dog catcher and make arrangements to enter into a contract. Alderman Yerbic
seconds this motion. Alderman Howard also stated that the city dog license
costs should be enforced. Discussion. Alderman Yerbic withdrew his second of
motion and Alderman Howard withdrew his motion. Alderman Sepich moves, Alder-
man Long seconds motion to refer the matter to the Police and Legal Camni.ttee
to renort to next Council meeting. Motion carried by voice vote.
Building and Grounds Cain. meeting immediately following Council meeting was
announced by Alderman Farr.
Water & Sewer Com. meeting Jan. 27, 1970, 6:00 P. M. announced by Alderman Rupe.
Lake Development Committee. Alderman Edwards reported on the rules for Lake
Canton as proposed by Alderman Rupe, ilayor Jennings and City Attorney -- a copy
to be given to each person purchasing a boat license. Motion by Alderman Edwards,

lake lo , boat licenses, etc. be put into lake Development fund. Voice vote.AYE:carried,
Special committee reports.
Sidewalk on No. Main St, Alderman Farr reported the cost to install the sidewalk
may cost more that the original price but a report will be made later after a
meeting with sidewalk committee and the property owners.
Steam jetting machine. Alderman Hurst reported on price for steam jetting

machine $12687.00 and since items costing over $1500.00 must have bids, moves
that the Garbage Disposal Ccm. be permitted to advertise. Alderman Svob seconds
motion. Discussion. Alderman Svob withdrew his second and Alderman Hurst with-
drew his motion.
Corridor B. Report by Alderman HowaYtd and E. Stanley K1yber on meetings held
recently on proposed highway. Alderman Edwards reported that Rep. Lauterbach
endorsed the Corridor B plan and also wishes to assist with all watershed areas.
Mayor Jennings thanked the committee composed of Aldermen Howard, Hurst, Sepich,
and Edwards stating he was very proud of them. He also congratulated Rep. Lauter-
bach for his interest in the water shed problem.
Division of Highway meeting. Mayor Jennings reported on same - discussion Corridor
Main and Locust St. project which will begin this year, and Fifth Ave. and
Locust St. project which w1.11 be considered within a year or so. He urged Council
members to attend meeting to be held Jan. 21, 1970, 7:30 P.M.,Sr. Hi. School.
Communications to Council.
Community Worksho-) and Training Center open house, Jan. 2 5, 1970 - 2-5PM
Fulton Co. Housing authority - open house, Hi-Rise Bldg., Jan. 25, 1970 1-5 P.M.
Ill. Commerce Com, regarding! proposed increase in Ill. Bell Telephone Co. rates.
Div. of Hi hways - re. "demur road" while the W. Walnut St. project is being
completed kusing former Ray Street).
Crawford, Murphy & Tilly Engineering Firm, re. Engineering services for the
water and sewer construction to the Spoon River Junior College.
Communications discussed: Aldermen & wives to meet 1:30 P.M. for Hi-rise hour.
Ill. Commerce Cann. Motion by Alderman Howard, seconded by Alderman Sepich that
the City Attorney inquire if City is well represented. Carried by voice vote.
Alderman Howard moves, Alderman Farr seconds motion to empower City Attorney, upon
consultation with Mayor, the right to enter into this hearing Feb. 2, 19702 10:00
A.X, in Ill. Commerce Commission office, Chicago as he finds necessary with ex-
penses to be paid. Roll call vote. AYE: Aldermen Howard, Rupe, Svob, Farr, Se-
pich, Hurst, Long, Edwards, Yerbic, Spencer, and George. NAY: None.
Division of Highways. re. detour merel, means the residents on Quality Hill will
have a road for their use while W. Walnut Street is being paved.
Crawford,Murphy & Tilly Eng. Firm - Sewer & Water line to Spoon River College •
engineering fee agreement. Alderman Long moves, Alderman Stob seconds motion
that the Mayor sign agreement after a-favorable opinion of the City Attorney.
Roll call vote. AYE: Aldermen George, Spencer, Yerbic, Edwards, Long, Hurst,
Sepich, Farr, Svob, Rupe, and Howard. NAY: Alone.
Old business.
Bids. Inquiry by Alderman Yerbic about birds. Discussion. Alderman Farr offered
to ask I. H. C. what methods were used to get rid of birds.
Street signs. Alderman Edwards requested the Street Superintendent remove
writing on signs also asked if the city had a health officer.
New business. Electrical Code Ordinance. Laid over, Alderman Kroell absent.
Steam jetting machine. Motion by Alderman Hurst, seconded by Alderman Edwards
that this matter be referred to Street & Alley Committee. Voice vote. Carried.
Appointments: Mayor Jennings appointed Aldermen Sepich, Chm., Howard, Edwards,
and Hurst to serve on Community Workshop and Training Center Board. Motion by
Alderman George, seconded by Alderman Spencer that the appointments be confirmed,
and the motion carried by voice vote.
Appointment of Dan Vahle to the Betterment Committee by Mayor Jennings. Motion
by Alderman Yerbic, seconded by Alderman Edwards that the appointment be con-
firmed. Voice vote carried.
Alderman Monty Rupe requested to assist Alderman Preece, Chairman of the Street
and Alley Committee while Alderman Preece is ill.
Motion by Alderman Yerbic, seconded by Alderman Edwards to adjourn. Voice vote
carried. Canton City Council adjourns at 8:24 P. M.
