in the City Council
Chamber. Mayor Woods called the meeting to order at 5:32P.M. Present for roll
call: Alderman George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Sepich,
Jacobs, Farr, Howard, and Rusnak. Absent, illness: Alderman Skinner and Svob.
Pledge of Allegiance was followed by Invocation by Alderman Danner.
Motion by Alderman Kroell., seconded by Alderman Ellis to dispense with reading
of minutes of previous meeting, accept same and place on file. Voice vote.Carried.
Standing Committee reports.
Alderman Howard reported that the Finance Committee would recommend a 62 per cent
weekly pay raise for all full time employees. The Finance _Committee has also
recommended a raise of $19000 for the City Clerk and City Treasurer and $2,500 for
the Mayor. Alderman Howard reported that the first reading of a proposed salary
Ordinance will be presented to the Council on April 22 after the Municipal election.
Alderman Howard stated that he expected the second and final reading of the proposed
Ordinance to be read at the first Council meeting in May before the new Aldermen
take over their duties.
Special committee reports.
Mayor Woods reported on the meeting Monday in Springfield with officials of the
Illinois Division of Highways. Mayor Woods reported that the City might still

Communications to Council.
Letter from Department of Public Health regarding Trailer Park Inspection on
January 14, 1969. Same to be filed.
Letter from Sgt, Paul Nebergall stating that an inspection of all Trailer Parks was
made March 17, 1969. He stated that all Trailer Courts had complied with re-
commendations made by the State Inspector. Same to be filed.
Letter from the State of Illinois Sanitary Water Board regarding Sewage Treatment
Plant, Sanitary Sewer System, Lincolnshire Subdivision No, 2. Same to be filed,
Letter from Planning and Zoning Commission recommending the City Council approve
the preliminary plat for the new Oak Park Subdivision. Alderman Long moves,
Alderman Spencer seconds motion to comply with the request of the Planning and
Zoning commission. Roll call vote. AYE: Alderman Rusnak, Howard, Farr, Jacobs,
Sepich, Long, Ellis, Kroell, Spencer, Yerbic, Danner and George. NAY: None.
Request to hold the Annual Tag Day for St. Jude 's Hospital for Crippled Children
on Friday, May 2 and annual. Danny Thomas Teen Age March for St. Jude's Hospital for
Crippled Children on Sunday, May 4, Motion by alderman Jacobs, seconded by Alderman
Farr that the request be granted. Voice vote. Carried.
Old business.
Alderman Jacobs inquired about the progress of West Walnut Street bridge and
paving. Discussion.
New business.
Petition -- Oak Park Subdivision -- A part of the Southwest Quarter of Section
30, Township 7 North, Range 5 East of the Fourth Principle Meridian, East Chestnut
Street Limits. Alderman Long moves, Alderman Ellis seconds motion to grant this
Petition. Roll call vote. AYE: Alderman George, Danner, Yerbic, Spencer, Kroell,
Ellis, Long, Sepich, Jacobs, Farr,_Howard and Rusnak. NAY: none. This being
Petition No. 162.
Ordinance authorizing the Planning and Zoning Commission to conduct a Hearing for
Amendments to Chapter XLV of Revised Ordinances of the City of Canton, Illinois,
19102 designated "Zoning Ordinances", Alderman Ellis moves, Alderman Sepich
seconds motion to.suspend the rules. Roll call vote. AYE: Alderman Rusnak,
Howard, Farr, Jacobs, Sepich, Long, Ellis, Kroell, Spencer, Yerbic, Danner and
George. NAY: None. Motion by Alderman Sepich, seconded by alderman Danner to
place this Ordinance on its passage. Roll call vote. AYE: Alderman George,
Danner, Yerbic, Spencer, Kroell, Ellis, Long, Sepich, Jacobs, Farr, Howard and
Rusnak. NAY: None. This being Ordinance No. 263.

Alderman Ellis reoommends that the remainder of the City Parking Lot on North Main
Street be sold after the highway improvement project is completed. Alderman Ellis
-stated that he had two prospects interested in the property. Motion by Alderman
Ellis, seconded by Alderman Howard that an 'Jrdinance be drafted to advertise for
bids to sell the North Main Sttreet Parking Lot. Roll call vote. AYE: Alderman
Rusnak, Howard, Farr, Jacobs, Long, Ellis, Kroe112 Spencer, Yerbic, Danner and
George. NAY: Alderman Sepich. (11 AYES and 1 NAY). Carried.
Mayor Woods stated that because of a posdble conflict of interest City Attorney
McMunn would not draft the Ordinance. Mayor Woods recommended that Attorney
Ralph Froehling draft the Ordinance to sell the North Main Street Parking Lot.
Motion by Alderman Howard, seconded by Alderman Yerbic that Ralph Froehling
draft the Ordinance. Roll call vote. AYE: Alderman George, Danner, Yerbic,
Spencer, "roell, Ellis, Long, Jacobs, Farr, Howard and Rusnak. NAY: Alderman
Sepich. (11 AYES and 1 NAY), Carried.
Alderman Sepich suggested that there should be a spring clean up campaign in the
City. He suggested that the Ordinance in regards to junk cars should be enforced.
Alderman Spencer stated that he had talked with Mr. Stanley Klyber of the Association
of "ommerce and Industry and they believe that a spring clean up campaign should
wait until the new council members were seated. QQ}}derman Farr, Chairman of the
Police & Legal Committee, stated he was going toetfte lbolice department to enforce
the Ordinance on junk cars. Discussion.
Alderman Jacobs moves, Alderman Spencer seconds motion to adjourn. Voice vote.
Carried. Canton City Council adjourns at 6:12 P. M.
