June 6, 1967
Canton City Council held a regular meeting on June 6, 1967 in the City Council
Chamber. Mayor Woods called the meeting to order at 7:01 P. M.Present for roll call:
Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Ellis, Kroell, Spencer,
Yerbic, Danner, and George. Absent: Alderman Long.
Pledge of Allegiance was followed by Invocation by Alderman`Danner.
Alderman Kroell moves and Alderman Yerbic seconds motion that the minutes of previous
meeting be accepted as presented and placed on file. Approved by voice vote.
Bills for May were presented. Motion by Alderman Kroell, seconds by Alderman Yerbic
that all bills properly approved be allowed for payment. Roll call vote. AYE: Alder-
men George, Danner, Yerbic, Spencer, Kroell, Ellis, Skinner, Sepich, Jacobs, Svob,
Farr, Howard; and Rusnak. NAY: None. Carried.
Petition requesting vacating upper portion of Martin Avenue. Motion by Alderman
Jacobs, seconded by Alderman Spencer that Petition be granted. Roll call vote. AYE:
Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Ellis, Kroell, Spencer,
Yerbic, Danner, and George. NAY: None. This being Petition No. 143.
Reports of officers read. Alderman Yerbic moves, Alderman Danner seconds motion to
accept same and place on file. Carried by voice vote.
Mayor Woods called for reports of standing committees.

Street and Alley Committee report regarding oil and chips: Alderman Spencer moves,
Alderman Farr seconds same that the Mayor and City Clerk be authorized to enter into
a contract with the Pschirrer Coal and Asphalt Co. for oil and chips (white rock on
permanent streets) . Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer,
Kroell, Ellis, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None.
Motion by Alderman Spencer, seconded by Alderman Yerbic to instruct the City Clerk to
return the bid check fo unsuccessful bidder. Carried by voice vote.
Alderman Svob reported that Ed Sales had been Civil Defense Director for five years
and had never received any renumeration for work, spending approximately one-half of
his work week on Civil 'Defense work. Alderman Svob moves, Alderman George seconds
that the City Attorney draft an Ordinance allowing $75.00 per month salary -- Federal
Government to match this amount. Carried by voic e vote. It was reported that the
Canton College will give a training course for Civil Defense. Alderman Howard moves,
Alderman Farr seconds motion that Police and Legal and Civil Defense Committees work
with the college to secure this training. Carried by voice vote.
Lake Development Committee Chairman, Alderman Jacobs, reported the building on the
beach would soon be completed, as soon as work on the road was completed, sand on
the beach, and the life guards appointed, the beach would be ready.
Mayor Woods announced the meeting of the Municipal Assoc. of Central Region June 14,
7:30 P. M. Wallace Park, Canton as hosts. Second part of mlinois Sings" to be
shown and the election of officers.
Alderman Howard moves that the Mayor and City Clerk enter into a contract with the
Prudential Insurance for employees insurance, Alderman Ellis seconds this motion.
Roll call vote. AYE: Aldermen Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner,
Ellis, Kroell, Spencer, Yerbic, Danner, and George. NAY: None. Carried.
Mayor Woods called for reports of special committees.
Mr. Harold White reported that Canton Am. Legion would be hosts to the Region 5
Baseball Tournement, Aug. 1967, presenting a courtesy brochure and asked if the
City of Canton would buy one page '($150.00) for the city officials. Alderman Yerbic
makes motion, Alderman George seconds same that the City purchase one page in this
program booklet. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer,
Kroell, Ellis, Skinner, Sepich, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None.
Mayor Woods complimented the Am. Legiori for sponsoring this event and gave special
thanks to Jack Burns and William McCamey for their advance work.
Meeting to be held June $, 1:30 P. M., Holiday Inn, Quincy regarding the proposed
toll roads. Motion by Alderman Howard, seconded by Alderman Ellis that Mayor Woods,
the City Engineer,- and Street Superintendent attend this meeting, that loss of
salaries and expenses incurred be allowed. Roll call vote. AYE: Aldermen Rusnak,
Howard, Farr, Svob, Jacobs, Sepich, Skinner, Ellis, Kroell, Spencer, Yerbic, Danner,
and George. NAY: None.

Letter from Sec. of State regarding delay in mailing car license number books.
Aldermen Ellis said a resolution commending the Mayor's efforts to obtain this in-
formation should be adopted, also suggested placing the subject on the agenda for the
Municipal League Convention.
Report from Sanitary Water Board re. the application for Federal grant for Wallace Park
interceptor sewer project. Motion by Alderman Howard, seconded by Alderman Farr that
the Mayor and City'Attorney be authorized to meet the committee in Chicago. Roll call
vote. AYE: Aldermen George, Danner, Yerbic, Spencer,Kroell,Ellis,Skinner,Sepich,
Jacobs, Svob, Farr, Howard, and Rusnak. NAY: None.
Appointments by the Board of hire and Police Commissioners: Richard McKone and John
Reffett as temporary firemen during vacation period.
Resignation of F.Stewart Reed from Canton Planning and Zoning Commission.Mayor Woods
appointed Mr. William McCloskey to fill unexpired term (1969) . Alderman Jacobs moves,
Alderman Svob seconds motion that appointment be confirmed. Carried by voice vote.
Letters of thanks from families of S. E. Gustine and Fred Hand for courtesies shown.

Mayor Woods appointed life guards for the season: Terri Garretts, Darren Britz, Susan
Williams, and Brenda McMullen. Alderman Jacobs moves, Alderman Svob seconds motion
that the appointments be confirmed. Carried by voice vote.
Resolution, Workable Program presented (effective July 1, 1967). Alderman Spencer moves,
Alderman Yerbic seconds motion to adopt same. Carried by voice vote. Resolution No-456.
First reading of Ordinance zoning classification approximately 7 acres on E. Oak St.
from an R-2 to an R-4 (Multiple residential district) . Alderman Howard moves, Alderman
Jacobs seconds motion to suspend rules. Roll call vote. AYE: Aldermen Rusnak, Howard,
Farr, Svob, Jacobs, Sepich, Skinner, Ellis, Kroell, Spencer, Yerbic, Danner, and George.
NAY: None. Alderman Jacobs moves, Alderman Spencer seconds motion to place the Ordinance
on its passage. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer, Kroell,

that same be read by Title only, Alderman Ellis seconds same. Carried by Voice vote.

First reading of Ordinance -- Central Illinois Public Service Co. for street light-
ing contract for ten years. Alderman Farr reported this would save the City $3500.00
per year to enter into this contract. Alderman Farr moves, Alderman Svob seconds
motion to suspend the rules. Roll call vote. AYE:' Aldermen Rusnak, Howard, Farr,
Svob, Jacobs, Sepich, Skinner, Ellis, Kroell, Spencer, Yerbic, Danner, and George.
NAY: None. Alderman Farr moves, Alderman Spencer seconds motion to place this Ordi-
nance on its passage. Roll call vote. AYE: Aldermen George, Danner, Yerbic, Spencer,
Kroell, Ellis, Skinner, Jacobs, Svob, Farr, Howard, and Rusnak. NAY: Alderman Sepich.

Appropriation Ordinance next on agenda. Alderman Howard moves, Alderman Ellis seconds
motion that Ordinance be read by Title only at this meeting. Roll call vote. AYE:

Yerbic, Danner, and George. NAY: None. Title read.
Motion by Alderman Farr that if railroad companies do not repair crossings soon, the
Mayor and City Attorney file complaints with Illinois Commerce Commission. Alderman
Spencer seconds motion. Carried by voice vote.
Bids for storage garage. Motion by Alderman Rusnak, seconded by Alderman Svob to in-
struct City Clerk to open bids. Carried by voice vote. One bid received and read --
Midwest Builders, Inc. Alderman Rusnak requested: a meeting of the Building and Grounds,
Street and Alley, Garage Disposal and Finance Committees, Wed. eve.
Motion by Alderman Jacobs, seconded by Alderman Yerbic to adjourn. Voice vote. AYE:
carried. Canton City Council adjourns at 8119 P. M.
