Mayor Woods called the meeting to order at 5:30 P. M. Present for roll call: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. Absent: Alderman Skinner. Pledge of allegiance was followed by invocation by Alderman Danner. Alderman Kroell moves, Alderman Yerbic seconds motion that the minutes of July 2, and July 16, 1968 be accepted and placed on file. Carried by voice vote. Bills for July presented. Alderman Long moves, Alderman Jacobs seconds motion that all bills properly approved be allowed for payment. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Sepich, Jacobs, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: None. Reports of Officers read. Alderman Long moves, Alderman Ellis seconds motion to accept same and place on file. Carried by voice vote. Standing committees. Alderman Ellis reported that the Traffic Committee recommended continuing renting the Wherley Parking Lot for the present since a portion of the Shell Oil Co. lot will be removed. He reported a meeting of the Traffic Committee and Street and Alley Committee at 4:00 P. M. Aug. 7, 1968. Fair Housing Ordinance ready to be distributed to the Alderman for review reported by Alderman Kroell. Police and Legal Committee and Ordinance Committee to meet Thursday Aug. 8, 4:00 P. M. announced by Alderman Farr, and also to meet with him immediately following the Council meeting. Special Committee reports. Appointment of Human Relations Committee by Mayor Woods: Charles Budnik, Chm., Jack Rawson, Rev. John C. Anderson, James Van Sickle, and Robert George. Alder- man Sepich moves, Alderman Long seconds motion to confirm the appointments. Voice vote. Carried. July 1, 1969, the International Harvester Co. will celebrate its fiftieth anni- versary of business in Canton. Mayor Woods recommends that the City, Association of Commerce and Industry and the various organizations in the City pay homage and respect to that firm. He named committee to work on the project: Richard Birkey, Co-Chm., Tom Jones, Co•Chm., Leo Binder, Coordinator. Public relations: Robert Fordyce from the Canton Daily Ledger, Charles E. Wright from W. B. Y. S. Radio Station, Don Hopper from the Peoria Journal Star, all members of the City Council, Executive Board of Association of Commerce and Industry and members, Present Unions in $he I. H. C., Retirees from I. H. C. : John Warren, Boyd Pickett and Rolland Taylor, Alderman Sepich moves, Alderman Spencer seconds motion to confirm the appointments. Voice vote. Carried. Communications to Council. Thank you note from the family of Father George Schramm for flowers at time of his death. Thank you note from the Canton Federated Business and Professional Women's Club for permission to hold the ice cream social in Jones Park on July 12, 1968. Request from Huston Gateley, Church of Christ, to hold a tent meeting in Canton the third or fourth week in August. Alderman Danner moves to refer this request to the Ministerial Association and Building and Grounds Committee and report back to the Council. Motion seconded by Alderman George. Voice vote. Carried. Canton Friendship Festival letter regarding the festival to be held Sept. 10-14, 1968. Alderman Howard moves, Alderman Sepich seconds motion to continue with the luncheon as the City has in the past. Mayor Woods stated that the same cam- mittee in charge of the Municipal League meeting will take care of the arrange- ments. Report of inspection of the T.P.W.RR: Seventh Ave. 0. K.; Fifth Ave. may come under the proposed widening of street program; Fourth Avenue 0. K.; Second Avenue 81 Aug. 6, 1968, Cont. (2) needs some planks replaced by the railroad co.; First Avenue; needsrepairs that the railroad co. can repair; Main St. - to have patching material replaced; Ave. A, 09 K.; . Ave. B needs minor repairs; Ave. D should be cut down to level of top of rails. Priority in accomplishing this work should consist of doing all work on Main St., 1st Ave, Ave. B and D, and then 2nd Ave. Alderman Ellis moves, Alderman Sepich seconds motion to refer same to Street and Alley _Com., Street Supt., City Engineer and report back to next Council meeting. Mayor Woods referred this to Water and Sewer Com, to work with Mr. Miller, Supt, Motor.Fuel Fund Alzdit for 1967 presented. Carried: Letter from Div. of Local and Regional Planning approving procedure of Phase 111 of Z. the Canton Planning Program from HUD - addressed to Scruggs & Hammond. To be filed. Sanitary Water Board approval, of sanitary sewer extension on E. Ash St., between lath Ave. and 16th Ave. with outlet to as existing 10-inch sanitary sewer on 16th Ave. at E. Alderman Jacobs moves, Alderman Yerbic seconds motion to place the Ordinance on its passage. Alderman Howard moves, Alderman Spencer seconds motion to amend the Ordinance : allow two licenses per lake lot, one to be .limited to a 12 H.P. or less motor. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Ellis, Kroell, Spencer, Yerbic, banner, and George. NAY: Alderman Long. (12 AYES, 1 NAY), Alderman Farr moves, Alderman Howard seconds motion to amend the amendment that the Ordinance apply to all boat owners that use Canton Lake. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: Alderman Sepich. (12 AYES, 1 NAY). Ordinance defeated. Lease -- Dr. M. K. Hauber building for use of Civil Defense. Alderman Danner moves, Alderman Ellis seconds motion that if the lease meets with approval of .City Attorney that the Mayor and City Clerk be authorized to sign. After discussion, Alderman Ellis withdraws his second of the motion and Alderman Danner withdraws his motion. C$iti- fication to be inserted re, water bills and time limit for terminating lease by City. Resolution of award of contract for construction of waterworks and sewera#e improve- ments (Div. 9A and 9B) to Normoyle-Berg & Associatas, Rock Island, Ill. Alderman Jacobs moves, Alderman Sepich seconds motion to adopt the Resolution. Roll call vote. Locust St., signed by eight of the nine property owners on that street (one living-in California) . Alderman Jacobs reported that the Planning & Zoning Committee approved the plat. Motion by Alderman Spencer, seconded by Alder- man-Jacobs to accept same. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: None. H U D request for payment on project WS-4-14-0077 (Contract No. H(4020-3041) Div. 9A and 9B in the amount of $2500.00- Motion by Alderman Howard, seconded by Alderman Yerbic that this request for payment of inspection be allowed. Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAYS None. First estimate for Wiegand & Storrer, Inc. for sanitary sewers and watermains on East Locust St., East Ash St. and Oak St. in the amount of $34,749.50 presented. Motion by Alderman Long that this estimate be allowed for payment. Alderman Kroell seconds the motion. Roll call vote. First reading of an Ordinance -- no parking on either side of North Main St* from the center line of Locust St. to a point 350 feet south. Motion by Alderman Ellis to suspend the rules -- seconded by Alderman Jacobs. Roll call votes AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Sepich, Jacobs, Svob,� Farr, Howard, and Rusnak. NAY: None. Alderman Ellis moves, Alderman Jacob,% seconds motion to place this Ordinance on its passage. Roll call vote. First reading of an Ordinance -- no ,parking on either side of North Main St. from Birch St. south to Locust St., on Locust Street from Main Street to Linn Street. Motion by Alderman Ellis to suspend the rules. Alderman Spencer seconds this motion. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. Carried. Motion by Alderman Jacobs, seconded by Alderman Ellis to place the Ordinance on its passage. Roll call vote. Ordinance No. 257. j Mayor Woods reported that the City of Canton should make application for an addi- tional 120 apartment hi-rise for the City and an additional law income project. Alderman Ellis moves, Alderman Howard seconds motion to make application for 120 apartment hi-rise and 80 low income units. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Bids on Lake Canton boat and"motor. Alderman Jacobs moves, Alderman Long seconds motion that the City Clerk be instructed to open the bids. Carried by voice vote. Bids opened: Steve Sepich $100.002 Wm. H. McCamey and James Thompson $202.00. Alderman Long moves, Alderman Yerbic seconds motion that these bids be referred to the Lake Development Committee to take whatever action decided. Carried-by voice vote. Meeting of the Lake Development Committee to be held immediately following the Council meeting. Bids for Civil Defense School Bus. Motion by Alderman Spencer, seconded by ,klderman Danner to instruct the City Clerk to open the bids. Carried by voice vote. Bids opened: Leslie E. Steadman, Bryant $100.00, Ed Sale, Canton $76.00. Motion by Alderman Danner, seconded by Alderman Howard to accept the high- bid for the bus. Roll call vote.
