HomeMy WebLinkAbout03-01-1966 Council Meeting Minutes 396 Mar. 1, 1966 Canton City Council held a regular meeting on Mar. 1, 1966 in the City Council Chamber. Mayor Woods called the meeting to order at 7:02 P. M. Present for roll call: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Long, Skinner, Kroell, Ellis, Yerbic, Spencer, George, and Danner. Absent: None, Alderman Danner moves, Alderman Jacobs seconds motion that the minutes of the previous meeting be accepted as presented and placed on file. Voice vote. AYE: Unanimous. Claims against the City: Alderman Kroell moves, Alderman Yerbic seconds motion to allow all bills properly approved for payment. Roll call vote. AYE: Unanimous. Reports of officers read. Alderman Long moves, Alderman Kroell seconds motion to accept same and place on file. Voice vote. AYE: Unanimous. Mayor Woods called for reports of standing committees. Reporting for the Sewer and Water Committee, Alderman Long stated that a demon- stration of a sewer rodder was made on Feb. 16. He then moves that the Mayor and City Clerk enter into a contract with the Trojan Tool Equipment Co. for rental of sewer rodding equipiAent, $399.40, first month and $300.00 monthly until the amount of -$43499.40 has been paid. Alderman Rusnak seconds this motion. Roll call vote. AYE: Unanimous. Police and Legal Committee held a meeting on Feb. 16 with the Chief of Police, the Mayor and Mrs. Hazel Toncray, file clerk was reported by Alderman Farr. Purpose of meeting to learn the duties of the file clerk and personnel in the police station. Alderman Farr reported that a meeting would be held with the City-Attorney before any further work can be accomplished. Chief of Police Kenneth Lindzey reported on a plan for hook-up with the Civil Defense radio equipment. A base set could be purchased and connected with the mobile units available on a twenty-four hour plan through the Police De- partment. The Police Department would have control over these cars (as "eyes" for that department), no physical work involved. The Civil Defense personnel are willing to be "back-up" men for the Police Department and could be used in case of emergeincies -- would be on call and under direction and through in- structions from the Police station. Price of this base-set to be checked. Traffic Committee Chairman, Alderman Ellis reported on the traffic lights on Main and Locust streets -- pavement to be painted indicating proper lanes as soon as weather permits. Alderman Danner called for a meeting of the Claims Committee and Plumbing In- spector, Harold White immediately following the Council meeting. Ordinance committee have been considering a workable trailer ordinance for the City, was reported by Alderman Kroell, Mayor Woods called for reports of special committees. Mayor Woods called for communications to the Council. Thank you note for flowers from the Mary Sargent family. Letter from the Planning and Zoning Commission reeommends that the R. E. Flowers property not be used in violation of the existing Zoning Ordinance covering this area. Alderman Jacobs moves that there is no other alternative except to take-action to stop continued violation of the Zoning Ordinance. Alderman Yerbic seconds this motion. City Attorney McMunn reported the letter concerned had been written by the former City Attorney when the subject had first been brought to the attention of the Council. Roll call vote on the motion. AYE: Unanimous. Alderman Jacobs stated that he had friends on each side of this controversy and hoped they would always stay friends. Inquiry by Alderman Howard regarding easements for the sewer extension program all completed except the Russell property. I 397 Mar. 1, 1966, Cont. (2) Mayor Woods called for- new business. Alderman Ellis moves that the Mayor and City Clerk enter into an agreement with Mr. Crawford., Traffic Engineer, Springfield, Illinois for a trial period of one year at $2,000.00 ceiling with the stipulation that the amount could be raised later by Council action. Alderman Farr seconds this motion. Roll call vote. AYE: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Long, Skinner, Kroell, Ellis, Yerbic, George, and Danner. NAY: Aldermen Jacobs and Spencer. (12-AYES and 2 NAYS). Carried. Canton Country Club members offered to purchase the Jones Park Shelter building (now in storage) . Alderman Howard moves and Alderman George seconds motion that the- City Council accept the Canton Country Club's offer of $450.00 for this shelter building. Roll call vote. AYE: Unanimous. Resolution approving application for preliminary loan for low-rent public housing next on agenda. Alderman Jacobs moves that, since each Alderman had received a copy of this Resolution, to dispense with reading of same. Alder- man Yerbic seconds this motion. Voice vote. AYE: Unanimous. Alderman George C moves and Alderman Jacobs seconds motion to adopt this Resolution. Roll call vote. AYE: Unanimous. This being -Resolution No. 420. Resolution authorizing execution of a cooperation agreement read. Alderman Spenser moves and Alderman Long seconds motion to adopt this Resolution. Roll call vote. AYE: Unanimous. This being Resolution No. 121. Resolution, authorizing the Mayor, in behalf of the City of Canton, Illinois to execute appropriate agreement with Roy D. Murphy & Associat6mo, relative to preliminary application for a "Workable Program" for the City of Canton, Illinois read. Alderman Howard moves and Alderman Yerbic seconds motion to adopt this Resolution. Roll call vote. AYE: Unanimous. This being Resolution No. 422. Alderman Farr stated that the residents of the City should be better informed regarding the tree program and moves that the City Council authorize the City Clerk to put an article in the newspaper regarding the kinds of trees that can be planted and the procedures pertaining to ordinance. Alderman Yerbic seconds this motion. Discussion regarding advertising. Voice vote. AYE: Aldermen George, Spencer, Yerbic, Ellis,p oell, Skinner, Whitehead, Farr, and Rusnak. NAY: Aldermen Danner, Long, Jacobs, Duncan, and Howard. (9 AYES and 5 NAYS). Motion carried. Discussion regarding the number of votes required for expenditure of City funds. Alderman Howard moves to rescind action taken on two matters regarding money earlier in the meeting. More discus sion. Mayor Woods called three times for a second to the motion. Alderman Howard withdraws his motion. Alderman Duncan moves, Alderman Yerbic seconds motion to adjourn. Voice vote. AYE: Unanimous. Canton City Council adjourns at 8:07 P. M. �✓' 1 lerk i`
