June 17, 1969
Canton City Council held a regular meeting on June 17, 1969 in the City
Council Chamber. Mayor Jennings called the meeting to order at 6:30 P. M.
Present for roll call: Aldermen Howard, Rupe, Svob, Farr, Sepich, llurst,
Long, Edwards, Villiams, Yerbic, Spencer, George, and Preece. Absent:
Alderman iiroell.
Pledge of Allegiance was followed by invocation by Alderman Long.
17inutes of previous meeting: Hot:ion by Alderman Howard, seconded by
Alderman Edwards to accept minutes as presented and place on file. Voice
vote. Carried.
Standing committees.
Garbage Disposal Committee: Alderman Hurst stated that a State Inspector
and he ins-oected the sanitary land fill on June 9 and found conditions to
be satisfactory. A letter from the State to be received.
Lights Committee: Alderman Spencer called for a meeting of the Lights Cori-
mittee immediately following the Council meeting.
Traffic Committee: Alderman Williams reported that the additional parking
metets have been received. He also reported on the meeting with I°ir. Celenie,
Senators Schislor and Larsen regarding the modification proposal on the Main
and Locust Street improvement who agreed there was merit in the proposal but
they needed more study on the matter. They also reported the City would not
lose the project -- if not done this year, the project will receive top
priority the ne=t year. Motion by Alderman I-Jilliarris to recommend this pro-
nosal to the `traffic Committee for further study. Alderman Hurst seconds
the motion. Roll call vote. AYE: Aldermen Preece, George, Yerbic, Williams,
Echrards, Long, Hurst, 'dupe, and Howard. MAY: Aldermen Spencer, Sepich, Farr,
and Svob. (9 AY1S and 4 MAYS) . Motion carried. I•Ir. I�iurnhy from the Craw-
ford, :lurphy Tilly Engineering Firm stated that new engineering studies
could be made -- possible a one-way traffic flout south of Locust Street on
lain Street -- coordinating with the State Highway Department. Alderman
Hurst moves, Alderran Williams seconds motion that this proposal be referred
to the 'traffic Committee, Maypr and City Attorney for acceptance or rejection,
cost un to ;;1500.00 (anything; over that amount to be referred back to the
Council) . Roll call vote. AY;: Aldermen Howard, =aupe, Svob, Farr, Hurst,
Lone, Edwards, Williams, Yerbic, Spencer, George, and Preece. lA Alderman

Finance Corrzittee: Alderman Edwards stated that the conuaitteo agreed that
the Council members who attended the Slori.ngfield meeting regarding) the .Main
and Locust Street improvement should be allowed :'>30.00 per day for loss of
tune.
Lake ^.)eveloninent Committee: Alderman awards reported that two biologists
and Jim Curless from the Conservation Dent. made a shock study of the fish
in Lake Canton and conditions are good.
Alderman Hu-)e reported that the Water and Setter and 1''inance CorrLmittees
studied the nronosed increase in grater and sewer rates and both committees
were in agreement.

Alderman Hurst reported that the newly elected Aldermen should make arrangements
to attend the congress held in Springfield June 20-21 -- City Should nay fof+
registration fee for those attending.

Street and Alley Committee: Alderman Preece moves to reject bid on the oil and
chips for city streets and just repair the streets that really need it, purchase
the material from Pschi.rrer Coal and Asnhalt Co., and. Street Sunerintendent

Alder an ;'arr requested a nprogress report on the construction work in the city.
coming along in fine share -- most of the concrete has been poured and

from bridge. All blacktop work to be done about the first week in July. Con-
tractor instructed to barricade some of the streets because of the dust -- for
use by residents only. Inquiry by Alderman Darr about the quality of concrete

in places and sandstone showing_ through.

Motion by Alderman Howard, seconded by Alderman Rune that the Building and
Grounds Committee be responsible for granting, requests for ice cream socials,
tag days, etc. after checkinzi with the city clerk. Carried by voice vote.

Alderman Ilurst moves, Alderman Preece seconds motion that the Fire and Police
Ca-a,iission and Iiayror take action to secure a new chief to work with Chief of
Police Lindzeur before his retirement. Roll call vote. AYE: Aldermen Preece,
C-:eor-e, Spencer, Yerbic, Williams, �;dwards, Long, Hurst, Sepich, Farr, Svob,

Appropriation Ordinance read- for second reading. !dot-ion by Alderman Howard,
seconded by Alderman Sepich that the Ordinance be read bti Title only. Voice
vote. Carried. Title read. Alderman riurst moves, Alderman Long seconds
motion to'nlace this Ordinance on its passa�e. Roll call vote. A'YE: Alder-

New business.
Alderman Preece introduced a representative from the United Laboratories re-
garding the purchase of a fogger for insectextermination, replacing the
smaller equipment purchased recently. '`Motion by Alderman George, seconded by
Alderman Sepich to refer this matter to the Street and Alley Committee. Voice
Vote. Carried.

Bond with PIiller's Mutual Insurance Co., $1,000.00 approved by the finance
Committee for Horris 'ord, caretaker at Lake Canton. Motion by Alderman
Edwards, seconded by Alderman George to accept same and place on file. Voice
vote. Carried.
Bond to be provided for landfill operator.: -:ras suggested by Alderman Hurst.
Two Petitions were presented by Alderman Tch-rards: Request that lots 36,373
and 38 in Idylwild Addition be mowed and debris removed and that the well be
covered properly. Second Petition that a storm sewer be constructed on
lots 3 ,35,36,19, and 20, Idylwild Addition. Alderman Loner moves, Alderman
Edwards seconds motion that these Petitions be referred to thn, proper com-
mittees. Carried by voice vote. Petitions -No. 163 and 164.
Fist Council meeting in July. Alderman rloward moves, Alderman Long seconds
motion to postpone the first meeting in July to the following Tuesday because
of the International harvester Celebration Dinner. Carried by voice vote.
Resolution -- elected officials may become -,-)articipating employees in the
Illinois Nun_i.ci-oal =retirement Fund plan. Alderman Long moves, Alderman Darr
seconds motion to adopt this Hesolution. Roll call vote. AYE: Aldermen

First reading of an Ordinance pertaining to increase in ?,Jater and Sewer rates.
Alderman Rupe moves to accept same and suspend the rules. Alderman Zdwards
seconds same. After discussion, the second of motion and the motion were with-
dramn. Alderman Hurst moves, Alderman E trards seconds motion to suspend the
rules. Roll call vote. AY-E- Aldermen Howard, Rune, Svob, Sepich, Burst, Long,
Edwards, Yerbic, George, and Preece. MAY: Aldermen Farr, Williams, and Spencer.
(10 AYSS and 3 NAT'S). Carried. Alderman Ilurst moves, Alderman Rupe seconds mo-
tion to place this Ordinance on its passage. Roll call vote. AYE: Aldermen

Edwards, Williams, Yerbic, Spencer, George, and Preece. NAY: Alderila.n Farr,

This being Ordinance No. 270.
Zoning Ordinance amendment next on agenda. City iittorney I,almgren explained
his opinion of the procedures regarding the proposed Ordinance. Alderman
Yerbic moves that the Ordinance be read by Title only, seconded by Alderman
Long. Roll call vote. AY;: Aldermen Howard, Rune, Svob, Farr, Sepich,
Ilurst, Long, Edwards, :°dilliams, Yerbic, Spencer, George, and Preece. HAY:
done. Mr. Donald Schmidt, Chairman of the Planning and Zoning; Commission ex-
plained the contents of the proposed Ordinance. Alderman Williams moves to
defer action until the ne..t meeting, then withdrew his motion and moves to
refer the Ordinance to the PlanninC and Zoning Commission for study. Alderman
Hurst moves, Alderman Svob seconds motion that the Ordinance be refered to the
Planning and Zoning Commission to study and conduct a hearing. Mr. Schmidt re-
ported that a hearing had been held and that no complaints were made and that
the Commission did what they thought was best -- that he would not be sub-
jected to such treatment and he would send his resignation rather than serve
on this Ordinance again on his own time. Alderman Svob withdrew his second to
the motion. Alderman Spencer moves to suspend the rules, Alderman Howard seconds

I-layor Jennings announced that lir. John Karelten had resigned from the Planning
and Zoning; Comm, fission and then appoints fir. ?alter 'Hill to fill the vacancy.
Motion by Alderman oyrard, seconded by Alderman -Dupe to accept this a-opoint-
ment. Carried by voice vote.
Alderman Geor`e reported that House Bill No. 435 (Motor Fuel Tax) requesting
1¢ additional rotor Fuel Tax was discussed at the Municipal League meeting.
He said Steve Sargent from the Illinois lunicipal League recumended that
a Petition, signed by each Alderman be sent to Cenators and Representatives.
Alderman George moves that the iayor, City jittornel and all Aldermen sign
this Petition. Voice vote. Carried.
Alderman Yerbic moves, Aldernan Spencer c;econds motion to adjourn. Voice
vote. AYE: Carried. Canton City Council. adjourns at 9:00 2. M.
