HomeMy WebLinkAbout08-03-1965 Council Meeting Minutes 353 Aug. 3, 1965 Canton City Council held a regular meeting on Aug. 3, 1965 in the"City Council Chamber. Mayor Woods called the meeting to order at 7:03 P. M. Present for Roll Call: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Long, Skinner, Kroell, .Ell.is, Spencer, and George. Absent: Alderman Jennings and Danner. Pledge of Allegiance was followed by Prayer by Alderman Long. Alderman Ellis moves and Alderman Rusnak seconds a motion that the minutes of the previous meeting be accepted as presented. Voice vote. AYE: Unanimous. Bills for the month of July were read. Alderman George moves that all bills properly approved be allowed for payment. Alderman Farr seconds this motion. Roll call vote. AYE: Unanimous. Reports of all officers were read. Alderman Skinner moves and Alderman Long seconds a motion to accept same and place on file. Voice vote. AYE: Unanimous. Mayor Woods. called for reports of standing committees. C: nl Alderman Long, reporting for the Water and Sewer Committee, moves that the Council L: rescind the decision made the previous evening at an informal meeting of the Council and sell Trater and sewer service to the mobile homes on East Beech Street. Alderman Duncan seconds this motion. Alderman Ellis states there is no point in connecting a service to homes that have not conformed to the zoning ordinance, and moves to table the action to furnish water and sewer to the mobile homes court that has not yet been properly established. Alderman Howard seconds this motion. Discussion. Roll call vote on the motion to table: AYE: Aldermen Howard, White- head, Skinner, Kroell, Ellis, and Spencer. NAY: Aldermen Rusnak, Duncan, Farr, Jacobs, Long, and George. (6 AYES and 6 NAYS) . Mayor Woods voting "NAY" thus de- feating the motion. Roll call vote on the motion: AYE: Aldermen George, Long, Jacobs, Farr, Duncan, and Rusnak. NAY: Aldermen Spencer, Ellis, Kroell, Skinner, and Howard (6 A r.S and 6 NAYS) . Mayor Woods voting 11NAY" and recommended that the water and sewer and legal committees should have drawn an-ordinance pertain- ing to mobile homes. Alderman Jacobs moves and Alderman Long seconds motion that the Ordinance and Legal Committees, in conjunction with the Zoning Committee, draft an ordinance to be presented to the next meeting. Voice vote. AYE: Unanimous. Mayor Woods called for reports of special committees. Mayor Woods reported on a meeting with the Illinois Highway Division in Peoria recently and that arrangements have been made to meet with the state department in Springfield in the near future. At the Peoria mceting, a discussion of the City streets, including East Chestnut and `.rest Vine Street -- also reported on a meeting with the Fulton County Highway Department who will allow $6,000.00 toward repairing the approaches on -the West Vine Street bridge. Mayor Woods reported that the subject of rabies control will be taken u-n with the Police and Legal committee. Alderman Kroell reported a reply had been received from Washington, D. C. re- garding the Municipal Airport and lie would report to the next Council meeting. Mayor Woods called for communications to the Council. Thank you note from -the family of Willard Fisher for flowers. Letter from Crawford, Murphy & ``.'illy with an estLiiate of cost for enlarging the sewerage system in the vicinity of the Graham Hospital. Alderman Howard moves and Alderman Farr seconds motion to refer this letter to the Water and Sewer Committee to report to the Council at the next meeting. Voice vote. AYE,: Unan- imous. Request for "Forget-Me ?ot" day August 21st in City of Canton. Alderman George moves and Alderman Jacobs seconds motion to grant this request. Voice vote. AYE: Unanimous. An agreement with Mrs. Myrtle Piper for purchase of lots No. 1 and 2, Block No. 3, Kellogg and Babcockts Addition, ��'7,500.00 read. (, 500.00 to be paid cash and the A 354 balance by Sept. 15, 1965 upon delivery of the deed). Alderman Spencer moves and Alderman George seconds motion that the mayor and City Clerk be instructed to enter into this-agreement. Roll call vote. AYE: Aldermen IiotiTard, Rusnak, Farr, Whitehead., Long, Skinner, Kroell, Spencer, and George. NAY; Aldermen Duncan, Jacobs, and Ellis. (9 AYES and 3 111AYS). Motion carried. ma- yor Woods called for new business. Bond with the Transamerica Ins. Co., �p1,000.00 approved by the Finance Con- mittee, for John Fisher appointed to the Fire and Police Commission to replace Willard Fisher, deceased. Alderman, Il(n7ard moves and Alderman ?parr seconds a motion to accept same and place on file. Voice vote. AYE: Unanimous. Resolution_ for street light on Fast Vine Street and Thirteenth Avenue. Alderman Spencer mares to adopt this Resolution. Alderman George seconds same. Roll call vote. AYE: Unanimous. This being Resolution No. 110. Estimate T`?o. 3, Division 8, Canton Contractors in the amount of $103932.57, approved by the Crawford., Murphy n. 'filly Engineering Firm. Alderman Lon-, moves and Alderman Kroell seconds motion to allow this estimate for payment. Roll call vote. AYE: Unan irious. Estimate 'To. 3, Division 7, I-Tiegand & Storrer, Tnc. in the amount of $21211.30 approved for payment by the Crawf ord., Iiurphy & Tilly Engineering Firm. Alderman Long moves and Alderman Jacobs seconds motion that this account be allowed for payment. Roll call vote. AYE: Unanimous. First reading of the Tax Levy Ordinance. Same to lay over until ne:>t meeting. First reading of an Ordinance pertaining to a twenty-five year franchise for. the operation of the Fulton Community Antenna `Television System, Inc. Alderman Farr moves to suspend the rules, Alderman Long seconds same. Roll call vote. AY? : Aldermen George, Spencer, Kroell, Skinner; Long, Jacobs, Whitehead, Farr, Rusnak, and ?coward. YIAY: Aldermen Ellis and Duncan. (10 AYrS and 2 MAYS). '!lotion carried. Alderman Farr moves and Alderman Long seconds motion to place the Ordinance on its passage. Mr. Robert Crawford, from the-W. T. 3. D. TV station in Peoria, was given permission to speak to the Council regarding corn munity antenna service. He stated that his station did not favor the installa- tion of such service because it was a form of piracy in that the local service was not paying the stations distributing the programs. Alderman Farr moves that the City Council give power to the Mayor and City Attorney to set up same -procedure for "no parking" on 'lain Street, north from Locust Street, as"was set up on Fifth Avenue and East Locust Street. Alderr;ia.n. George seconds this motion. Roll call vote. AYE: Unanimous. Alderman White stated that Cuba was the only community that had answered the letters regarding use of the sanitary land fill and that offer was for $2.00 per load. Mayor Woods stated that the City Attorney would write to the surround- ing towns and villages, requesting a reply. Alderman George moves, Alderman Long seconds motion to adjourn. Voice vote.
