Sept. 6, 1966
Canton City Council held a regular meeting on Sept. 6, -1966 in the City
Council Chamber. Mayor Woods called the meeting to order at 7:00 P. M.
Present for roll call; Aldermen Howard, Rusnak, Svob, Farr, Whitehead,
Jacobs, Long, Skinner, Kroell, Ellis, Yerbic, Spencer, George, and Danner.
Absent: None.
Pledge of Allegiance was followed by Prayer by Alderman Danner.
Mayor Woods extended greetings to the Boy Scout 'Troop No. 104, guests of the
City Council, informing them they were welcome to attend any Council meeting.
Alderman Kroell moves and Alderman Yerbic seconds -motion to dispense with read-
ing of minutes of previous meeting, accept same and place on file. Voice vote.
AYE: Unanimous.
Petition with sixteen signatures requesting the closing of an alley running
'east and west from North Eighth Avenue to North Ninth Avenue. Alderman Long
moves and Alderman Jacobs seconds motion to refer this Petition to the Street
and Alley committee for study and report to the Council. Voice vote. AYE:
C Unanimous. (Petition No. 127. Alderman Howard then moves and Alderman Long
seconds motion that if the Street and Alley Committee decide -the alley should
be vacated, an Ordinance should be drafted to present to the next Council
meeting. Voice vote. AYE: Unanimous.
Petition with eighteen property owner signatures requesting annexation of
property South side of East Beech Street to the City of Canton. (two property
owners had not signed this Petition) . Alderman Yerbic moves and Alderman Svob
seconds motion that since the entire property owners had not signed the Petition
requesting annexation that the interested parties should refer their request to
the Court. Voice vote, AYE: Unanimous. Petition No. 128.
Bills for August were read. Alderman Long moves that all bills that have been
approved by the proper committees be allowed for payment. Alderman Rusnak seconds
this motion. Roll call vote. AYE: Unanimous.
:Reports of officers read. Alderman Jacobs moves, Alderman Yerbic seconds motion
to accept same and place on file. Voice vote. AYE: Unanimous. -
Alderman Howard requested that property owners who have not yet joined on the new
sewer lines laid recently be sent letters requesting them to do so.
Mayor Woods called for reports of standing committees.
Alderman Farr, Chairman of Police and Legal Committee, stated the old radar had
been repaired and a new ohe purchased and speeding can then be detected.
Mayor Woods called for reports of special committees. He then reminded the
Council of the meeting of the HUD to be held on Sept. 7 and urged all interested
persons to attend.
Communications to the Council.
Order from the Zoning Board of Appeals, dated Aug. 30, 1966, denying the request
to use the Daniel J. and Estella Vahle property, 1050 N. Main St., for the use of
a carry-out fried chicken business. Alderman Skinner moves and Alderman Yerbic
seconds motion to accept this Order and that it be made a part of the City's
records. Roll call vote. AYE: Unanimous.
Old businss.
Alderman Farr reported that he had talked to the Mayor of Bushnell who reported
that Francis Crosier of Canton had been employed to repair the curbing that had
been damaged while the Bushnell gas-line was being installed.
New business.
Letter from Crawford, Bunte, Roden, Inc. and also a copy of a letter from J.E.
Harland, District Engineer, Division of Highways, regarding the installation of
traffic control signals. Alderman Howard moves that this project be referred to
the Traffic Committee for study and reo_ ort to the City Council as soon as possible.
Meeting of the Traffic Committee to be held immediately following the Council
meeting.

First reading of an Ordinance for annexation of two tracts of land -- for
Canton School District No. 66 and for residential. Alderman Howard moves and
Alderman Long seconds motion to suspend the rules. Roll call vote. AYE: Unanimous.
Alderman Howard moves and Alderman Long seconds motion to place this Ordinance on
its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 185.
First reading of an Ordinance establishing the position of Assistant City Engineer,
beginning salary 46,240.00 per year. Alderman George moves and Alderman Yerbic
seconds motion to suspend the rules. Roll call vote. AYE: Unanimous, Alderman
George moves and Alderman Danner seconds motion to place this Ordinance on its
passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 186.
Mayor Woods appointed Audrey A. Hurst as School patrol guard and William H. Gibbons
as Assistant City Engineer, Alderman Howard moves and Alderman Long seconds motion
that the appointments be confirmed. Roll call vote. AYE: Unanimous.
Alderman Spencer moves that, because of the Illinois Municipal League Convention
held in Chicago in September, the second meeting of the month be held on Sept.27,
Alderman Yerbic seconds this motion. Roll call vote. AYE: Unanimous.
Alderman George stated that the need for new storm sewers in the vicinity of 11th
Ave. and Locust St., Sunview Drive and Ash Streets -- the present old sewers
are half full of gravel and in such shape that it is impossible to rod them. Dis-
cussion of replacing sewers with the City_Engineer who estimated the cost at
approximately $110,000.00. Alderman George moves to refer the matter to the Finance
Committee to see if funds are available and to make a report to the next Council
meeting, Alderman.Howard seconds motion. Voice vote. AYE: Unanimous.
Alderman Ellis stated that many calls are received regarding speeding in the City
and made the request that the individual citizens cooperate with the Police De-
partment by giving the license number of speeders to them. Eleventh Ave. and Myrtle
Street, Sixth Ave, and Oak St., West Walnut Street, and Spruce St. and Ave. A were
spots for most complaints. Alderman Ellis moves that a Resolution of concurrence
by the City Council that the Police be instructed they may use whatever means is
necessary to stop speeding violations -- may use radar or unmarked .cars. Alder-
man Farr seconds this motion. Mr. Longerbeam from the ACI office commended the
Police Department and stated that the Council had his full support. Voice vote.

Bids for new fire truck next on agenda. Alderman bong moves and Alderman Danner seconds motion that the City Clerk be instructed to open bids. Voice vote.
Unanimous. Bids opened: American LaFrance, Schiller Park, Ill. $14,770.00; Am-
erican Fire Apparatus Co. ,. Battle Creek, Mich. $15,290.00; E. D. Glazebrook Fire
Equipment, Peoria (equipment for new fire truck) $5,0l4.10; John Bean Division of
FMC Corp., Lansing, Mich. $15,500.00; Getz Fire Equipment, Peoria (apparatus for
truck) $5,219;15; H. E. Miller Autobody, Canton $7,281.00 (straight cab V190) or
$8,901 .00 (VCO 190 (cab-Over) . Alderman Ellis moves, Alderman Jacobs seconds mo-
tion to refer these bids to the Finance, Water and Sewer Committees for study and
report to the next Council meeting. Voice vote. AYE: Unanimous.
Alderman Howard announced a meeting of the Finance Committee Monday, Sept. 123 1966,
6:00 P. M, in the City Building.
Alderman Jacobs moves, Alderman Yerbic seconds motion to adjourn. Voice vote. AYE:
Unanimous. Canton City Council adjounrs at 8:10 P. M.
Scout Leader thanked the Council for permission for boy scouts to attend the
Council meeting.
