Canton City Council held a regular meeting on Sept. 16, 1969 in the City
Council Chamber. Mayor Jennings called the meeting to order at 6:30 P. M.
Present for roll call: Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst,
Edwards, Kroell, ?-illiams, Yerbic, Spencer, George, and Preece. Alderman
Long arriving at 6:32 P. M. Absent: 'Done.
Pledge of Allegiance was followed by Invocation by Alderman Howard.

j Motion by Alderman Spencer, seconded by Alderman Preece that the minutes
stand approved as presented. Voice vote carried.
Petitkn endorsing James Elam as Chief of Police, 251 signatures and addresses
presented. .Motion by Alderman George, seconded by Alderman Edwards to place
same on file. Voice vote carried. Petition No. 168.
Petition requesting that the new Chief of Tolice should be chosen from the
ranks of the current police force -- 276 signatures and addresses presented.
Motion by Alderman George, seconded by Alderman Preece that this Petition be
placed on file. Motion carried by voice vote. Petition No. 169.

Standing committee reports.
U Garbage Disposal Committee. Alderman Hurst moves that the Council grant
V permission for that committee to advertise for a new garbage truck. Motion
seconded by Alderman Long. Roll call vote. Aldermen Preece, George, Spen-
cer, Yerbic, Williams, Kroell, Edwards, Long, Hurst, Sepich, Farr, Svob,
Rupe, and Howard. NAY: None.
Traffic Committee. Alderman Williams reported on the new traffic pattern
on Main and Chestnut Streets and asked for comments. Chief of Police had
recommended a stop sign on the southwest corner of Chestnut and First Ave.
be removed, making East Chestnut Street a through street. Discussion. An
Ordinance appearing later on the agenda.
Lake Development Committee. Alderman �'dwards reported that the Y. M. C. A.
would like to have a long term lease for a portion of land at Lake Canton
to be used as a boys camp. The City Engineer to meet with Mr. Mike Chianakas
to get accurate description of this tract of land.
Water and Sewer Committee. Alderman Rupe reported on the Committee meeting
held on Sept. 15, 1969 with Mr. Leonard Crawford from the consulting Engin-
eering Firm of Crawford, Murphy & Tilly. Some damage has been done to the
spillway due to cracking of the concrete (approximate cost of repair would
be $1500.00 and should be done before winter arrives) . .Motion by Alderman
Rupe, seconded by Alderman Farr that the Council give consent for a con-
tractor to investigate what is necessary to improve this spillway, and also
to consider raising the spillway. Mr. Orval Kuhn, hater Plant Superintendent,
reported that the water is at a very low level now. It was reported that .'-r.
Kuhn was now in the process of further lowering of the level. Roll call vote
on the motion. AYE: Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst, Long,
Edwards, Kroell, Williams, Yerbic, Spencer, George, and Preece. NAY: None.
Special committees.
Alderman Howard reported that a picnic was to be held Sept. 2R, 1969 for all
employees and their families, all elected officials and their families, the
press and radio. Mayor Jennings appointed a committee to proceed with arrange-
ments for the picnic; Aldermen Howard, Sepich, awards, Spencer, George, and
Yerbic to work with the department heads.
Alderman Hurst quoted from a letter from the Illinois Municipal League about
legislative action that the Council, could employ fire and policemenA from
outside the corporate limits. Alderman Williams stated that the City should
update the Fire and 7-olice Regulations because these laws still restrict and
should be the governing unit. Letter from the Xunicipal League read.

Sanitary ;:'ater Board -- regarding sewer system's inadequately treated
sewage. Mayor Jennings reported that the permit for sewer improvement
had been renewed.
Department of Public Health -- regarding sewage treatment facilities
and the failure to meet state guidelines.
division of Highways -- Approval of Resolution for street improvement
(59CS) Sycamore, Myrtle, Tenth Avenue and Olive Street. Same to be filed.

Kenneth H. Lindzey, Chief of Police, letter of clarification as to his
date of retirement (instead of Sent. 15, 1969, he was entitled to vaca-
tion which would make his actual date of retirement November 1, 1969.
Fire and Police Commission -- letter from that Commission certifying the
appointment of Steven James ;lam as Police Chief and clarifying the date --
effective `3ovember 1, 1969, letter signed by John L. Fisher, Chas. Eil Van-
Middlesworth, and ti,Tm. N. Tong, Sr., members on that Commission. Motion by
Alderman Howard, seconded by Alderman Rupe that the letter be placed on
file. Carried by voice vote.

New business.
First reading of an Ordinance -- removal of a stop sign -- southwest
corner of East Chestnut Street and North First Avenue. Motion by Alderman
Williams, seconded by Alderman Sepich, that this Ordinance lay over. Roll
call vote. AYE: Aldermen Preece, George, Spencer, Yerbic, Williams, Kroell,
Edwards, Long, Hurst, Sepich, Farr, Svob, Rupe, and Howard. NAY: None.
Discussion on an Ordinance being prepared regarding a Betterment Commission,
the necessity for competent and dedicated members to be chosen. Alderman
Howard also recommended that the City provide a counciling service for em-
ployees; Alderman Farr recommended two "clean-up" weeks for Canton; Alder-
man ;Tilliams asked for consideration for employees taking furt''er training
to improving their working status and a refund made by the City for tuition.
Motion by Alderman Spencer, seconded by Alderman Yerbic to adjourn. Carried
by voice vote. Canton City Council. adjourns at 7:18 P. M.
