HomeMy WebLinkAbout07-19-1966 Council Meeting Minutes 422 July 192 1966 Canton City Council held a regular meeting on July 19, 1966 in the City Council Chamber. Mayor Woods called the meeting to order at 7:00 P. M- Present for roll call: Aldermen Rusnak, Svcb, Farr, Whitehead, Jacobs, Long, Skinner, Kr6e113 Yerbic, George, and Danner. Absent: Aldermen Howard, Ellis, and Spencer. Pledge of Allegiance was followed by Prayer by Alderman Danner, Alderman Kroell moves, Alderman Yerbic seconds motion to accept the minutes of the previous meeting as presented and place on file. Voice vote. AYE: Unanimous. Petition with 38 signatures requesting the return e stop signs on Sixth Avenue and Oa1C Street. Alderman Long moves, Alderman George seconds motion to refer same to Traffic Committee. Voice vote. AYE: Unanimous. Petition No. 123. Petition, Canton Union School District No. 66 and Stuart J. and Hazel Wheeler, requesting annexation to City of Canton. Alderman Danner moves, Alderman Rus- nak seconds motion that the Petition be accepted and anoOrdinance for Affixation be drafted for presentation to next Unanimous. Petition No. 124. Appendix No. 1, (agreement with Scruggs &Hammond, Inc.) for the up-dating of the City of Canton 1956 Comprehensive Plan, map to include the one and one. half mile contiguous territory to City of Canton, total cost of same $302000.00P Federal Aid to assume two-thirds of this cost. Alderman Farr moves and Alder- men Danner seconds motion to approve the Agreement presented by Scruggs & Hammond, Ind., subject to the approval under No; 701 Section for Federal Grants. Roll call vote. AYE: Unanimous. Agreement No. 112, Mayor Woods called for reports of standing committees. Alderman Long reported on the review of bids for repair and painting of old water tower and moves that the contract be awarded to the Watertower Paint & Repair Co., Clear Lake, Iowa (bid price $6,130.00) and that the Mayor and City Clerk be instructed to enter into this contract. Alderman Danner seconds this motion. Roll call vote. AYE: Unanimous. (Agreement No. 113.) Alderman Danner, reporting for Traffic Committee, stated that an Ordinance was being presented regarding the traffic on Ash Street and that a study of traffic situation on West Walnut Street in vicinity of the Graham Hospital was being made. Mayor Woods reports that the Street and Alley Committee, City Engineer and Street Superintendent should make arrangements for sidewalk for new school on North Main Street. The Mayor to set up the meeting date. Mayor Woods called for reports of' special committees: Mayor Woods called for communications to the Council. Letter from the U.S. Dept. of the Interior requesting a detailed report on the number es sewer Street eproject°beforeeanyand furt further FederalbGrant completed Funds are the East Chestnut Str project available. Letter to be placed on file. Letter from the Canton Planning Commission adopting a Resolution that the City Council proceed with the updating of the 1956 Comprehensive Planning Report -- as covered in detail by "Appendix No. i". Letter to be filed. Mayor Woods called for old business. Representative from the City of Bushnell regarding the gas line through the City of Canton and Alderman Farr made a thorough inspection of the work through the City and notes were made of the faulty completion of same (including the poor quality of curbing), a report to be made to the City of Canton in near future what disposition will be made of these claims. Mayor Woods called for new business. Bond with the Transamerica Insurance Co., $1,000.00 properly approved by the Finance Committee, for James M. Woods, Fire Chief presented. Alderman Long moves and Alderman Rusnak seoonds motion to accept same and place on file. Voice vote. AYE: Unanimous. 423 July 19, 1966, Cbnt. (2) First reading of an Ordinance for annexation of four homes -- north of Bradley Corners. Alderman George moves, Alderman Yerbic seconds motion to suspend the rules. Roll call vote. AYE: Unanimous. Alderman George moves, Alderman Danner seconds motion to place this Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 180. First reading of an Ordinance pequesting annexation of lots No. 9 and 10, Block Four in F.A.Cobleights First Addition. Alderman Danner moves, Alderman George seconds motion to suspend the rules. Roll call vote. AYF: Unanimous. Alderman Danner moves and Alderman George seconds motion to place this'Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 181. First reading of an Ordinance creating a Planning Commission for the guidance, direction and control of the growth and development or redevelopment of the City of Canton anc contiguous territory not more than one and one-half miles beyond the corporateX limits. Alderman George moves and Alderman Long seconds motion to suspend the rules. Roll call vote. AYE: Unanimous. Alderman George moves and Alderman Yerbic seconds motion to place this Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 182. First reading of 'tax Levy Ordinance for 1966-1967. Same to lay over. First reading of an Ordinance pertaining to parking on Ash Street. Alderman Skinner moves and Alderman Jacobs seconds motion to suspend the rules. Roll call vote. 'AYE: Unanimous. Alderman Rusnak moves and Alderman Yerbic seconds motion to place this Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No, 183. Discussion of purchase of the Tom Sullivan property on West Locust Street for storage of city equipment and supplies. Alderman Rusnak stated there were 'six lots, approximately 300 by 410 feet, with a sturdy building'40 x 50 feet with adequate storage space, same could be purchased for $16,000.00 Aldermen who had been on the inspection hour, the City Engineer and Street Superintendent were asked for an opinion about this purchase and all were 'in agreement. Alderman Rusnak moves that an agreement be drawn for the purchase of this property owned by Tom Sullivan with a payment of $500.00 down. Alderman Long seconds this motion. Roll call vote. AYE: Unanimous. Request for oil and chips for an alley between Cass and Olive Street was made by Alderman Darr. Discussion regarding the use of oil and chips on alleys -- same not being done except where a business establishment is located on the alley. Alderman Long and Alderman Yerbic asked for permission to be excused from thg Council Chamber at 8:06 P. M. Granted. Unsanitary condition and maltreatment of animals at property on Fifth Avenue and Locust Street was reported by Alderman Danner, and a request that the City Police investigate and clear this matter.
