August 10, 1965
Canton City Council held a regular meeting on Aug. 10, 1965 in the City
Council Chamber. Mayor Woods called the meeting to order at 7:02 P. M.
Present for Roll Call: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead,
Jacobs, Long, Kroell, Ellis, Jennings, Spencer, George, and Danner.
Absent: Alderman Skinner.
Pledge of Allegiance was followed by Prayer by Alderman Danner,
Alderman Danner moves and Alderman Rusnak seconds a motion that the -minutes
of the previous meeting be accepted as presented. Voice vote. AYE:
Unanimous.
Mayor Woods called for reports of standing committees.
Alderman Long stated that the proposed sewer extension in the vicinity of
the Graham Hospital was still under consideration. Mr. Ritchey, from the
Crawford, Murphy & Tilly Engineering Firm, stated that a -study of that
area had been made and the approximate cost of correcting the condition
would be $2103300.00. Alderman Long stated that the committee wished to
make further study before offering recommendation to the Council.
Alderman Whitehead reported that there had been one offer from a surrounding
town to use the sanitary land fill, offering to pay $2.00 per load.
Alderman Ellis reported that the Planning Commission had met and had made
progress toward a peaceful solution to the difficulty in the south end of
the city and moves that the Council terminate the temporary restriction for
furnishing water and sewer facilities to the mobile homes in question.
Alderman Kroell seconds this motion. Roll call vote. AYE: Aldermen Danner,
George, Spencer, Jennings, Ellis, Kroell, Long, Jacobs, Farr, Duncan, and
Rusnak. NAY: Aldermen Whitehead and Howard. (11 AYES and 2 NAYS) . Motion
carried. -
Mayor Woods called for reports of special committees
Mayor Woods called for communications to the Council.
Letter from Crawford, Murphy & Tilly Engineering Firm regarding the final
payment to the C. Iber & Sons ($500-00 which had been withheld until the
clean-up work had been completed), -- one year guarantee to begin on this
project as of March 9, 1965. Alderman Long moves and Alderman Duncan seconds
motion to allow this claim. Roll call vote. AYE: Unanimous.
Mayor Woods reported that the Fulton County Safety Committee wished to place
the sign that had formerly been in Jones Park on the City Building grounds.
This matter referred to the Building and Grounds Committee.
Mayor Woods called for unfinished business.
Second reading of the Tax Levy Ordinance next on agenda. " Alderman Howard
moves that since the Ordinance had been read in full at previous meeting
and that each Alderman had a copy of same, the title only be read at this
time. Alderman George seconds this motion. Roll call vote. AYE: Unanimous.
Title of Tax Levy Ordinance read. Alderman Duncan moves and Alderman Jacobs
seconds motion to place this Ordinance on its passage. Roll call vote. AYE:
Unanimous. This being Ordinance No. 146.
Sixth Estimate, Division 4, Pittsburgh=Des Moines Steel Co. in the amount of
$11006.70, approved for payment by the Crawford, Murphy& Tilly Engineering
Firm read. Alderman Long moves and Alderman Farr seconds motion to allow
this account for payment. Roll call vote. AYE: Unanimous.
Resolution for an agreement with City of Bushnell for permission to change
a portion of the route for the location, construction, operation, repair and
maintenance of gas transmission line through the City of Canton (original
agreement made with City of Bushnell on June 93 1965) . This proposed route
to run on West Locust Street to Avenue D' and then south to the T. P. & W. RR
and then along the railroad right-of-way. Alderman Kroell moves and Alder-
man George seconds motion-to adopt this Resolution. Roll call vote. AYE:
Unanimous. This being Resolution No. 411.

First reading of an Ordinance for increased street lighting -- a ten-year
agreement for a cost of $1833062.40 ($1,525.52 per month for 120 months).
Alderman Spencer moves and Alderman Jennings seconds motion to suspend ,the
rules. Alderman Howard reported that the Aldermen had not received a copy
of this Ordinance and that same should have further study. Discussion. Roll
call vote on the suspension of rules: AYE: Aldermen Spencer, Jennings,
Farr, and Rusnak. NAY: Aldermen Danner, George, Ellis, Kroell, Long, Jacobs,
Whitehead, Duncan, and Howard. (x. AYES and 9 NAYS). Motion lost. Copy of
the Ordinance to be prepared for each Alderman, and action taken at next meeting.
Alderman Duncan moves to rescind the action taken by the Council at the last
Council meeting concerning the proposed Community Television Franchise. Alder-
man seconds this motion. Roll call vote. AYE: Unanimous. Alderman Duncan
moves that the title only for this Ordinance be read and then presented for
passage, Alderman Farr seconds this motion. Voice vote. AYE: Unanimous. .
Title for the Community Television Franchise read. Alderman Duncan moves and
Alderman Farr seconds motion to place this Ordinance on its passage. Roll call
vote. AYE:, Unanimous. This being Ordinance No. 147.
1l First reading of an Ordinance pertaining to No-Parking on either side of North
Main Street between Locust and Birch Streets, except for ten-minutes for loading
or unloading. Alderman moves that the Council suspend the rules, Alderman
Rusnak seconds this motion. Roll call vote. AYE: Unanimous. Alderman Farr
moves and Alderman Rusnak seconds motion to place this Ordinance on its passage.
Roll call vote. AYE: Unanimous. This being Ordinance No. 148.
Alderman Howard moves to adjourn, Alderman Duncan seconds same. Voice vote.
AYE: Unanimous. Canton City Council adjourns at 8:09 P. M.
