Canton City Uouncil held a regular meeting April 2, 1968 in the Uity Council
Chamber, Mayor Woods called the meeting to order at 5:30 P. M. Present for
roll call: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Long, Kroell,
Spencer, Yerbic, Danner, and George. Absent: Aldermen Skinner and Ellis.
Pledge of Allegiance was followed by Prayer by Alderman Danner,
Alderman Kroell moves, Alderman-Jacobs seconds motion that the minutes of the
previous meeting be accepted and placed on file. Carried by voice vote.
Alderman Long moves, Alderman Yerbic seconds motion that all bills properly
approved be allowed for payment. Roll call vote. AYE: Aldermen George, Danner,
Yerbic, Spencer, Kroell, Long, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak.
NAY: None.
-Officers reports for the month of March read. Alderman Long moves, Alderman
Spencer seconds motion that same be accepted and placed on file. Voice vote.
Carried.
Reports of standing committees.
Alderman Long moves, Alderman Kroell seconds motion that the Mayor and City
Clerk be instructed to enter into a contract with the H. E. Miller Autobody Co.
-for purchase of a 1967 truck for $1695.00 Roll call vote. AYE: Aldermen
Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Long, Kroell, Spencer, Yerbic,
Danner, and George. NAY: None. Carried, Agreement No, 142,
Alderman Spencer announced that "Clean-up-Canton-Week" would be Apr. 29 - May 3,
Alderman Svob stated that the Police and Legal Committee had met concerning the
dog ordinance but not enough present for a quorum -- recommended that the Mayor,
City Attorney and Chief of Police and Ordinance '-'ommittee meet and report back
to the Council.
Alderman Spencer inquired from City Attorney McMunn regarding street improvements
was told that the contracts should be ready by the Middle of June proving all goes
well.
Special committee reports.
Mayor Woods announced that the Garbage Disposal and Street Superintendent will
meet with the land fill attendant.
Communications.
Request -- the on West Beech Street by Mrs. Thelma Terrell -- referred to
the Water and Sewer, City Engineer and Street Superintendent for investigation
and report back to the Council.
Request from the A. A. U. W. to hold a book fair May 4 (raindate May 11) on the
North Side of Square or in the park. Alderman Yerbic moves, Alderman Danner
seconds motion that the request be granted, preferably using the area near the
band stand. Carried by voice vote.
Letter from the Public HealtlOfficer Nebergall requesting that the Council take
action to rid the hospital premises of debris which is rat infested. City Council
to back the Health Officer and Fire Chief in this matter. Contractors to be
notified to clean up the premises.
Letter of recommendations from the Sanitary Water Board. Superintendent Chester
Miller explained the procedures of the sewerage plant.

First reading of an Ordinance pertaining to peddlers. To lay over.
First reading of Ordinance pertaining to alcoholic liquor for minors. Alderman
Howard moves, Alderman Kroell seconds motion to suspend the rules. Roll call
vote. AYEs Aldermen George, Danner, Yerbic, Spencer, Kroell, Long, Sepich,
Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None. Carried. Alderman Sepich
moves, Alderman Spencer seconds motion to place the Ordinance on its passage.

Discussion. Alderman Jacobs inquired about a husband taking his under-age
wife into a place where alcoholic beterages are sold. Roll call vote on the
motion. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Long, Kroell,
Spencer, Yerbic, Danner, and George. NAY: None. This being Ordinance No. 243.
-!first reading of an Ordinance pertaining to No-parking on N. Ave. A. Laid over.
First reading of Municipal Service Tax Ordinance, Alderman Jacobs moves, Alderman
Farr seconds motion to suspend rules. Roll call vote. AYE: Aldermen George,
Danner, Yerbic, Spencer, Kroell, Long, Sepich, Jacobs, Svob, Farr, Howard, and
Rusnak. NAY: None. Carried. Alderman Jacobs moves, Alderman Long seconds
motion to place the Ordinance on its passage. Roll call vote. AYE: Aldermen
Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Long, Kroell, Spencer, Yerbic, Danner,
and George. NAY: None. Carried. This being Ordinance No. 244.
First reading of Salary Ordinance. .After discussion, Council recessed at 6:35 P.M.
to clarify the wording in the Ordinance. Reconvened at 6:46 P. M. Mayor Woods
recommended that the Ordinance be returned to the Ordinance Committee to be re-
drafted.
Agreement with George P. Bolling. Alderman Yerbic moves, Alderman Danner seconds
motion that the Mayor and City Clerk be instructed to enter into this AgreemIrA.
Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Long,
Sepich, Jacobs, Svob, Tarr, Howard, and Rusnak. NAY: None. Agreement No, 143.
Alderman Danner inquired about strip miming in the vicinity of Canton -- what it
will do tb the tax rate, will it hamper growth of the City, and what effect on the
water supply. Alderman Danner moves to instruct the City Attorney to draft an
Ordinance to zone area applicable to keep strip mines from using the area near
Canton and to contact the Bureau of Mines regarding the water supply. Mayor Woods
stated that Scruggs and Hammond Consulting Engineers could be contacted regarding
the comprehensive planning. City Attorney explained the legal procedures concerning
protection of the city's water supply. Alderman Danner withdrew his motion. Mayor
Woods recommended that he, the City Attorney and City Engineer would contact
Scruggs and Hammond for proper procedures to take.
City Attorney McMunn stated that since the Supreme Court had made new rulings
regarding the processing of police tickets that he and a policeman have to appear
on certain Fridays for hearings on cases -- no continuance of the case if the
Attorney and policeman do not appear. Mr. McMunn requested that he have an Attorney
represent the City when he might be unable to attend the meeting, there would be no
financial obligation to the City. Alderman Long moves, Alderman Svob seconds motion
that the City Attorney be reassured that any time he needs assistance that he feel
free to secure same. Carried by voice vote.
Bids -- Oil and Chips. Alderman, Spencer moves, Alderman Farr seconds motion that
the City Clerk be authorized to open bids. Carried, voice vote. One bid received:
Pschirrer Coal and Asphalt Co., total for oiling and chipping $17,855.00. Alderman
Long moves, Alderman Sepich seconds motion to refer the bid to the Street and Alley Com.
and report back to the next meeting. Carried by voice vote.
Bids -- One ton truck. Alderman Sepich moves, Alderman Long seconds motion that the
City Clerk be authorized to open bids. Carried voice vote. One bid received: H.E.
Miller Autobody - amount of $3062.00. Alderman Danner moves, Alderman Spencer seconds
motion to refer the bid to the Water and Sewer Committee for study and report to the
next Council meeting. Carried by voice vote.
Bids -- Storm sewer. Alderman Long moves, Alderman Farr seconds motion that the
City Clerk be authorized to open bids. One bid received: Wiegand & Storrer:
$20,420-140. Alderman Spencer Jacobs seconds
motion to refer the

next meeting. Carried by voice vote.
Alderman Jacobs moves, Alderman Yerbic seconds motion to adjourn. Voice vote. AYE:
