June 21, 1966
Canton City Council held a regular meeting in the City Council Chamber on
June 21, 1966. Mayor Woods called the meeting to order at 7:00 P. M. Present
for roll call: Aldermen Howard, Rusnak Duncan, Farr, Whitehead, Jacobs, Long,
Skinner, Ellis, Yerbic, Spencer, George, and Danner. Absent: Alderman-Kroell.
Pledge of Allegiances was followed by Prayer by Alderman Danner.
_Alderman Ellis moves and Alderman Yerbic seconds motion to accept the minutes of
the previous meeting and place on file. Voice vote. AYE: Unanimous.
Mayor Woods called for reports of standing committees.
"Water and Sewer Committee Chairman, Alderman Long, stated that the majority of
'his committee attended a meeting-and were in agreement to purchase a new tractor
and mower. Alderman Long moves and Alderman Danner seconds motion to instruct
the Mayor and City Clerk to enter into an agreement with Swartzbaugh Implement
Co. for a new tractor and mower. Roll call vote. AYE: Unanimous.
Bids for repair of old water tower had been presented late in 1965 but the cost
for repairs was prohibitive and it was also very late in the season, therefore,
bids were returned. Alderman Long moves that' the City Clerk advertise for bids
for repairs on the old water tower and to send a notice to those former companies
that were interested in submitting bids, these bids to be opened at the July 5,
1966 meeting. Alderman DNn.ca.n seconds this motion. Voice vote. AYE: Unanimous.
Alderman Long reported why the signs had been placed on dam -- to prevent
rubbish from being thrown into the water and at base of the- dam, also for safety
as well as cleanliness.
Mayor Woods reported that a partial release of Federal Funds on the East Chestnut
Street sewer project had been made, but the City must secure more sewer taps be-
fore any further payments will be made.
Alderman George moves that' the Mayor be instructed to contact the Mayor of
Bushnell to make full repairs of the city streets' that have been damaged by the
installation of the Bushnell gas line and give a report at the next Council
meeting. Mayor Woods said he had requested the Street Superintendent to repair
the streets and send the bill to Bushnell. Alderman Howard seconds the motion
by Alderman George. Voice vote AYE: Unanimous.
Report of an alley between Eighth and Nineth Avenu@ (and Olive to Ash Streets)
(a six-foot alley) was being blocked by a car. Police Department made a check
but at time of check, the car was not in this alley. Alderman George moves and
Alderman Yerbic seconds motion to instruct the City Engineer to survey this
alley. Voice vote. AYE: Unanimous,
Alderman Howard requested that the Mayor call for a meeting of the Mayor, Finance
Committee, City Attorney, City Treasurer, and auditor regarding the city's system
for keeping records.
Inquiry by Alderman George-regarding traffic on Ash Street between Fourth and
Eleventh Avenue. Alderman-Ellis stated that a report should be ready for the
next Council meeting.
Police and Legal Committee-and City Attorney to meet immediately after the Council
meeting announced by Alderman Farr.-
Mayor Woods called for reports of special committees.
Alderman Jacobs moves and Alderman George seconds a motion that there be one
person responsible for issuing water and sewer permits and then not issued until
the applicant has a building permit to show. Roll call vote. AYE: Unanimous.
Communications to the Council.
Resignation of Fire Chief Clifford Waddell after forty-five- years of service.
Letter to be filed.
Appointment of David McIntire as Police Patrolman made by the Fire and Police
Commission read. Same to be filed.

James E. Smith, as fireman. Letter to be filed.
Letter from the Department of Public Health regarding a reinspection of trailer
parks in the City .-- one park not in accordance with the State of Illinois
regulations -- City may have certificate to regulate trailer parks suspended.
This letter referred to the Chief of Police and'the City Attorney to take what-
ever -steps are necessary to correct this matter.
Mr. Charles VanMiddlesworth requested permission to break out curbing on Second
Avenue (across from the City Building) in order to make way for angle parking
and suggested parking meters at this location; a chain department store to be
located in the old church building. Alderman Howard moves that the request to
remove curbing be granted, subject to -the approval of the Street Superintendent,
Street and Alley Committee, and the City Engineer. Alderman George seconds thi
motion. Roll call vote. AYE: Unanimous. s

First reading of "Trailer Coach Ordinance". Alderman George moves and Alderman
Spencer seconds motion to suspend the rules. Roll call vote. AYE: Unanimous.
Alderman Ellis moves to amend section
14 by adding "and the said trailer coach
complies with all the requirements of District R-1 as set forth in the Zoning
Ordinance of said City". Alderman George seconds this motion. Roll call vote.
AYE: Unanimous. Alderman George moves and Alderman Danner seconds motion to
place this Ordinance on its passage; as amended. Roll call vote. AYE: Unani-
mous. This being Ordinance No. 178.
Ward, Redistricting Ordinance. Alderman Duncan moves and Alderman Rusnak seconds
motim to read this Ordinance by Title only. Roll call vote. AYE: Unanimous.
Title read.. "Ordinance designating the boundaries of the City of Canton and es-
tablishing the ward boundaries of said city"; Alderman Long moves, Alderman Yer-
bic seconds motion to suspend the rules. Roll call vote_. AYE:Unanimous. Alder-

passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 179.
Alderman Duncan brought to the attention of the Council the "spot zoning" and
the inconveniences that could be subjected to the surrounding neighborhood.
Alderman George moves, Alderman Yerbic seconds motion to adjourn. Voice vote.
AYE: Unanimous. Canton City Council adjourns at 8:03 P. M.
