May 21 1967
First meeting of the Canton City Council for the fiscal year was held on
May 2, 1967 in the City Council Chamber. Mayor Woods called the meeting to order
at 8:05 P. M. Present for roil call: Aldermen Rusnak, Howard, Farr, Svob,
Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic, Danner, and George.
Absent: None.
Pledge of Allegiaxace was followed by Invocation by Alderman Danner.
Mayor Woods announced the-Municipal League Convention to be held in $pringfield
on Sept. 30, Oct. 11 2, 32 Leland Hotel. He stated that he was Sgt. at Arms
and the Board of Directors met quarterly for a business meeting and asked if
the Council wished him to remain an officer.
Alderman Howard moves, Alderman Jacobs seconds motion that the Council authorize
the Mayor to attend these meetings, expenses paid. Roll- call vote. AYE: Alder-
men George; Danner, Yerbic, Spencer, Kroell, Ellis, Long, Skinner, Sepich, Jacobs,
Snob, Farr, Howard, and Rusnak. NAY: None. Carried.
Mayor Woods announced that the City of Canton officials would be hosts to the
June meeting of the Municipal Association of Central Region, appoin&Alderman
George, Chm., Rusnak, Spencer, Jacobs, Kroell, and Yerbic to serve on this
committee.

Mayor Woods announced that the following were his committee appointments:
FINANCE: Aldermen Howard, Spencer, Kroell, Jacobs, Hllis, George, Rusnak,
Danner, Farr, and Long.
POLICE AND LEGAL: Aldermen George, Spencer, Yerbic, Svob, Sepich, Ellis.
WATER & SEWER: Aldermen Long, Kroell, co-chairman, Spencer, Farr, Howard,
Yerbic, Danner, Sepich, 'Jacobs.
STREET & ALLEY: Aldermen Spencer-Farr, Kroell, Long, Howard, Yerbic, Rusnak.

Alderman song moves, Alderman Kroell seconds motion that the committee appoint-
ments be accepted as read. Alderman George asked to decline the chairmanship
of the' Police and Legal Committee. Roll call on the motion. AYE: Aldermen
Rusnak, Howard, Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis; Kroell, Spencer,
Yerbic, and Danner. NAY: Alderman- George. (13 AYES and l NAY). Alderman
George then moves and Alderman Long seconds motion that the Council accept his
resignation as Chairman- of the Police and Legal Committee. Roll call vote: AYE:
Aldermen George, Danner, Yerbic, Spencer, Kroell, Ellis, Long, Sepich, and Jacobs.
NAY: Aldermen Skinner, Svob, Farr, Howard, and Rusnak. (9 AYES and 5 NAYS).
Carried. Alderman Farr to hold over as Chairman of that committee until a new
Chairman is appointed.

Alderman Jacobs moves that the appointments be accepted as presented, Alder-
man Danner seconds motion. Roll call vote. AYE:, Aldermen Rusnak; Howard,
Farr, Svob, Jacobs, Sepich, Skinner, Long, Ellis, Kroell, Spencer, Yerbic,
Danner, and George. NAY: None. Carried.
Mayor Woods read his proposed accomplishments: Better marked streets; con-
clusion of our present street lighting program; start Street imprmrment program
which shall include widening of Main, Fifth Ave. and Locust St., and outlying
districts, East Chestnut, West Vine, West Walnut, bridges across Big Creek and
N. E. Side Street program; start our urban renewal in the Southeast District of
the City; complete the planning and construction of public housing for elderly
and low-income families; continued improvement of working conditions and fringe
benefits for City Employees; West Walnut sewer job completed; opening streets to
new schools, opening 4th Ave. from Myrtle Street north, extending East Ash and
Bast Myrtle and possible new street from Chestnut to Ash on east side of town;
Completion of Comprehensive Plan for the City; rounding of street corners, such
as 1st Ave. and Walnut, 3rd Ave. and Chestnut, and others so that busses and
trucks can better negotiate the corners; sidewalk on North Main Street and side-
walks at new schools; completion of Fire Station on east side; work with mer-
chants for redevelopment and remodeling of downtown business area, more parking;

work towards more space for factory development and expansion; expanded effort
for additional industrial space; work for more traffic lighting; coordinate
our efforts in cooperation with State and Federal governments for throughway
from Chicago through Peoria, Canton, Macomb and Quincy to Kansas City; more
storage space in vicinity of garage area; remodel Council chambers, also new
lighting fixtures dawnstairs; establish a Traffic Department; coordinate with
State in training program for fire and policemen; complete parking lot on Main
and Locust Streets; completion of black topping program in cemetary; further
development at Lake Canton; new accelator it Water Plant to increase capacity
-- of water supply; increase capacity of waste pumps at lift station; fluoridation
of water supply for benefit of younger generation; file cabinets for engineering
department; ary other projects that may come up, requiring our attention.
Alderman Howard stated that George Hocker had be en employed to audit the City's
books. `
Meeting of the Water and Sewer Committee immediately following the Council
meeting announced by Alderman Long.
Alderman Kroell thanked the Mayor for being named as Chairman of New Industries
and asked for help from all of the Aldermen.
Alderman Jacobs moves to adjourn, Alderman Svob seconds same. Voice vote. AYE:
Unanimous. Canton City Council adjourns at 8:28 P. M.
