July 5, 1966
Canton City Council held a regular meeting July 5, 1966 in the City Council
Chamber. Mayor Woods called the meeting to order at 7:03 P. M. Present for
roll call. Aldermen Howard, Rusnak, Farr, Whitehead, Jacobs, Long, Skinner,
Kroell, Ellis, Yerbic, Spencer, George, and Danner. Absent: Alderman Duncan.
Pledge of Allegiance was followed by Prayer by Alderman Danner.
Alderman Kroell moves, Alderman Rusnak seconds motion to dispense with reading of
minutes of previous meeting and place on file. Voice vote. AYE: Unanimous.
Alderman Clyde R. Duncan had moved from Second Ward and had sent in his letter .of
resignation. Alderman Long moves and Alderman Jacobs seconds motion to accept
same and place on file. Voice vote. AYE: Unanimous.
Mayor Woods presented the name of Michael Svob to fill the unexpired term of Alder-
man Clyde R. Duncan. Alderman Farr moves and Alderman Yerbic seconds motion to
lderman for Second Ward for-the unexpired term. Roll
accept the name submitted as A
call vote. AYE: Unanimous. Mayor Woods declared a recess at 7:22 P. M. in order
that Mr. Michael Svob could be sworn in by the City Clerk. Alderman-Boob seated
at 7:21 P. M.
Petition for annexation of five homes (Lingenfelter) Radabaugon that authorization
read. Alderman George moves and Alderman Spencer seconds
for an Ordinance'f or Annexation be drafted. Roll call vote. AYE: Unanimous.

Petition, Whitehead Developers and Stuart J. Wheeler for annexation for lots 9 and 10,
Block Four in F.A.Cobleights First Addition presented. Alderman Danner moves and
Alderman George seconds motion that-an Ordinance be drafted to annex these lots. Roll
call vote. AYE: Unanimous. Petition .I .
Petition for street improvement North Eighth Avenue from Elm to Chestnut Street
read. Alderman Spencer moves and Alderman Yerbic seconds motion that this Petition
be referred to the Board of Local Improvements for study. Voice vote. AYE:
Unanimous. Petition No, 22.
Bills for June read. Alderman Long moves and Alderman Rusnak seconds motion that
all bills properly approved by the various committees be allowed for payment.
Question about the Pschirrer'Coal and Asphalt bill made by Alderman Howard. Roll
call vote to allow all bills. AYE: Unanimous.
Reports of all officers read. Alderman Long moves and Alderman Jacobs seconds mo-
tion that same be accepted and placed on file. Voice vote. AYE: Unanimous.
Mayor Woods called for reports of standing committees.
Traffic committee report. Alderman Ellis" read the report of Traffic Engineer,
George Crawford, and called for a Traffic Committee meeting at 5:00 P. M. on Wed.,
July 6; 1966.
Alderman George moves and Alderman Ellis seconds motion that if the car that has
been blocking the alley between Eighth and Ninth Avenue from Ash to Olive Streets
this week, that the Police Department have same towed away. Voice vote. AYE:
Unanimous.
Mayor TeToods called for reports of special committees.
Mayor Woods called for communications to the Council.
Thank you note from Clifford Waddell for the gift presented at time of his retirement.
Request for Tag-day June 30, 1967 for Seventh Day Adventist Church presented. Alder-
man Howard moves that this request not Council is
motion. Voice

Request from the Association of Commerce and Industry to hold Canton "Sidewalk
Days" on July 13 and 14th. Alderman George moves and Alderman Kroell seconds mo-
tion that the request be granted. Voice vote. AYE: Unanimous.
Letter of complaint about the Bushnell gas line repair of terraces made by Mr.
Ralph Record. City Attorney to contact City Engineer for Bushnell for a report.

Alderman Ellis reported a junky yard at rear of a house on Second Avenue. Alder-
man Howard mported weeds needed mowing nn Main and Vine Streets-. Alderman Long
reported weeds on South Main and Railvoad Street (City Attorney to take steps to
have that lot mowed). Alderman George moves and Alderman Farr seconds motion
that an ad be placed in the newspaper regarding cutting weeds. Voice vote. AYE:
Unanimous.
Old business.
Request by'Alderman Whitehead regarding building on Avenue D and Mulberry Place.
City Attorney McMunn reported that a complaint was being prepared.
Mayor Woods called for new business.
Alderman Long moves and Alderman Yerbic'seconds motion that the City Clerk be in-
structed to open bids on repair and painting the old water tower. Voice vote.
AYha: Unanimous. Bids opened: National Steel Maintenance Corp., $6,340.00 (Alt.
$3,540.00); Pittsburg Tank & Tower Co.; $3,200.00; Watertower Paint & Repair Co.
$6,130.00. Alderman Long moves and Alderman Danner seconds motion to refer these
bids to the Water & Sewer Committee for study and report to next meeting. Voice
jvote. AYE: Unanimous.
Bond with the Transamerica Ins. Co., $1;000.00, approved by the Finance Committee
for Gayle H. Ellis, Auxiliary Policeman, Alderman Howard moves and Alderman Farr
seconds motion to accept same and place on file. Voice vote. AYE: Unanimous.
Agreement with Neighborhood Youth Corps, Economic Opportunity Project for employ-
ment of one student, to be paid through the Springfield office but City of Canton
to pay $21.00 compensation insurance. Alderman Howard moves and Alderman Rusnak
seconds motion that the Mayor"and City Clerk enter into this agreement. Roll call
vote. AYE: Unanimous. ' (No. 110.).
Mayor Woods announced the Illinois Municipal Convention to be held in Chicago on
Sept. 17, 18, 19, and 20.
Resolution for application for Preliminary Application for the Illinois Depart-
6w ment of Business and Economic Development Planning Assistance under Section 701
of the Housing Act of 1954, as amended, City of Canton to pay one-third cost for
comprehensive community planning (same to be completed by July 1, 1968) . Alder-
man Spencer moves and Alderman Yerbic seconds motion to adopt this Resolution.
Roll call vote. AYE: Unanimous. This being Resolution No. 428. Preliminary
application for the Illinois Department of Business and Economic Development'
Planning Assistance under Section 701 of the Housing Act of 1954, as amended.
Alderman Danner moves and Alderman Yerbic seconds motion to participate in this
plan. Roll call vote. AYE: Unanimous. Alderman Howard moves and Alderman Danner
seconds motion that the firm of Scruggs and'Hammond be employed as Planning Con-
sultants. Roll call vote. AYE: Unanimous.
Mayor Woods suggested that Alderman Svob be placed on each committee that the
former Alderman Duncan served. Alderman Howard moves and Alderman Danner seconds
motion that Alderman Svob serve on these committees. Voice vote. AYE: Unanimous.
Alderman Farr reported on the dangerous condition of the Pfister building, window
glass, bricks or the trim could fall and injure or kill someone. Alderman Farr
moves that the City Attorney be instructed to take action necessary to have this
building repaired or condemned. Alderman Howard seconds this motion. Voice vote.
AYE: Unanimous.
Alderman Jacobs-moves and Alderman Howard seconds motion'to adjourn. Voice vote.
AYE: Unanimous. Canton City Council adjourns at 8:16 P. M.
