Feb. 8, 1966
Canton City Council held a regular meeting on Feb. 8, 1966 in the City
Council Chamber. Mayor Woods called the meeting to order at 7:00 P. M.
Present for Roll Call: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead,
Jacobs, Long, Kroell-, Ellis, Yerbic, Spencer, George, and Danner. Absent:
Alderman Skinner.
Pledge of Allegiance was followed by Prayer by Alderman Danner.
Alderman Kroell moves that the minutes of the previous meeting be accepted
as presented and placed on file. Voice vote. AYE: Unan:r cus.
Petition signed 15- -x.11 the firemen requesting hospitalization insurance,
three weeks vacation for ten years service, four weeks for fifteen years
service; longevity, 1% for every three years service; increase of twenty days
sick leave in addition to the present ten day sick leave. Alderman George
moves and Alderman Farr seconds motion to refer this Petition to the Finance
Committee for report to the Council. Voice vote. AYE: Unanimous. Petition 113.
Informal Council meeting of Finance Committee -with City Council Feb. 22. 7:OOP.M.
Mayor Woods called for reports of standing committees.
Alderman Long reported that he and Alderman Howard had contacted Mr. Fred
Russell to obtain an easement through his property for the sixty-inch sewer.
Mr. Russell quoted a figure to sell this land to the City. Alderman Long
moves that the City Council authorize the Mayor and City Clerk to enter into
an agreement for the purchase of this property for $33000.00 Alderman Howard
seconds this motion. Alderman Long quoted the alternate stated by Mr. Russell:
$1,500.00 for the easement and the City to pay all cost for damage. General dis-
cussion. Roll call vote to purchase the property: Aldermen Danner, George,
Ellis, Kroell, Long, Jacobs, Whitehead, Farr, Duncan, Rusnak, and Howard. NAY:
Aldermen Spencer and Yerbic. (11 AYES and 2 NAYS) . Motion carried.
Alderman Long then moves that the Consulting Engineers, Crawford, Murphy and
Tilly be instructed to complete plans for the sixty-inch sewer and channel change
so that the City can advertise for bids to complete this work. Alderman Farr
seconds this motion. Roll call vote. AYE: Unanimous.
Claim of Raymond Bair for sewer ditch dug too deep, reported by Alderman Danner,
-who stated that this claim had been denied but after another meeting with the
Bairs and the Claims,Committee, it was brought to the Committee 's attention that
Mr. Ritchey, from the Crawford, Murphy & Tilly Engineering firm had stated it
had not been necessary to connect at the stub but the sewer could have been con-
nected at the main sewer -- this giving the necessary fall. Estimates received
for the replacement of this work ranged from $150.00 to $200.00. Alderman Danner
moves that the Committee recommended allowing $150.00 in consideration of these
facts. Alderman Spencer seconds this motion. Roll call vote. AYE: Aldermen
Danner, George, Spencer, Yerbic, Ellis, Kroell, Long, Jacobs, Whitehead, Farr,
Duncan, and Rusnak. NAY: Alderman Howard. (12 AYES and 1 NAY). Motion carried.
Notation to appear on check in payment of this claim"Endorsement releases the
City from any further responsib:ility't.
Mr. George L. Crawford, Traffic Engineer from Springfield was introduced by Alder-
man Ellis. Mr. Crawford presented the type of work that could be accomplished by
his firm and asked for questions from the Councilmen. He remained after the meeting
to answer any further questions.
Faulty sewer, Thompson Court and Locust Street, had given trouble again on the
aft3rnoon of this Council meeting. Alderman George inquired what could be done
to alleviate this problem. Alderman Long reported on the estimate made by the City
Engineer several months before and the City Engineer stated that a new sewer would
need to be laid soon. Alderman George moves that this situation be referred to
the Water and Sewer Committee to correct. Alderman Danner seconds this motion.
Voice vote. AYE. Unanimous.

Second reading of an Ordinance to annex T ndd1hz J±8" •t

Canton. The question was brought to the floor by Alderman Long if the rules
pertaining to the City Ordinance have been complied with in regard to sewer,
water, and curb. Alderman George moves to lay this Ordinance over until the
City has received a description of the plans and specifications to abide by the
City Ordinance. City Engineer Gibbons reported that these specifications were
in his office; but it was impossible to get -the work done during the winter
months. Alderman ueorge withdrew his motion. Alderman Long moves and Alderman
Jacobs seconds motion to place this Ordinance on its passage. Roll call vote.
AYE: Unanimous. This being Ordinance No.170.
Mayor Woods called for new business.
The Mayor announced the next meeting of the Municipal Association of Central
Region to be March 9 to the grade School, Cuba, Ill. Mayor Wm. Camp from
Astoria to talk on Record Retention, Mr. Steve Sargent, recently appointed as
Assistant Director of the Illinois Municipal League, to speak, and a film by
the Illinois Bell Telephone Co.
First reading of a No Parking Ordinance. Alderman Ellis moves and Alderman
Yerbic seconds motion to suspend the rules. Roll call vote. AYE: Aldermen
Danner, George, Spencer, Yerbic, Ellis, Kroell, Long, Whitehead, Farr, Rusnak,
and Howard. NAY: Aldermen Jacobs and Duncan. (11 AYES and 2 NAYS). Motion
carried. Alderman Ellis moves to place the Ordinance on its passage. Alder-
man Rusnak seconds 'same. Roll call vote. AYE: Unanimous. This being No.17V
Resolution approving application for preliminary loan f or. elderly and low income
public housing. Chairman of the local housing project, Mr. Al James, explained
the project -- the City to provide police and fire protection and receive 10%
of the income in lieu of taxes. . General discussion. Alderman Spencer moves and
Alderman Long seconds motion to adopt this Resolution. Roll call vote. AYE:
Aldermen Danner, George, Spencer, Yerbic, Kroell, Long, Jacobs, Whitehead, Farr,
Duncan, Rusnak, and Howard. NAY: Alderman Ellis. (12 AYES and 1 NAY) . Motion
carried. This being Resolution No. 419.
Request for the Traffic Committee to check on cars parked. on Park Court made by
Alderman Whitehead.
Alderman Duncan moves, Alderman Yerbic seconds motion to adjourn. Voice vote.
AYE: Unanimous. Canton City Council a 'ourns at 8:10 P. M.
