HomeMy WebLinkAbout09-02-1969 Council Meeting Minutes 1 Sept. 2, 1969 Canton City Council held a regular meeting on Sept. 2, 1969 in the City Council Chamber. Mayor Jennings called the meeting to order at 6:30 P. M. Present for roll call: Aldermen Howard, Rupe, Svob, Farr, Sepich, Hurst, Long, 7dwards, Kroell, Williams. Yerbic, Spencer, George, and Preece. Absent: N one. Pledge of Allegiance was followed by Invocation by Alderman Long. Minutes of previous meeting. Motion by Alderman Hurst, seconded by Alderman Rupe that the minutes be accepted and placed on file. Carried, voice vote. IL Petition signed by thirty-three mothers from the McCall School area requesting permission for one of the mothers to be on guard at the school crossing, Eighth Avenue and E. Locust Street. Alderman Sepich moves, Alderman 'Edwards seconds motion to place the Petition on file. Motion carried. Petition No. 165. Petitions from property owners on East Beech Street (South Side) and East Shamrock Street (North Side) to be annexed to the City of Canton. Motion by Alderman Edwards, seconded by Alderman Long to refer these Petitions to the Planning & Zoning Commission. Carried by voice vote. Petitions No. 166 & 167. 11� Bills for August. Motion by Alderman Hurst, seconded by Alderman Preece that d" all bills properly approved be allowed for payment. Roll call vote. AYE: Aldermen Preece, C-eorge, Spencer, Yerbic, Williams, Kroell, Edwards, Long, Hurst, V Sepich, Farr, Svob, Rupe and Howard. NAY: None. Reports of officers read. Motion by Alderman Long, seconded by Alderman Sepich, to accept same and place on file. Voice vote. Carried. Renorts of standing committees. Christmas Decorations for City of Canton. Alderman Kroell moves, Alderman George seconds motion that the City pay 500.00 towards the cost of the Christmas - decorations -- payable to the Association of Commerce and Industry. Roll call vote. AYE: Aldermen Howard, Rupe, Svob, Parr, Se��ich, Hurst, Long, Edwards, Kroell, Williams, Yerbic, Spencer, George, and Preece. NAY: None. Traffic Committee Chairman, Alderman Williams stated it would be best if the new traffic patterns statte on Sept. 10, 1969 because of the Friendship Festi- val and there would be so much confusion. Alderman Howard reported that the ISat;or's Luncheon would be held at 12:30 P. M. at the Canton Country Club, and also requested all Aldermen to ride on the float in the parade. Mayor Jennings re-ported that the Lt. Govenor would attend the Friendship Festival and that all the officials should participate, meeting at the City Building between 9:00 and 9:30 A. ''I. Special Committee reports. Communications to Council. Letter from Mr. Ozzie Langfelder, 1'"'esident Engineer for Crawford, Murphy & Tilly, giving a report on the sewer and street construction wotk in Canton. Mayor Jennings recommended that the City not allow an extension to the Skaggs Construc- tion Co. as previously requested. Motion by Alderman Howard, seconded by Alder- man Williams that no extension of construction time be allowed to the Skaggs Con- struction Co. Motion carried by voice vote. Carried by voice vote. Record of a meeting of the Lake Development Committee -- plans to construct rest rooms; Jerry Styninger named as Lake Coord'_nator; Civil Defense responsible for tank refills; Divers clearance and a proval from employer for duties per- formed and reimbursement of wages lost. Motion by Alderman Edwards, seconded by Alderman George to place this record on file. Voice vote. Carried. Sept. 21 1969, Cont. (2) Municipal Association of Central 16egion meeting to be held in Astoria, American Legion, Sent. 103 1969, 7:30 P. N. All officials urged to attend. Two letters from :rawford, ;'Iurphy e., Tilly Engineering Firm regarding the future water supply for Canton because 'Truax-Traer Coal Co. has received a permit for strip mine operations for coal in the 'Morris vicinity. Motion by Alderman Yerbic, seconded by Alderman Senich to refer these letters to the �,'ater and Sewer Committee anr_3. the City Attorney. Carried by voice vote. Fire and Police Commission announcement of the appointment of James Elam as Chief of Police, effective Sept. 1.5, 1969. Motion by Alderman George, seconded by Alderman Hurst to accept same and place on file. Old business. New business. Alderman Kroell reported dust and very unsightly site .in the vicinity of the old depot -- letter should be sent to have same cleaned up. Alderman Williams reported that the Fire Police Gorrnission rules and regu- lations should be updated from the present 1951 rules. Alderman Williams moves that the Fire a�1d Police G ommission study the Fire and Police appointments and update the regulations in accordance with the State regulations. Alderman Edwards reported the Commission had been established by referendum and a change in the regulations would ­,robably be done in the same way. Mayor Jennings called for a second to the motion. None received. Bond with the Travelers Inde unity Co., $1,000.00, 11m. J. Long, Sr., member of the Fire and Police Commission, approved by the rinance Committee and bond with the Transamerica Insurance Co., $1,000.00, Wm. Woody, school crossing guard, approved by the Finance Committee presented. Motion by Alderman Long, seconded by Alderman Yerbic to accept same and place on file. Voice vote carried. First reading of an Ordinance pertaining to stop signs. Motion by Alderman Spencer. seemnded by Alderman Yerbic to suspend the rules. Roll call vote. AYE: Aldermen Preece, George, Spencer, Yerbic, Williams, Kroell, Edwards, Long, Hurst, Sepich, Farr, Svob, Rupe, and Howard. NAY: :done. Fifth ,.'stimate, Division 11 and 12, 'dormoyle-:3erg Associates for sewer work -- 138,237.18 presented. :Motion by Alderman Hurst, seconded by Alderman Sepich that sane be allowed. Roll call vote. AYE: Aldermen Preece, George, Spencer, Yerbic, Williams, Kroell, Ldwards, Long, Hurst, Sepich, Farr, Svob, Rupe, and Howard. NAY: None. Carried. 157 Parking meter charges- Sat. Sept. 6, 1969, Seot. 2. 1969, Cont. (3) (Friendship Festival). ' Motion by Alderman Hurst, seconded by Alderman George that the parking meter maid and Police officer use the day to help with vote. the parade. Carried by voice Discussion regarding the covers on the parking meters in front of Jack and Bills. Alderman Williams stated that Jack and Bills were paying $1.00 per day for the use of these meters. Discussion followed. Mayor Jennings appointed William (McClelland Wdody as school patrolman on North Main Street at the Lincoln School. Motion by Alderman Hurst to con- firm this appointment, seconded by Alderman Sepich. Carried, voice vote. Reco.,nendation for minimum charge for building permits (formerly permits from $100.00 to $499.00 a charge of $5.00 was made). Alderman Howard moves; Alderman Yerbic seconds motion to refer this to the Ordinance Committee for a change to start charges on building permits beginning with $500.00. Carried., voice vote . Mayor Jennings reported that a Canton Betterment Committee was being planned, City Attorney T.Ialmgren is drawing up an Ordinance pertaining to same. Complaints received by Health 01ficer Iiebert a11: 420 S. Third Ave., rats, d4 debris, street department has mowed the yard. Recommendations that the City Attorney contact the owners who live in Tennessee stating that if the prop- erty is not repaired or torn down, demolition proceedin;:s will be started. Alderman Williams moves, Alderman Spencer seconds motion that the City Att- orney be given authority to take whatever action is necessary to have this property cleaned up. (Other complaints of properties needing; cleaning,: 357 Chestnut -St. and also on the corner of Zifth eve. and Chest:_.ut St.). Voice vote on the motion carried. The new Chief of police, James Slam, was :introduced by Mk,or Jennings. Discussion regarding employees living outside the city limits. (Motion by Alderman Howard, seconded by Alderman Lon,- to refer to the Ordinance Com- mittee for study and recommendations. illotion carried by voice vote. Sidewalk, vicinity of Isaac Swan School. Several members of the PTA were in attendance. Alderrnan ' dwards explained that 360 feet of sidewalk was needed to the traffic signal on Fifth Avenue which would cost approximately $400.00 for materials and volunteer help could be obtained: Alderman Howard moves, Alderman Williams and Y'arr Seconds motion that the City of Canton assist financially up to 1, 600.'.)0. Some of the City employees to give assistance in lay`.ng out the forms for the sidewalk. Stephen Moore -- damage to car that was hailed away from E. Tine Street to an auto pound and then stripped of parts -- in the amount of approximately $800.00. Alderman Howard moves, Alderman Hurst seconds motion to refer this matter to the Clains Committee and City Attorney to meet with Mr. ioore: Voice vote carried.
