Jan. 18, 1966
Canton City Council held a regular meeting on Jan. 18, 1966 in the City Council
Chamber. Mayor Woods called the meeting to order at 7:00 P. M. Present for
Roll Call: Aldermen-Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Long, Skinner,
Kroell, Ellis, Yerbic, Spencer, George, and Danner. Absent: None.
Pledge of Allegiance was followed by Prayer by Alderman Danner.
Minutes of previous meeting to be accepted and placed on file was by motion of
Alderman Kroell and seconded by Alderman Yerbic. Voice vote. AYE: Unanimous.
Mayor Woods called for standing committee reports.
The Traffic Committee held a meeting on Jan. 17 and again on the 18th prior to
the Council meeting. Alderman Ellis recommended that any Council member or any
other interested person having a suggestion for the improvement of traffic con:+
ditions on the public square submit the suggestion together with a diagram and
state why the recommendation was made. The Traffic Committee would then make a
study and-the best suggestions would be recommended to the Council.
Consideration of charffiing the parking meters to hold only nickels and dimes was
brought to the attention of the Council. Alderman Ellis suggested that the same
time rate be kept on the square and on the one-half block on East Elm St, and East
4^ Chestnut Street, outlying parking meters to register 5¢ for one hour or 10¢ for
three hour period. Alderman Ellis moves and Alderman Farr seconds motion that an
Ordinance be drafted and presented to the next meeting. Roll call vote. AYE:
Alderman Danner, Spencer, Yerbic, Ellis, Kroell, Skinner, Long, Jacobs, Farr, Dun-
can, Rusnak, and Iioward. NAY:- Aldermen George and Whitehead. (12 AYES and 2
NAYS).
Mayor Woods called for reports of special committees.
NAyor Woods called for communications to the Council.
Recommendations from the Transamerica Insurance Co. for hand-railing on front en-
trance steps and repair of sidewalk in front of city building. Same to be filed.
Recommendation to accept plat as approved by City Engineer, Howard Gibbons, made
by the Planning and Zoning Commission, for extension of Lincolnshire Addition. Al-
derman Jacobs moves and Alderman Yerbic seconds motion to accept recommendation as
made by City Engineer. Roll call vote. AYE: Unanimous.
Appointment of Mrs. Bonnie Howard as temporary File Clerk in Police Department
(replacing Mrs. Hazel Toncray) . Alderman Long moves and Alderman Farr seconds
motion to accept this temporary appointment. Voice vote. AYE: Unanimous.
Mayor Woods called for old business.
Mayor Woods called for new business.
Bond with Transamerica Insurance Co., $1,000.00. approved by the Finance Committee
for Leatha M. Houston, School crossing guard. Alderman Howard moves and Alderman
Rusnak seconds motion to accept same and place on file. Voice vote.AYE: Unanimous.
Letter regarding rental of 19663 I.H.C. 1600 equipped (list of equipment attached)
25 month lease basis, $218.70 per month for 24 months and $1.00 per month for final
payment. Alderman George moves and Alderman Yerbic seconds motion that the Mayor
and City Clerk be instructed to enter into an agreement for rental of this truck.
Roll call vote. AYE: Unanimous.
First reading of an Ordinance pertaining to Holiday Pay. Same to lay over.
Alderman Howard moves and -Alderman Long seconds motion -that bids for the construc-
tion of Waterworks and Sewerage Improvements, Division 9, relocation of combined
sewer Graham Hospital area be opened. Voice vote. AYE: Unanimous. Bids opened:
Wiegand & Storrer, $37,367.50; Galva Construction Co. $39,540.00; Jack Finley Co.
$40,835.00; and Caldwell Engineering Co. $42,850.95. Alderman Long moves and
Alderman Jacobs seconds motion that these bids be referred to the Water and Sewer
Committee and the Consulting Engineers for study and report to the next Council
meeting. Voice vote. AYE: Unanimous.
Alderman Duncan moves, Alderman Farr seconds motion to adjourn. Voice vote. AYE:

Feb. 1, 1966
Canton City Council held a regular meeting on Feb. 1, 1966 in the City Council
Chamber. Mayor Woods called the meeting to order at 7:00 P. M. Present'f or
roll call: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Long,
Skinner, Kroell, Ellis, Yerbic, Spencer, George, and Danner. Absent: None,
Pledge of Allegiance was followed by Prayer by Alderman Danner.
Minutes of previous meeting. Alderman Long moves and Alderman Danner seconds
motion that the minutes of the previous meeting be accepted as presented. Voice
vote. AYE: Unanimous.
Bills for January. Alderman Long moves and Alderman Kroell seconds motion that
since the Aldermen had copies of claims against the City that all bills properly
approved be allowed for payment. Roll call vote. AYE: Unanimous.
Reports of officers read. Alderman George moves and Alderman Yerbic seconds
motion to accept same and place on file. Voice vote. AYE: Unanimous.
Mayor Woods called for reports of standing committees.
A "customers only" parking sign to be place in front of City Building was re-
ported by Alderman Rusnak.
Alderman-Ellis reported that he had received many constructive response s re-
garding the traffic around the square. The Traffic Committee to hold a meeting
with members of the Association of Commerce, Feb. 2, 19663 4:00 P. M.
Ordinance pertaining to parking mefoer charges and no parking should have been
separate ordinances was reported by Alderman Ellis who moves that this Ordinance
be stricken from the agenda. Alderman Jacobs seconds this motion. Voice vote.
AYE: Unanimous,,
Mayor Woods reported on the dangerous condition caused by overflow of gasoline
into the sewer from an oil truck and appointed Fire Chief Waddell and City Attorney
McMunn to investigate and see that an Ordinance is drafted if necessary. Discussion.

Thank you note from the Oliver Barney family for flowers at time of Mrs. Barneylls
death..
Invitation to attend the Billy Graham film "The Restless Ones" Feb. 3 at the
Baptist Church and again on March 6, 7, & 8 at the Senior High School.
Letter from the Department of Health, Education, and Welfare advising of a
portion of the Federal Grant being sent at this time ($8,000.00) and more to
be sent when a sufficient number of sewer taps have been made. Alderman Long
reported that notices have been published in the daily newspaper requesting
property owners to connect to sewer line as soon as possible.
Department of Public Health reported on investigation of trailer parks in the
City -- stating that if violations have not been corrected, the State -may sus-
pend the municipal exemption. Mayor Woods reported that Health Officer Nebergall
had taken care of the violations.
Crawford, Murphy & Tilly recommendation to award bid for sewer work near the
Graham Hospital ($37,367.50, Wiegand and Storrer, Inc.). Alderman Long moves
that letting the bid be withheld until the next Council meeting to see if same
could be tied in with other sewer work in that vicinity and advertise for new
bids. Alderman Farr seconds this motion. Roll call vote. AYE: Unanimous.
Letter extending the temporary appointment of George Meacham by the Fire and
Police Commission to fill the firemants position while Rodney Beadles is still
incapacitated.
Second reading of Holiday Ordinance. Alderman Duncan moves and Alderman Jacobs
seconds motion to place the Ordinance on its passage. Roll call vote. AYE:
Unanimous. This being Ordinance No. 169.
