Nov. 19, 1968
Canton City Council held a regular meetLng on Mov. 19, 1966 in the City
Council Chamber. Mayor Woods called the meeting to order at 5:30 P. M.
Present for Rol]_ Call: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich,"
Skinner, Long, Ellis, Kroell, Spencer, Yerbic, and Danner. Absent: Alder-
man George.
Pledge of Allegiance was followed by Prayer by Alderman Danner.
Motion by Alderman Kroell to dispense with reading of minutes of previous
meeting, accept same and place on file, seconded by Alderman Long. Voice
vote. Carried.
Petition with thirteen signatures, requesting that an Alley between Ash and.
Spruce Streets and Eighth and Ninth Avenues be vacated. Alderman Danner re-
quested that two of the property owners involved be alloiTed to speak to the
Council -- Mr. Charles Shiar and Krs. G. H. Edwards, who requested that
this alley be vacated. Alderman Danner stated that eight of the eleven prop-
erty owners had requested the alley to be vacated (and one of those owners
did not care) and then moves to refer this request to the Police and Legal
and Ordinance Committees for study in regards to drafting an Ordinance. Alder-
man Skinner seconds this motion. Voice vote. AYE: (11 AYES and 2 NAYS).
Motion carried. (Petition No. 161).
Reports of Standing Committees.
Report of Finance Committee by Alderman IIotrard -- regarding updating the
school crossing lights -- Finance Committee recommended proceeding with the
Main and Vine Street lights at the present time.
Alderman Spencer reported that the Street and Alley Committee recommended
applying rock to East Myrtle Street from Thirteenth to Fifteenth. Avenue.
Reports of Special Committees.
Easement Committee Chairman, Alderman Sepich, announced that all easements
for Division 11 had been signed and wished to publicly acknowledge the people
who have granted these easements for the betterment of the City. Mayor Woods
thanked Alderman Sepich and his committee for all the work they had accomplished.
He also stated that approximately 10,000 feet of storm sewers are involved in the
present projects.
Mr. Ossie Langfelder, resident Engineer of the Crawford, Murphy & Tilly Engineering
Firm, gave a progress report on the street improvements under construction;
sidewalk has been laid near the Junior High School; tunneling under the railroad
and street -- 24 hour work -- for the sewer in the vicinity of the sewer plant;
Fast Chestnut Street in poor shape at present but with a freeze can complete a
great deal of work this week; rock to be placed on driveways on Korth side of
East Chestnut Street this week; material ready for West Vine Street and as soon
as there is a freeze, work can start on the piling on bridge.
Communications to Council.
Municipal Association of Central Region Christmas party to be held Dec. 4, 1968,
Elks Club, Macomb, announced. Reservations to be in Macomb before Nov. 25.
Mayor Woods announced he was attending a meeting in DesPlaines on Nov. 20 re-
garding ambulance service.
Old business.
Alderman Ellis moves that the Council proceed with the changing of school
signal light on Plain and Vine Street. I'lotion seconded by Alderman Farr. Roll
call vote. AYE: Aldermen Danner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner,
Sepich, Jacobs, Svob, Farr, Howard, and Rusnak; NAY: Tlone.
Reports of complaints regarding street assessments on streets that have not yet
been started to improve made by Alderman Spencer. City Treasurer, Carl Hi113
explained that these streets involved are in the East Chestnut Street improve-
ment and the state law requests this procedure - payment is due with the Court
issued warrant for collection and interest starts with the issuance of -the first
voucher for iDayment.

New business.
Ordinance authorizing the advertising for bids on Divisions 11 and 12 sewer
project. Alderman Jacobs moves, Alderman Sepich and Ellis seconds motion to
suspend the rules. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr,
Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, and
Danner. NAY- None. Motion by Alderman Sepich, seconded by Alderman Jacobs
to place this Ordinance on its passage. Roll call vote. AYE: Aldermen
Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell,
Spencer, Yerbic, and Danner. NAY: None. This being Ordinance No. 261.
Lease with the Canton Motorcycle Club for five years, rental fee $25.00 per
year. :Notion by Alderman Jacobs, seconded by Alderman Sepich that this lease
be referred to the Lake Development Committee for study. Voice vote. Carried.
Motion by Alderman Ellis, seconded by Alderman Yerbic to adjourn. Carried by
voice vote. Canton City Council adjourns at 6:10 P. M.
