August 16, 1966
Canton City Council held a regular meeting on Aug. 16, 1966 in the City Council
Chamber. Mayor Woods called for roll call at 7:02 P', M. Present: Aldermen Howard,
Rusnak, Svob, -Farr, Whitehead, Jacobs, Long, Skinner, Kroell, Ellis, Yerbic, Spencer,
and George. Absent: Alderman Danner.
Pledge of Allegiance was followed by Prayer by Alderman Long,
Alderman Kroell moves, Alderman Yerbic seconds motion that minutes of previous meet-
ing be accepted as. presented and placed on file. Voice vote. AYE: Unanimous.
Petition from the "Fighters Aids of Fulton County' requesting permission to, hold a
tag day August 27, 1966. Alderman Jacobs moves, Alderman Skinner seconds motion to
grant this request. Voice vote. AYE: Unanimous. This being Petition No, 126,
Mayor Woods called for reports of standing committees.
Street and Alley Committee report _of meeting by Alderman George, Chairman, recommending
that the portion on South Main Street (1000 block) remain open for traffic. Alderman
Howard moves and Alderman Ellis seconds motion that the Council sustain the Committeets
recemendation. Voice vote. AYE: Unanimous.
Mayor Woods announced that the Illinois Municipal League Convention, held in Chicago,
would be at the same time as the Canton Friendship Festival and asked that any of
the Aldermen who would be in the city at that time to contact him.
Mayor Woods called for reports of special committees and then communications.
Letter from Scruggs & Hammond recommending additional work to be done in their
11scope" of Comprehensive`Planning for Canton -- additional cost .$5500.00 ($1833.00
to be paid by City, $611. per year), balance by federal matching. Alderman Howard
moves, Alderman Yerbic seconds motion to adopt the recommendations of Scruggs and
Hammond for this additional service. Roll call vote. AYES: Unanimous.
Resolution, Canton School Dist. No. 66 requesting annexation of new school property
(so. of E. Oak St.) . Alderman Howard moves, Alderman Farr seconds motion that an
Ordinance be drafted for annexation. Voice vote. AYE: Unanimous. This, Resolution 4310
Letter'frbm the Crawf ord, Murphy-.& Tilly Engineering Firm regarding the balance of
$1,000.00 retained on Division 3, Acton Construction Co. until electrical controls
had been completed to satisfaction and an affidavit submitted indicating that all
bills in connection with the project have been paid.- Alderman Long moves and Alder-
man Jacobs seconds motion to allow this final claim: Roll c all vote. AYE: Unanimous.
Mr. Richard Birkey, Supt. of C.I.P.S.Co. requested permission from the City Council
to lay a six-inch gas main along Fifth Avenue from Locust to Myrtle Street. (The
Young Construction Co., Salem, Ill are contractors for this work) . Mr. Birkey
stated the work would begin within a few days and should be completed in about two
weeks -- that the streets and alleys used would be replaced to the satisfaction
of the City, a copy of the Young Co. performance bond to be supplied to the City.
Alderman Howard moves and Alderman Skinner seconds motion to allow the C.I.P.S.Co.
to install gas line after the proper papers have been furnished and approved by our
City Attorney. Roll call vote. AYE: Unanimous.
Alderman Ellis reported that a District representative was to be the speaker at the
Rotary Club on Sept. 7 and it was possible to request him to speak to an informal
group of the'Aldermen -- regarding the Housing and Urban Renewal program. Meeting
set for Sept. 7, 1966, 7:00 P. M. for this speaker; press and radio invited.
May Festival Days -- Alderman Farr reported on a meeting with members of the A.C.I.
requesting the use of the north island and east side of square for rides for the
carnival -- sufficient space to be allowed for fire lanes. Mr. Longerbeam and Mr.
Robert Beckner representing the A.C.T. stated that cooperation would be made regard-
ing fire lanes and that the electrical power lines were now sufficient. Alderman
Yerbic moves and Alderman George seconds motion to grant the A. C. I. permission to
hold May Festival Days. Roll call vote. AYE: Unanimous.
Alderman Yerbic moves and Alderman Jacobs seconds motion to adjourn. Voice vote.
AYE: Unanimous. Canton City Council adjourns at 7:54 P. M.
