Sept. 19, 1967
Canton City Council held a regular meeting on Sept. 19, 1967 in the City
Council Chamber. Mayor Woods called the meeting to order at 7:00 P. M.
Present for roll call: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich,
Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Tanner, and George. Absent;None.
Pledge of allegiance was followed by Prayer by Alderman Danner.
Motion by Alderman Kroell, seconded by Alderman Yerbic that -the minutes of the
previous meeting be accepted as presented and placed on file. Carried by voice
vote.
Petition containing fifty-three signatures protesting the issuance of a liquor
license to the operator of place of business to be established on the Southwest
corner of Locust Street and Avenue C. Alderman Howard moves, Alderman Long
seconds motion to refer this Petition to the Liquor Commission for study.
Carried by voice vote. - Petition No. 118.
Petition containing seventy-five signatures requesting the acceptance of the
recommendation of the Planning and Zoning Commission for the rezoning of a part
of Lot No. 14, French's Addition for the purpose of conducting a restaurant -
operation. Motion by Alderman Long, seconded by Alderman Kroell to accept same
hfJ and place on file. Carried by voice vote. Petition No. 149.
Petition with twenty-three signatures requesting that a stop sign be placed on
the corner of Seventh Avenue and Aiyrtle Street L-i place of the Yield Right of
Way signs. Alderman Ellis moves that the usual procedure be taken and that it
be referred to the Traffic Committee for study. Alderman George seconds this
motion. Carried by voice vote. Petition 11o. 150.
Mayor Woods called for reports of standing committees.
Request by Alderman Danner for a meeting of the Claims-Committee immediately
following the Council meeting.
Special Committee reports.
Communications to the Council.
Increase in dues for membership in the THunicipal Association of Central lRegion
from $5.00 per year to 410.00 annually reported. Alderman Howard moves, Alder-
man Ellis seconds motion that the City continue membership in this organization.
Carried by voice vote. -
Thank you letter from the Macomb Mayor Russell Good regarding the Friendship
Festival Parade and Luncheon. To be filed.
Old business.
Inquiry - sidewalk on East Chestnut St. between First and Second Avenue. No report.
Alderman Long repported that the new fire true; was enroute and should arrive irk.
Peoria on Tuesday, Sept. 26.
New business.
Resolution designating Arterial Streets - Ash Street from Eleventh Avenue to
Sixteenth Avenue and Sixteenth Avenue from Ash Street to Chestnut Street.
Alderman Skinner moves, Alderman Howard seconds motion to adopt this Resolution.
Alderman George moves, Alderman Long seconds motion to amend the Resolution by
adding Fourteenth Avenue from Ash Street to Chestnut Street. Roll call_ vote on
the Amendment. AYE: Aldermen George, Dan,.er, Yerbic, Spencer, Kroell, Ellis,
Long, Skinner, Sepich, Jacobs, Svob>, Farr, T mzyard, and Rusnak. NAY: alone. Roll
call vote on the motion, as amended. AYE: Aldermen Rusnak, Howard, Farr, Svob,
Jacobs, Sepich, Skinner, Long, Ellis, Kroell_, Spencer, Yerbic, Danner, and
George. NAY: None. Resolution No. 162.
First reading of an Ordinance for stop signs at Sixth Avenue and Hickory Street.
Alderman Ellis moves, Alderman Farr seconds motion that the Or dinance should be
amended to include the recommendations by the Traffic Committee. Carried by
voice vote. Ordinance to include recommendation.

First reading of an Ordinance creating position of Guardian at Lake Canton,
,,100.00 per month salary. Alderman Jacobs moves, Alderman Svob seconds motion
to suspend the rules. Roll call vote. AYE: Aldermen George, Danner, Yerbic,
Spencer, Kroell., Ellis, Long, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and
Rusnak. NAY: None. Alderman Jacobs moves, Alderman Danner seconds motion to
place the Ordinance on its passage. Roll call vote. AYE: Rusnak, Howard, Farr,
Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and
George. NAY: None. This being Ordinance IIo. 227.
Mayor Woods announced the appointment of Hr. Delbert Freeman as Guardian of Lake
Canton. Alderman Jacobs moves, Alderman Svob seconds motion that the appointment
be confirmed. I-toll call vote. AYE;: Aldermen George, Danner, Yerbic, Spencer,
Kroell, Ellis, Long, Skinner, Sepich, Jacobs, Svob, Darr, Howard, and Rusnak. NAY:
?one. Appointment confirmed.
Announcement of the Municipal Convention to be held Sept. 23-26 in the Leland
Motel, Springfield.
Municipal Association of Central Region quarterly meeting to be held in Ilacorab
Ilec. 12, dutch treat dinner at 7:00 P. M.
Mayor Woods reported on the meeting of the 11- nicipal Association of Central
Region held in Astoria on Sept. 13 with Mr. Steve Sargent speaking about the
recent laws passed: traffic laws, registration required for all city voters;
publishing notice of regular meetings in newspapers annually.
First reading of an Ordinance rezoning a part of Lot lt� in French's Addition
from an R-2 to a B-2 (General Business District) . Alderman Howard moves, Alder-
man Long and Yerbic seconds the motion to suspend the rules. Roll call vote.
AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Skinner, Long, Ellis, Kroell,
Spencer, Yerbic, and Danner. NAY: Aldermen So-pith and George. (12 AY'),S and
2 NAYS) . Motion carried. Alderman Howard moves, Alderman Long seconds motion
to place this Ordinance on its passage. Discussion period allowed for Mr.
Chester Clau.don, Attorney for Mr. Carrara and for Mr. Walter Sebo, Attorney
representing the residents in the neighborhood opposing the proposed Ordinance.
Cit'r Attorney Lavirence McMunn reported that a new Ordinance should be drafted
regulating the residential area and fire district. General discussion. Alder-
man George moves to table, seconded by Alderman Sepich. Discussion whetter

"table" meant the motion or the Ordinance. Ila-,Tor Floods ruled the motionnout of
order. Alderman George inquired from the City= Attorney if the motion was out
of order and was told that he could move for an appeal. Alderman George then
moves for an Appeal. Roll call vote. AYE: Aldermen George, Danner, Sepich, and
Jacobs. NAY: Aldermen Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Svob, Farr,
H oward, and Rusnak. (4 AYES and 10 ?.IAYS). Rolf call vote on the motion. AYE:
Aldermen Rusnak, Howard, Farr, Svob, Skinner, Long, Ellis, Kroell, Spencer, and
Yerb_�c. MAY: Aldermen Jacobs, Sepich, Danner, and George. (10 AYES and 4 1.P;YS) .
Motion carried. This being Ordinance No. 223.
Alderman Spencer moves that East Locust Street be opened as a street from Eleventh
to Fourteenth Avenue and that water and sewer be installed (this would open about
twenty-five lots). Alderman Yerbic seconds this motion. Roll call vote. AYE:
Aldermen George, Danner, Yerbic, Spencer, Kroell, EJ_lis, Long, Skinner, Sepich,
Jacobs, Svob, Farr, Howard, and Rusnak. NAY: llone. Carried.
Alderman George inquired about the street :improvements in the City and hour the
street.9 were chosen for improvements -- stating some streets in his Seventh
Ward had been filed with the Board of Local Improvements prior to some being
considered at this time. Mayor Woods reported that funds had been allocated for
Chestnut Street and„ Vine Street about ten years ago. Discussion. Alderman
George then moves, Alderman Danner seconds motion that the Board of Local Improve-
ments take action on the improvements of East Ash Street, including curb, gutter
and sidewalk on one or both sides of the street from Eleventh Avenue to Fourteenth
Avenue. Aldengan Ellis moves, Alderman Howard seconds motion to table the motion.
More discussion and Alderman Skinner moves to adjourn. Alderman Howard seconds
this motion. Roll call_ vote to adjourn. AYE: Aldermen Rusnak, Howard, 'Farr,
Svob, Jacobs, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, and Danner. NAY:
Aldermen Sepich and George. (12 AYES and 2 IAAYS) . Carried. Canton City Council
adjourns at 9:05 P. M.
