Mayor Woods called th6 meeting to order at 7:02 P. M. Present for roll call: Alder- men Howard, Rusnak, Svob, Farr, Whitehead, Jacobs, Long, Skinner, Kroell., Ellis, Yerbic, Spencer, George, and Danner. Absent: None. Pledge of Allegiance was followed by Prayer by Alderman Danner. Alderman Kroell moves, Alderman Yerbic seconds motion to accept the minutes of the previous meeting and place on file. Voice vote. AYE: Unanimous. Petition by members of Fire Department requesting $2,000.00 increase in salary, i n- crease in clothing allowance and vacation time; also paid hospital insurance. Same to be filed. Petition No. 137. Petition from Maurine Taff Shepley, Executor of the will of Neta M. Taff-requesting _penalties, interest and costs other than advertising costs accrueing after the maturity days of paving bonds be waived; Alderman Svob moves, Alderman Farr seco nds motion to grant the prayer of the petitioner. Roll call vote. AYE: Unanimous. #138. Bills for the previous month presented. Alderman Long moves, Alderman Jacobs seconds motion that all bills properly approved by the various- committees be allowed for payment. Roll call vote. AYE: Unanimous. Reports of officers read. Alderman Long moves, Alderman Kroell seconds motion that the reports be accepted and placed on file. Voice vote. AYE: Unanimous.- - Mayor Woods called for reports of standing committees. Alderman Ellis reported on meeting of the Traffic Committee -- a taxi firm had requested an additional parking stall but same not granted at this time; a study should be made as to feasibility of permitting taxi stalls in prime meter locations; parked cars interferred with snow removal -- perhaps cars should be prohibited from overnight parking on streets or, at least moved prior to storm; curbing to be replaced in same downtown areas and parking meters installed; property owners should receive permission to remove a certain amount of curbing; also reports of some business establishments conducting business in the streets. Two bills from Crawford, Bunte and Roden, Inc. $273.20 and $98.00, also partial payment on installation of signal light on Main & Ash Streets by Homer Electric Co., $5,000.00 were presented by Alderman Ellis. These bills had been received too late to be included with regular bills. Alderman Ellis moves that these bills be allowed for payment. Alderman Jacobs seconds motion. Roll call vote. AYE: Unanimous. Alderman George reported on the snow removal during the past two weeks and recom- mended that the Traffic Committee and Street and Alley Committee meet to work on an Ordinance for future snow removal. Compliments on snow removal by Charles Wright from the radio station were reporte d by Alderman Kroell, Mayor Woods called for reports of special committees. Mayor Woods called for communications to the Council. Letter from City Attorney McMunn regarding the purchase of the Shell Oil Co. property to be used as parking lot. Purphase of same now complete and title and abstract received. Mayor Woods reported on the Planning and Zoning meeting held Feb. 6, stating there were 203 building permits issued at an estimated cost of $5,814.154.00 for 1966 -- the largest in many years. Codes Ordinance up for discussion. Alderman Kroell moves, Alderman Danner seconds motion that the City Clerk be instructed to advertise that references to the Basic Building Code, National Plumbing Code, National Electrical Code, BOCA Housing Cod e and Fire Prevention Code are on file in the City Clerk's office for inspection - Ordinance to be enforced after the publication and thirty days have been allowed fo r inspection. (2) Request from the Odd Fellows and Rebekah Lodges to hold a tag day March 24 and 25th. Alderman Long moves, Alderman Farr seconds motion that the request be granted. Voice vote. AYE: Unanimous. Resolution, superseding one dated Aug. 16, 1960 for engineering services for Crawford, Murphy & Tilly Engineering Firm for work on the West Vine Street improve- ment, in the amount of $6,271.15 for Motor Fuel Tax Funds, Alderman Farr moves to adopt this Resolution, Alderman Svob seconds same. Roll call vote. AYE: Unanimous. Resolution No. 441. Resolution for "Prior Service Credit" for Chester A, Miller, employed by the City of Canton from May 1, 1934 to Apr. 30, 1942 (8 years) for Illinois Municipal Retirement Fund credit presented. Alderman Howard moves, Alderman Long seconds motion to adopt this Resolution. Roll call vote. AYE: Unanimous. Resolution No. 442. First reading of an Ordinance "No Parking" West Pine and West Walnut Streets. Alder- man Ellis moves, Alderman Jacobs seconds motion to suspend the rules. Roll call vote. AYE:' Aldermen Danner, George, Spencer, Yerbic, Ellis, Kroell, Skinner, Long, Jacobs, Farr, Svob, Rusnak, and Howard. NAY: Alderman Whitehead. (13 AYES and 1 NAY). Motion carried. Alderman Jacobs moves and Alderman Ellis seconds motion to place the Ordinance on its passage. Roll-call vote. AYE: Aldermen Howard, Rusnak, Svob, Farr, *: Jacobs, Long, Kroell, Ellis, Yerbic, Spencer, George, and Danner. NAY: Aldermen :l Whitehead and Skinner. (12 AYES and 2 NAYS). After discussion, Alderman Howard moves to rescind the action taken on the Ordinance, Alderman Spencer seconds the motion. Roll call vote. AYE: Aldermen -Spencer, Yerbic, Ellis, Skinner, Whitehead, and Howard. NAY: Aldermen Danner, George, Kroell, L ng, Jacobs, Farr, Svob, and Rusnak. (6 AYES and 8 NAYS). This being Ordinance No. 19Q, First reading of an Ordinance for annexation of land at the Bradley corner. Alderman Spencer moves, Alderman George seconds motion to suspend the. rules. Roll call vote. AYE: Unanimous. Alderman Spencer moves, Alderman Yerbic seconds motion to place the Ordinance on its passage. Roll call vote. AYE: Unanimous.. This Ord. No. 197. Second estimate for work by the -Wiegand & Storrer Firm for sanitary sewer to new Junior High School, am-ount due at this time $1,897.50. Alderman Long moves, Alder- man Yerbic seconds motion that this bill be allowed. Roll call vote. AYE:Unani.mous. Second estimate for work by the -Wiegand and Storrer Firm for storm sewer work on Ash Street and Eleventh Avenue project, amount due at this time $8,431.75. Alderman Long moves' Alderman Yerbi-a seconds motion to allow this claim. Roll call vote. AYE: Unanimous. - Invitation from the Association of Commerce and Industry to attend a meeting of the urban development committee 2:00 P. M. Feb. 13. Easement for roadway to Orion Township just east of Lake Canton read. Alderman Jacobs moves, Alderman Rusnak seconds motion that the Mayor -and City Clerk be in- structed to enter into this agreement. Roll call vote. AYE: Unanimous. Alderman Jacobs urged all Councilmen to attend the meeting to be held in Lewistown on Feb. 9 regarding the Junior College. Alderman Svob stated there was a vacant lot in the second ward with several dead elms and recommended a stronger ordinance to enforce keeping vacant lots clean.
