Canton City ouncil held .a re in 3, City
ty regular meeting on May 3, 1966 in the City Council
Chamber. Mayor Woods called the meeting to order at 7:00 P.M. Present for roll
call: Aldermen Howard, Rusnak, Duncan, Farr, Whiteheadp Jacobs, Long, Kroell,
Ellis, Yerbic, George, and Danner. Absent: Alderman Skinner and Spencer.
Alderman Kroe11 moves that the minutes of the previous meeting be accepted as
presented and placed on file. Alderman Yerbic seconds this motion. Voice vote.
AYES Unanimous.
Petition signed_ by twelve renters of parking spaces in the White -Court Parking
Lot requesting police patrol and "towing of outsider's cars when parked in the
renters stalls. Alderman Ellis moves and Alderman Yerbic seconds motion to accep t
same and place on file. Alderman Ellis, stated that he was not ready for any
decision at this time. Voice vote. AYE: Unanimous. No. 117
Petition requesting annexation of property owned by Edson Co and Glact*s W. Van
Sickle and the First Presbyterian Church of Canton read. Alderman Rusnak moves
and Alderman Farr seconds motion that the City Attorney prepare an ordinance to
be presented at the next Council meeting. Motions were withdrawn and the City
Clerk read a copy of this ordinance, same to lay, over. Petition No. 118
Bills for the month of April were presented. Alderman Long moves that all bills
r` presented to Council an4 properly approved by the Committees be allowed. Alderman
Kroell seconds this motion. Roll call vote. AYES Unanimous.
Monthly reports of all officers read.., Alderman Long moves and Alderman Jacobs
seconds notion to accept same and place on file. Voice vote. AYE: Unanimous.
Mayor Woods called for reports .of standing committees.
Alderman Long reported that the pumps and lifts on Eleventh Avenue and the one
on Anderson Place are too small and an investigation should be made of the need
for larger ones. Same to be taken up with the committee.
Alderman George moves that the City Clerk advertise for bids for oiling and
chipping, bids to be received until 5:00 P. M. on May 17 and opened at the
Council meeting on that date. Alderman Jacobs seconds this motion. Voice vote.
AYE: Unanimous.
Alderman Howard inquired if Liberty Place street would be replaced in good
condition in time for this oiling and chipping. Same to be taken care of.
Question if the brick paving on First, Second and Third Avenues could have some
patching material applied was made by Alderman Howard,
Mayor Woods called for reports of special committees.
Redistricting of Wards committee chairman, Alderman Danner reported that each
Alderman had a ward map and had been requested to make recammendations for this
redistricting -- same to be reported at the first meeting in June..
Yjqor Woods called for communications to the Cou#,cil.
Letter from the Sanitary Water Board approving the request for grant on the
60"' sewer work in the vicinity of the Graham Hospitals also the 30" combined
sewer near the sewer plant. Letter to be filed. Mayor Woods to meet in Chicago
on May 1Z in regard to same.
Letter of recommendation from the Planning and Zoning --Commission regarding rezoning
property on Second Avenue at Walnut Street -- a portion of said lot to be rezoned
from an R-4 Residential to B•.2 General Business. (Peoria Journal Star future
building site). Alderman Howard moves and Alderman Yerbic seconds motion that
the City Attorney be instructed to draft an ordinance pertaining to this rezoning.
Roll can vote. AYES Unanimous.
Letter of request from *9 -A, V. Gebhardt to park his ice cream truck on the square
during "sidewalk days" (May ll thru May 14). Sams to be discussed later in the
meeting.
Request to hold a Buddy Poppy day by the V.F.W. May 27 and 280 1966. Alderman
Howard moved, and Alderman Farr seconds motion to grant this request. Voice vote.
AYE: Unanimous.

Letter from the Sanitary Water Board commending Chester A. Millers Chief operator,
sewerage plant, for his second place winner in the state as an outstanding—
operator for -the year of 1965.

Note of thanks from Alderman Paul Spencer for flowers sent to him while a patient
in the Graham Hospital.

Alderman Danner moves and Alderman George seconds motion that the appointments be
accepted. , Roll call vote. AYE: Unanimous.
Announcement of the Municipal Association of Central Region meeting to be held on
June 8 and urged the Council members to attend!
C` Mayor Woods called for new business.
Request from the kssociation of Commerce and Industry to use a portion of East Elm
Street
from the East Side of the Square and the South parking area on the square
or an a;.ternate of East Chestnut Street from the Square to First Avenue and also to
use the inside parking area on the north side of the square. Carnival personnel to
use the. Pensinger lot for their trailers and living quarters. Discussion about f ire
hazard eras brought to attention by Alderman Long. Chief of Police Lindzey and Fire
Chief Waddell agreed that using that portion of the city could be hazardous. Mr.
Robert Beckner, representing the ACI stated that a fire lane would be kept open at
all times. Alderman Howard moves to grant permission for use of the South location.
Mr. Richard Birkey, Supt. of the C.I.P.S. stated that it was more convenient to use
the electrical connections from the north portion and, in that way, would not dis-
rupt so many of the lights on the square. Alderman Howard withdrew his motion and
then moves that the ACI be granted permission to have the promote Canton days and
install the carnival section in the area most suitable, to be worked out by the
C.I.P,,% Co., the Police and Fire Chiefs, and to keep the fire lanes open and to
also grant Mr. Gebhart permission to park his ice cream wagon at no charge from
the city. Alderman Danner seconds this motion. Alderman Farr suggested that, in
the future, the ACI give a longer notice of such intentions. Mr. Beckner stated
that this error would not occur again. Roll call, vote on the motion. AYE:
Unanimous,
Alderman Long reported that there was need fora mower with a sickle bar as well
as a rotary bar because the lagoon had to be mowed twice each month,. Alderman
Long moves that the City Clerk be instructed to advertise for tractor bids, to be
received in her office by 5 P. M. on May 17, 1%6 and same to be opened that
evening at the Council meeting. Alderman George seconds motion. Voice vote.
AYES Unanimous.
One bid received on the sale of the old Ditto machine. Same to be held over until
the next Council meeting.
Alderman Duncan moves and Alderman Yerbic seconds motion to adjourn. Voice vote.
AYE: unanimous. Canton City Council adjourns at 8:17 P. M.
