Canton City Council held a regular meeting on Dec. $; 1967 in the City
Council Chamber. Mayor Woods called for roll call at 5:30 P. M. Present:
Aldermen Rusnak, Howard, Farr, Jacobs, Sepich, Skinner, Long, Ellis, Kroell,
Spencer, Yerbic, Danner, and George. Arriving at 5:43 P. M. Alderman Svob.
Absent: None.
Pledge of Allegiance was followed by Prayer by Alderman Danner.
Alderman Kroell moves, Alderman Skinner seconds motion that the minutes of
the previous meeting be accepted and placed on file. Carried by voice vote.
Petition requesting vacating portion of an alley in Old Town Addition (Albert
and Louise C. Scott). Alderman Jacobs moves, Alderman Sepich seconds motion
to refer this Pe tition to the Aldermen of that Ward, the Street Superintendent,
and the City Engineer to see if they think this request is feasible and report
to the City"Council if an Ordinance should be drafted. Carried by voice vote.
Petition No. 152.
Bills for November read: Discussion about the bill for Walter Sebo, Attorney
in the amount of $2,656.85. Mr. McMunn, City Attorney explained that this
payment should come from the special fund allocated for Planning and Zoning
expenses. Alderman Svob arrives in Council Chamber at 5:43 P. M. Alderman
Skinner moves, Alderman Long seconds motion that all bills properly approved
be allowed for payment. Roll call vote. AYE: Aldermen George, Danner, Yer-
bic, Spencer, Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard,
and Rusnak. NAY: None.
Reports of all officers read. Alderman Kroell moves, Alderman Ellis seconds
motion that same be accepted and placed on file. Carried by voice vote.
Standing committee reports.
Alderman Ellis reported that the parking lot on Majn and Locust Street was now
available for use and that stalls are being allocated.
Microfilm rolls will be available in January and Alderman Ellis will obtain
them as soon as possible.
Recommendation from Crawford, Bunte and Roden, Traffic Engineers, that the
Yield Right of way sign be replaced by stop signs at Seventh Avenue and Myrtle
Street.
Alderman Farr reported that C. I. P. S. Co. has installed 48 new lights in the
west end of the City and more gill soon be installed.
Report that the R. E. Common Co. had withdrawn their quotation regarding the
motor vehicle for the Police Department. - Alderman Svob moves that the Council
rescind the action taken about this vehicle; motion seconded by Alderman
Jacobs, Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs,
Sepich, Skinner, Fong, Ellis, Kroell, Spencer, Yerbic, Danner, and George.
NAY: None. Carried,
Alderman Svob moves, Alderman Farr•seconds motion to accept the bid of Leon
Short & Sons, Keokuk, Iowa; $1,907.00 and that the Mayor and City Clerk enter
into an agreement for the purchase of same. Roll call vote. 'AYEs Aldermen
Aldermen George, Danner, Yerbic, Spencer, Kroell, E11s, Long, Skinner, Sepich,
Jacobs, •Svob, Farr, and Rusnak. NAY: Alderman Howard. (13 AYES and 1 NAY).
Carried.
Mayor Woods reported that contractors Ordinance-was not being fully carried
out and recommended that the City Clerk be authorized to notify delinquent
firms. Alderman Howard moves, Alderman Sepich seconds motion to instruct the
City Clerk to notify outside contractors and that the City Attorney be author-
ized to take action on delinquent contractors. Carried by voice vote.
The Mayor reported that the firm of Wiegand and Storrer had a bid prepared but
did not present same (bid on storm"water sewer on North Main Street), because
all easements have not been signed.

Vacancy on the Citizens Advisory Council -- Charles Marroon appointed by
the Mayor. Alderman Howard moves, Alderman Farr seconds motion that the
recommendation be approved. Carried by voice vote.
Alderman Jacobs recommended that the Ordinance Committee and City Attorney
check on the outside contractors license fees and make recommendation if
raises should be made.

Communications to the Council.
Letter of appreciation from the A.C.I. regarding progress to repair the old
Pfister building or see that same is removed.
Thank you note from the Floyd Hammond family for flowers sent at time of his
death.
Letter from the U.S. Bureau of the Census, stating the cost of taking a census
at this time and the work involved. Alderman Howard moves,' Alderman Rusnak
seconds motion that this work not be done at this time. Carried by voice vote.

to same has been transferred to the Appellate Court
to be filed. -
Agreement'with the Am. LaFrance'Co. for inspection and repair work on fire
equipment. Alderman Long moves, 'Alderman'Spencer seconds motion to dispense
with this service. Carried by voice vote.
Application`f or permit to the Division of Waterways to install a bridge on West
Vine Street. Alderman Yerbic moves, I Alderman Svob seconds motion that the
Mayor and City Clerk apply for this permit. Carried by voice vote.
Resolution for street improvement on West Vine Street. Alderman Farr moves,
Alderman Svob seconds motion to adopt this Resolution. Roll call vote. AYE:
Aldermen Rusnak, Howard, Farr, Svob, Jacobs; Sepich, Skinner, Long, Ellis,
Kroell, Spencer, Yerbic, Danner, and George. NAY: None. Carried. No. 464.
Resolution'for street improvement on E. Chestnut St-3 (14th Av. to Bradley
corner), E. Elm St. from 12th Ave. to 13th Ave., North Eighth Ave., from Elm
St. to Chestnut St..0 and South Seventh Avenue from Pine St. to Elm St, Alder-
man Spencer moves, Alderman Yerbic seconds motion to adopt this Resolution.
Roll call vote. AYE: Aldermen Danner, Yerbic, Spencer, Kroe113 Ellis Long,
Skinner, Sepich, Jacobs, Svob, Farr, Howard, 'and Rusnak. NAY: Alderman
George. (13 AYES and 1 NAY), Resolution No. 465.
Application for license to handle dogs in the City of Canton -- as provided
by law passed Aug. 13, 1965, $10.00 per year for license. Alderman Ellis
moves, Alderman Yerbic seconds motion to apply for this lieense. Roll call
vote. AYE Aldermen Rusnak, Howard, Farr$ Svobj Jacobs, Sepich, Skinner,
Long, Ellis, 'Kroell, Spencer, Yerbic, Danner, and George. NAY: None. Carried.

pend the rules, Alderman Yerbic'seconds same. Roll call vote. AYE: Aldermen

Svob, Farr, Howard, and Rusnak. NAY: . None. Carried. Alderman Jacobs moves,
Alderman Danner seconds motion to amed the Ordinance - paragraph "d" to read

Ordinance removing stop signs, Oak Street and Third Avenue, Alderman Ellis
moves, Alderman Yerbic seconds motion to suspend rules. Roll call vote. AYE:
Aldermen Rusnak, Howard, Farr, Svob; Jacobs, Skinner, Long, Ellis, Kroell,
Spencer, Yerbic, 'Danner, and George. NAY: Alderman Sepich. (13 AYES and
1 NAY), Carried, Alderman Ellis moves to amend the Ordinance "remove stop
signs Southwest and Northeast corners of Third Avenue and Oak St, making Oak
Street a through street; seconded by Alderman Jacobs. Roll call vote. AYE:
Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Jacobs,
Svob, Farr, and Rusnak. NAY: Aldermen Sepich and Howard (12 AYES and 2 NAYS)
Carried. 'Alderman Ellis moves and Alderman Skinner seconds motion to place the
Ordinance, as amended, on its passage. Roll call vote. AYE: Aldermen Rusnak,

being Ordinance No, 237,
Alderman George stated that an unsightly property in the 400 block on North
Seventh Avenue should be investigated and see if the junk cars in the yard and
on the street could be removed. Alderman George moves, Alderman Danner seconds
motion to refer this matter to the Chief of Police and City Attorney to take
action and report to the Council. Carried by voice vote.

�^ Alderman George inquired if the sewer tax could not be abated for the next
=� year - discussion followed. Alderman Long stated that the water and sewer
department was changing bookkeeping system and two trucks were needed and
c that abatement was not feasible at this time.
Alderman Jacobs moves, Alderman Yerbic seconds motion to adjourn. Carried by
.voice vote. Canton City Council adjourns at 6:47 P. M.
