Dec. 14, 1965
Canton City Council held a regular meeting on Dec. 14, 1965 in the City Council
Chamber. Mayor Woods called the meeting to order at 7sO2 P. M. Present for Roll
Call: `Aldermen Howard, Rusnak, Duncan, Farr, Whitehead; Jacobs; Long; Skinner,
'Knoell, Yerbic; Spencer, George, and Danner. Absent: Alderman Ellis.
Pledge of Allegiance was followed by Prayer by Alderman Danner,
Alderman Danner moves and Alderman Jacobs seconds motion to accept the minute of
the previous meeting as presented. Alderman Farr requested a correction of the
"second" of motion pertaining to. Resolution for preliminary engineering work. Voice
vote, to accept minutes, as corrected. AYE: Unanimous,
Mayor Woods called for reports of standing committees.
Alderman Danner reported that the Claims Committee did not approve of Mr. Raymond L.
Bair Is claim for sewer expense on the property on Willow Court -- stating that it was
not necessary to dig so deep for this line. Alderman Howard moves and Alderman Dun-
can seconds motion that the Claims Committee report be approved. Roll call vote.
AYE: Aldermen Danner, George,-Kroell, Long, Jacobs, Duncan, -Rusnak, and Howard.
NAY: Aldermen'Spencer, Yerbic, Skinner, Whitehead, and Farr. (8 AYES and 5 NAYS).
Motion carried. Claim not allowed.
C',d Alderman George reported that a trailer was being set at 815 Custer Place and that
another. one had been placed on Twelfth Avenue. He moves that the City Attorney,
Zoning Enforcing Officer, and Ordinance Committee meet to check on this problem and
the OA6nce CorpmittQe be authorized- to draft an.Ordinance pertaining to trailers.
Alderman Jacobs seconds this motion. Voice vote. AYE: Unanimous.
Pertaining to purchase of building to house City equipment, Alderman Rusnak stated
the committee met with Mr. Miller from Morton -- discussion about his firm furnish-
ing a 481. x 80s building which would take approximately four days to erect, and .
could be done with a week or so notice. This matter to be considered later.
Mayor Woods requested the City Engineer and Plumbing Inspector not to permit any.
street openings by a local excavator until he had repaired streets already opened.

Mayor Woods called for reports of special committees.
Alderman, Howard reported the City of Canton should be proud that fourteen officials
were represented at the Illinois Municipal Convention held in October and that the
money was well spent for these representatives.
Mayor Woods reported the appointment of R. L. Shepley f or a five-year term on the
Cemetery Board Managers. Alderman Long moves and Alderman"Skinner seconds motion-
to confirm this appointment. Voice vote. AYE: Unanimous.
Mayor Woods called for communications to the Council.
Letter from the Department of Public Health approving the plans and specifications
submitted for the proposed Northview Manor. Same to be filed.
Mayor Woods called for unfinished business.
Second reading of an Ordinance pertaining to increase in salaries of Auxiliary
Police, from $1.70 to $1.75 per hour. Alderman Farr moves and Alderman Spencer
seconds motion to adopt this Ordinance. Alderman Howard stated he was not in favor
of this increase, inasmuch as Auxiliary Police work-was -part time work and civic
participation. Roll call vote on motion: AYE: Aldermen-Duncan, Farr, Whitehead,
Jacobs, Long, Skinner, Kroell, Yerbic, Spencer, George, and Danner. NAY: Aldermen
Howard and Rusnak. (11 AYES and 2 NAYS). -Motion carried. This being Ord. No, 163,
Mayor Woods called for new business.
First reading of an Ordinance -- 'increase rate for water and sewer taps. Alderman
Long requested that same lay over.
First reading of an Ordinance to post stop signs on Sixth Avenue and Pine Street,
Alderman Howard r equested that this Ordinance lay over. Alderman Spencer moves to
suspend the rules, Alderman Skinner seconds motion. General discussion. Roll call
vote. AYE: Aldermen Spencer, Yerbic; Skinner. NAX: Aldermen Danner, George, Kroell,
Long, Jacobs, Whitehead, Farr, Duncan, Rusnak, and Howard. (3 AYES and 10 NAYS). Lost.
Alderman Duncan moves to adjourn, Alderman Farr seconds same. Voice vot e. AYE:
Unanimous. Canton City Council adjourns at 7:30 P. M.

Dec. 21, 1965
Canton City Council held a regular meeting on Dec. 21, 1965 in the City Council
Chamber. Mayor Woods called the meeting to order at 7:00 P. M. Present for roll
call: Aldermen Howard, 'Rusnak, Farr, Whitehead, Jacobs, Long,SIfinner, Kroell, 'Ellis,
Yerbic, Spencer, George, and Danner. Alderman Duncan arriving at 7:05 P.M. Absent:None.
Pledge of Allegiance was followed by Prayer by Alderman Danner,
Alderman Long moves, Alderman Kroell seconds motion that minutes of previous meeting
be accepted as presented and filed. Voice vote. AYE: Unanimous.
Mayor Woods called for reports of standing committees.
Alderman Long reported the Crawford., Murphy & Tilly Eng. Firm had completed plans for
proposed relocation of sanitary and storm sewers in the vicinity of Graham Hospital.
Alderman Long moves that the City advertise for bids for construction work, bids to
be- received in City Clerkts office by 5=00 P. M. and opened at Council meeting on the
18th day of Jan. 1966. Alderman Kroell seconds motion. Roll call vote. AYE:Unanimous.
Alderman Duncan entered the Council chamber at 7:05 P. M.

Letter from Planning & Zoning Commission (with Petition attached, requesting annexation
to City) recommending approval of the Petition to annex the property at 1245 E.Elm St.
Alderman Howard moves, Alderman Danner seconds motion that an Ordinance be drafted to
annex this property. Voice vote. AYE: Unanimous. (Petition No. 110,
Mayor Woods called for unfinished business.
Second reading of Ordinance, stop signs at Sixth Ave. and Pine St, Alderman Spencer
moves, Alderman Yerbic seconds motion to place this Ordinance- on its pa';sage.' Dis-
cussion. Roil call vote. AYE: Aldermen Rusnak, Duncan, Farr, Jacobs, Skinner, Yer-
bic, Spencer, George, and Danner. NAY: Aldermen Howard, Whitehead, Long, Kroell, and
Ellis. (9 AYES and 5 NAYS). Motion carried. This being Ordinance No. 164.
Motion by Alderman George that the Traffic Committee meet and make a report on Jan. 21
regarding replacement of stop signs. Alderman Skinner seconds motion. Roll call vote.
AYE: Aldermen Danner, George, Spencer, Yerbic, Skinner, Long, Jacobs, Farr, Dmcan,
and Rusnak. NAY: Aldermen Ellis, Kroell, Whitehead, and Howard. (10 AYES and 4 NAYS).
Motion carried.
Second reading of Ordinance, increase in water and sewer tap charges. Alderman Long
moves, Alderman Farr seconds motion to place this Ordinance on its passage. Roll call
vote. AYE: Unanimous. This being Ordinance No. 165.
Mayor Woods called for new business.
First reading of an Ordinances annexation of 19.799 acres to be known as Northview
Manor. Alderman George moves, Alderman Long seconds motion to suspend rules. fto11
call vote. AYE: Aldermen Danner, George, Spencer, Yerbic, Kroell, Skinner, Long,
Whitehead, Farr, Duncan, -Rusnak, 'a nd Howard. NAY: Aldermen Ellis and Jacobs. (12
AYES and 2 NAYS). Motion carried. Alderman George moves and Alderman Danner seconds
motion to place this Ordinance on its passage. Roll call vote. AYE: Unanimous.
This being Ordinance No. 166.
Resolution for'Motor Fuel Tax Funds for public benefit assessments for- sections 36,
37, 39, -41, 42, 433 44, 47, 482 51, 52, and 53C61 Principal due Jan. 2, 1966s
$68,862.22, Interest due Jan. 21 1966 $18,127925 - total $869989.47. Alderman Howard
moves and Alderman Xerbic seconds motion to adopt this Resolution. Roll call vote.
AXE: Unanimous. This being Resolution No. 416..
Subject of closing the city office on Dec. 24 before the Council. Alderman Howard
moves and Alderman Rusnak seconds motion that if it is not against the Ordinance of
the City th4t.the city building be closed on December 24, 1965• Roll call vote. AYE:
Unanimous.
Alderman Spencer moves and Alderman Yerbic seconds motion to adjourn. Voice vote.
AYE: Unanimous. Canton City Cquncil adjourns at 7:30 P. M.
