Canton City Council held a regular meeting on Nov. 12, 1968 in the City
Council Chamber. Mayor Woods called the meeting to order at 5:30 P. M.
Present for roll call: Aldermen Rusnak, Ho:rard, Farr, Svob, Jacobs, Sepich,
Long, Ellis, Kroe113 Spencer, Yerbic, Danner, and George. Absent: Alderman
Skinner.
Pledge of Allegiance was followed by Prayer by Alderman Danner.
Motion by Alderman Kroell, seconded by Alderman Yerbic to dispense with reading
of minutes of previous meeting, accept same and place on file. Voice vote.
Carried.
Bills for October. Motion by Alderman Long, seconded by Alderman Ellis that
all bills properly approved be allowed for payment. Roll call vote. AYE:
Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Sepich, Jacobs,
Svob, Farr, Howard, and Rusnak. NAY: None.
Reports of all officers read. Motion by Alderman Jacobs, seconded by Alder-
man Svob to accept same and place on file. Voice vote. Carried.
Reports of Standing Commmittees.

Alderman Ellis reported that a portion of the traffic survey had been made,
V - that the City would pay the cost and the Government would reimburse City for
its portion. Mr. Bunte from the Crawford,. Roden and Bunte Engineering Firm
explained the work that had been done and that recommendations would be com-
pleted and a report made for the Council in a month or so. Discussion. Alder-
man Ellis moves that the Homer ElectJic Co. and the necessary people be re-
quested to proceed with the change over for school lights on Main and Vine and
Third and Locust Streets in accordance with the state law. Alderman Farr seconds
this motion. Alderman Howard recommended that the work be held up until the
Council knows where the funds are coming from for this project. Alderman Jacobs
recommended that the Finance Committee be consulted.
Meeting of the Finance Committee, 4:00 P. IZ., �4ov. 18, 1968 announced by Alder-
man Howard.
Alderman Spencer reported complaints of an between Eighth and Ninth Avenue
and stated that two families were in attendance to plead the case. Complaints
that a trailer, fence, dog pen, garbage cans, etc. were placed in the alley.
Alderman George stated that the alley had not been in use for thirty years and
that the City does not open an alley unless nedded for public access. Alderman
Long moves, Alderman Spencer seconds motion to refer this matter to the City
,Attorney and Police and Legal Committees for study. Carried by voice vote.
Motion by Alderman Farr, Chm. of Police and Legal Committee that the City Clerk
be authorized to advertise for bids for two police cars, tent-lease, bids to be
received until 5:00 P. M., Dec. 3 and opened at the Council meeting. (specifi-
cations in City Clerk's office) . Alderman Sepich seconds this motion. Roll
call vote. AYE: Aldermen Rusnak, Howard, Darr, Svob, Jacobs, Sepich, Long,
Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: None.
Alderman Jacobs announced a meeting of the Lake Development Committee and Water
Plant Superintendent, Orval Kuhn, immediately following the Council meeting.
Special committee reports.
Easement Committee Chairman, Alderman Sepich, reported that seventeen of the
nineteen easements have been obtained and the others should be completed by the
next Council meeting. Alderman Howard stated that the Easement Committee should
have a vote of thanks.
Mayor Woods announced that a representative from HUD would attend the next
Council meeting.
Old Business.
Communications to Council
Department of Public Health approval of change in plans for water main improve-
ments on East Oak Street. Same to be filed.

Canton Park District letter in regard to easement for the proposed extension
of North .Four th Avenue and stating that a si.l:-foot fence would cost $3306.00.
Motion by Alderman Sepich, seconded by Alderman Kroell to refer this matter to
the Finance Committee, street and Alley .Corwiittee, City Engineer and the Board
of Local Improvements. Carried by voice vote.
Civil Defense announcement of National Civil Defense Program read. To be filed.
New business.
Mr. Langfelter, resident engineer for Crawford, Murphy & Tilly EnginQering Firm,
gave a progress report: Walnut Street sewer - should have main trunk line com-
pleted this week; E. Chestnut Street progressing nicely; E. Ash Street very slow
(payment to be withheld until more work completed); W. Vine Street, original
stone unacceptable.
Bond with the Transamerica insurance Co., X51,000.00, approved by the Finance
Eommittee, for Dorothy Sawyer, Traffic Clerk in the Police Department presented..
Alterman Howard moves, Alderman Farr seconds motion that same be accepted and
placed on file. Carried by voice vote.
Second estimate for !�Tormoyle-Berg & Associates on project 9A and 9B in the
Amount of $40,464.45 presented. Alderman Sepich moves, Alderman Long seconds
motion that this estimate be allowed for payment. Roll call vote. AYE: Alder-
men George, Danner, Yerbic, Kroell, Ellis, Long, Sepich, Jacobs, Svob, Farr,
Howard, and Rusnak. NAY: None.
Meeting of the Street and Alley Committee, Monday, Nov. 18, 1968, 4:00 P. lei.
announced by Alderman Spencer.
Request by Alderman Jacobs that -the Sewer and Water Committee and. City Eng-
ineer meet with the citizens of Fulton Place regarding a sewer that has caused
trouble.
Motion by Alderman Jacobs, seconded by Alderman Yerbic to adjourn. Voice vote.
Carried. Canton City Council adjourns at 6:45 P. M.
