Nov. 7, 1967
Canton City Council held a regular meeting Nov. 7, 1967 in the City Council
Chamber. Mayor Woods called the meeting to order at 7;02 P. M. Present for
roll call: Aldermen Rusnak�'Ho ard, Farr, Svob, Jacobs, Sepich, Long, Ellis,
Kroell, Spencer, 'Yerbic, Danner. Alderman George arrives at 7:25 P. M. Absent:
Alderman Skinner.
Motion by Alderman Kroell that the minutes of the previous meeting be accepted
and placed on file, seconded by Alderman Long. Carried by voice vote.
Petition requesting vacating an alley north from East Ash Street and Exchange
Dourt. Alderman Dnner moves, Alderman Yerbic seconds motion to grant the Petition
and an Ordinance be drafted. Carried by voice vote. Petition No. 151.
Alderman Long moves, Alderman Kroell seconds motion that all bills properly approved
by the committees be allowed for payment. Roll call vote. AYE: Aldermen Danner,
Yerbic, Spencer, Kroell, Ellis, Long, Sepich, Jacobs, Svob, Farr, Howard, and
Rusnak. NAY: None. Carried.
Reports of all officers read. Alderman Jacobs moves, Alderman Yerbic seconds mo-
tion that same be accepted end placed on file. Carried by voice vote.
Standing committees.
Traffic Committee Chairman, Alderman Ellis reported that a request to change the
Yield Right of Way signs at Seventh Avenue and Myrtle Street was not recommended
by the Traffic Engineer --' that one of the streets should be a through street.
Request for stop sign at Seventh Avenue and Grant Place not recommended by the
Traffic Engineer at this time as there was not enough traffic at that location.
Alderman Ellis reported that the old Shell Oil Station should be converted to a
parking lot - suggested meters on the south side and either block off or rent
parking stalls on the north side. Approximate cost of blacktopping the portion
for meters and driveway would be $15 96.00, concrete'logs $7.00 each installed
and meters at the old price. Alderman Howard moves, Alderman Danner seconds mo-
tion that the city prepare this lot for parking. Roll call vote. AYE: Aldermen
Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Long, Ellis, Kroell, Spencer, Yerbic,
and Danner. NAY: None. Carried.
City scales have not been repaired -- a meeting set with a representative of the
company and work to be doneon a bid basis reported by Alderman Long.
Alderman Svob reported that Mr. Riley was not doing tire business on the street
or sidewalk and showed Alderman Svob the new building where the work will be
carried out. Mr. Riley thanked the Council for patience with his problem. Alder-
man Svob reported that meters should be installed at several placeS. in the City.
Alderman George arrives at 7:25 P. M.
New parking meter vehicle for the Police Department could be purchased, $13907.00
and is available for immediate delivery from the Common Equipment Co., Peoria. A
motion by Alderman Svob to enter into an agreement for this motorcycle was with-
drawn. Alderman Svob moves, Alderman Yerbic seconds motion that the City Clerk
be authorized to advertise for bids to be received by 5:00'P. M. on Nov. 21 in the
City Clerk's office and opened at the meeting on that date. Carried by voice vote.
Street Light Committee Chairman, Alderman Farr reported that supplies for the new
lights are ready for installation and Mr. Birkey stated that most of the lamps
would be installed this year (approximately 350 lamps) .
City Treasurer's report on the status of the status of the City's finances was
called to attention by Alderman Howard.
Motion by Alderman Ellis, seconded by Alderman Farr to install parking meters
wherever possible -- to secure additional revenue. Carried by voice vote.
Report by Mayor Woods that a stop light, Main and Ash Sts. and one at First Ave.
and Elm St, had been damaged, also a hydrant at Avenue A and Tamarack Street.
Bill for repairs sent to insurance companies. He recommended that the Police
and Legal Committee and Chief of Police investagate so that damages are paid
wither by insurance or the individual. Alderman Howard moves and Alderman Long
seconds motion that the Council support action on means of collection of damages
to property. Carried by voice vote.

The Mayor reported that since so many students are living in the City a special
Federal Census would bring in additional revenue (motor fuel tax provided approx-
imately $6.29 per capita revenue). Alderman Ellis moves, Alderman Jacobs seconds
motion that the Council take the necessary steps to request a new Federal Census
be taken. Carried by voice vote.
Special committees.
Alderman Farr, member of the Fulton County Safety Council moves that the City of
Canton appropriate $50.00 for 1968 to carry on the work of safety in Fulton Co.
Alderman Sepich seconds this motion. Roll call vote. AYE: Aldermen George,
Danner, Yerbic, Spencer, Kroell, Ellis, Long, Sepich, Jacobs, Svob, Farr, Howard,
and Rusnak. NAY: None.
Communications.
Canton Community College Prisident, Hearl C. Bishop, thanked the City Council for
their confidence in the Area Class 1 Junior College. Letter to be filed.
Approval of Arterial Streets -- Ash St. (14th to 16th Ave) and Sixteenth Ave.
(Ash to Chestnut St.) by the Division of Highways read. To be filed.
1fJ Appointment of Kenneth Kington'as regular Policeman by the Board of Fire and
Police Commissioners read. Mr. Kington to take Police training course of 160 hours.
Alderman Howard moves and Alderman Svob seconds motion to instruct the Chief of
Police and the Police and Legal Committee to urge as many as possible to obtain
the Police Training offered by the state. Voice vote - carried.
Request from the Phi-Kappa-Sigma Fraternity to sell chances for means to hold a
Christmas party for Crippled Children Center in Peoria. Alderman Jacobs moves
and Alderman Sepich seconds motion that the -request be returned and that a new
request be made under a different heading. Carried by voice vote.
Miss St. Clair, Canton Daily Ledger, introduced by Mayor Woods.
New business.
Bond with the Transamerica Insurance Co., $1,000.00, approved by the Finance
Committee for Thomas Gibbons, Assistant City Engineer. Alderman Howard moves,
Alderman Yerbic seconds motion to accept same and place on file. Carried by
voice vote.
Final estimate, Wiegand. and Storrer, (11th Ave. and Ash St. Storm Sewer) $260.00
read. Alderman. Long moves, Alderman Yerbic seconds motion that same be allowed.
Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich,
Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: None.
Estimate No. 3, Caldwell Engineering Co., Canton Waterworks improvement Clarifier,
approved by Crawford, Murphy & Tilly Engineering Firm for payment of $38,171.66.
Alderman Long moves, Alderman Jacobs seconds motion that this estimate be allowed.
Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis,
Long, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY; None.
Mr. Robert Schants, Illinois Bell Telephone Co. requested permission for that
company to install buried cable and also empty conduit in the east portion of
the city -- starting at the A & P Tea Co., east through Liberty Place to
Eleventh Avenue and south to Chestnut Street and east to Sixteenth Avenue. Mr.
Wolfe, Construction Engineer, from that company stated the work would try to be
done this winter, weather permitting. Outside contractors doing the work would
be under the supervision of Illinois Bell Telephone Company to see that all re-
pair work was properly performed to the satisfaction of the City Council. Alder-
man Yerbic moves, Alderman Danner seconds motion that this request be granted.
Discussion regarding the repairs being made as soon as the five-inch lines were
laid. Mr. Wolfe stated the contractors liked to have about five driveways under
repair work - because of mixing the concrete. Roll call vote on the motion. AYE:
Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Long, Ellis, Kroell, Spencer,
Yerbic, Danner, and George. NAY: None.
Representative from the Isaac Swan School regarding the need for approximately
635 feet sidewalk (5 ft.) costing about $4800,00. Alderman Howard moves, Alderman
Spencer seconds motion to refer this matter to the special sidewalk committee.
Carried by voice vote.

Investigation to be made regarding the stop sign on Seventh Nov
and7Grantt. (3)
Place.
First reading of an Ordinance pertaining to salary increase -- laid over.
First reading of an Ordinance pertaining to regular meetings of the Council.
Alderman Yerbic moves, Alderman Long seconds motion that the Ordinance be
read by Title only. Voice vote. Carried. Title read. Ordinance to lay over.
Ordinance pertaining to establishing boundary of residential district regarding
liquor licenses. To lay over.
Regarding the matter of extension of roadway on North Fourth Avenue, City Engineer
to contact the owners of properties for dedications and to be brought to the City
Council at the next meeting.
Alderman Jacobs moves, Alderman Spencer seconds motion'to adjourn. Carried by
voice vote. Canton City Council adjourns at 8;23 P. M.
