Sept. 32 1968
Canton City Council held a regular meeting on Sept. 32 1968 in the City
Council Chamber. Mayor Woods called the meeting to order at 5:30 P. M.
Present for roll call: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich,
Skinner, Long, Ellis, Kroell, Yerbic, Danner, and George. Absent: Alder-
man Spencer.
Pledge of Allegiance was followed by Prayer by Alderman Danner.
Minutes of previous meeting. Alderman Kroell moves, Alderman Yerbic seconds
motion to dispense with reading,, accept same and place on file. This was
carried by voice vote.
Bills for August. Alderman Long moves, Alderman Jacobs seconds motion that
all bills properly approved be allowed for payment. Roll call vote. AYES
Aldermen George, Danner, Yerbic, Kroell, Ellis, Long, Skinner, Sepich, Jacobs,
Svob, Farr, Howard, and Rusnak. NAY: None.
Reports of -all officers read. Motion by Alderman Jacobs and seconded by Alder-
man Svob to accept same and plane on file was carried by voice vote.
Standing Committees.
Civil Defense Lease with Dr. M. K. Hauber. Alderman Danner reported that a
clarification of the lease had been incorporated in a new lease -- that
either party could terminate the lease with a sixty-day notice; also that
the rent be increased to $53.00 per month to pay for the water used by the
Civil Defense Department. Alderman Danner moves, Alderman Yerbic seconds
motion that the Mayor and City Clerk be instructed to enter into this Agree-
ment. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs,
Sepich, Skinner, Long, Ellis, Kroell, Yerbic, Danner, and George. NAY: None,
Traffic Survey Agreement. Alderman Howard reported that the majority of the
Traffic Committee members voted to accept this Agreement. Alderman Howard
then moves, Alderman Ellis seconds motion to instruct the Mayor and City
Clerk to enter into the Agreement with Crawford, Roden, and Bunte for Traffic
Engineering services. Alderman Ellis explained the reason for the City's
obligation to comply with the laws on traffic as outlined in the Traffic Control
Manual. Alderman George reported he was opposed to paying the engineer's
fee of $18.00 per hour for services. Roll call vote. AYE: Aldermen Danner,
Yerbic, Kribell, Ellis, Long, Skinner, Sepich, Farr, Howard, and Rusnak. NAY:
Aldermen George, Jacobs, and Svob. (10 AYES and 3 NAYS) . Motion carried
Mayor Woods commented on the number of accidents on Pine Street and Avenue C.
Alderman Ellis requested the Police Department to give special attention to ;
that area and better control of speedeSS. Aldermen Sepich and Farr stated a
stop sign, rather than a Yield-right-of-way sign was needed on that corner.
Special committees.
Mayor Woods recommended the appointments oft Larry Howarter, Mrs. Dorothy
Sawyer, and Samuel Reed as Auxilliary Police and Mr. Dan Simmons as Project
Director. Alderman Howard moves, Alderman Farr seconds motion to accept the
recommendation of these appointments. Carried by voice vote.
Communications to Council.
Trailer Courts. Letter from the Department of Public Health regarding the
reinspection of the City's Trailer Courts and listing nine violations that
were found -- also the answer from Health Officer Paul Nebergall to that
Department. Alderman Long moves, Alderman Kroell seconds motion to place
the letter on file. Carried by voice vote.
Municipal Association of Central Region quarterly meeting to be held in the
Elk's Club on Sept. 11, 1968, 7:00 P. M. Mr. Steve Sargent to be the
speaker. Mayor Woods urged all Councilmen and Department heads" to attend this
meeting.
Letter from the Bureau of Local Roads and Streets regarding the State 's inten-
tion of borrowing funds from the Motor Fuel Tax Fund -- same to repaid in
full by June 1, 1970. Letter to be filed.

Letter from the Sanitary Water Board in answer to Mayor Woods ' inquiry
about strip mining in the vicinity and what effect it will have on the
water shed and quality of water. Alderman Ellis recommended that the
matter be referred to the City Attorney for study and bring back recommenda-
tions to the next Council meeting. Alderman Sepich seconds this motion.
Carried by voice vote.
Old business.
Second reading of the Fair Housing Ordinance. Alderman Howard moves, Alder-
man Long seconds motion that the Ordinance be read by Title only. Roll call
vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner,
Long, Ellis, Kroell, Yerbic, Danner, and George. NAY: None. Title read.
Alderman Sepich moves, Alderman Yerbic seconds motion to place the Ordinance
on its passage. Roll call vote. AYE: Aldermen George, Danner, Yerbic,
Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak.
NAY: None. This being Ordinance No. 258.
Second reading of Dog Ordinance. Alderman Howard moves, Alderman Farr seconds
motion that same be read by Title only. Roll call vote. AYE: Aldermen Rus-
nak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Yerbic,
Danner, and George. NAY: None. Title read. Alderman Howard moves, Alder-
man Danner seconds motion to place the Ordinance on its passage. Alderman
Farr stated the Police and Legal Committee had spent a great deal of time on
preparation of this Ordinance and would like to see it passed on a trial basis
at least. Roll call vote on the motion. AYE: Aldermen George, Danner, Yer-
bic, Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and
Rusnak. NAY: None. This being Ordinance No. 259.
Alderman Jacobs moves, Alderman George seconds motion that the Police and
Legal Committee and Ordinance Committee draft an Ordinance relative to cats.
Voice vote. AYE: Carried.
Fire and Police Commission announced the appointment of David Lee Gilpin as
Policeman to replace David McIntire who has resigned, this appointment
effective Sept. 5, 1968.
Resolution and contract with the Urban Programming Corporation of America
for preparation of general neighborhood renewal plan presented to the
Council. Alderman Jacobs moves, Alderman Svob seconds motion to ask for
consultation with Scruggs and Hammond Engineers for their opinion on this
matter before authorizing the signing of same. Carried by voice vote.
Bids on boat and motor. Alderman Jacobs moves, Alderman Long seconds
motion that the City Clerk be authorized to open bids. Carried, voice vote.
Bids openids Gary Montgomery $$100.003 Kenneth Lindzey $152.00, Harry
Jenkins $180.25. Alderman Jacobs moves, Alderman Ellis seconds motion to
refer the bids to the Lake Development Committee for acceptance or rejection.
Carried by voice vote.
Motion by Alderman Jacobs, seconded by Alderman Yerbic to adjourn. Voice
vote. Carried. Canton City Council adjourns at 6:24 P. M.
