July 13., 1965
Canton City Council held a regular meeting on July 13, 1965 in the City
Council Chamber. Mayor Woods called the meeting to order at 7:00 P. M.
Present for Roll Call: Aldermen Howard, Rusnak, Farr, Jacobs, Long, Kroell,
Ellis, Jennings, Spencer, George, and Danner. Absent: Aldermen Duncan dnd
Whitehead.
Petition requesting annexation of a portion of the new Y.M.C.A. building site
read. Alderman Danner moves and Alderman Skinner seconds motion to authorize
the City Attorney to draft an Ordinance to be presented to the next Council
meeting. Voice vote. AYE: Unanimous, No. 106,
Alderman Howard moves and Alderman Long seconds motion that the minutes of
the previous meeting be accepted and placed on file. Voice vote. AYE:
Unanimous,
Mayor Woods called for reports of standing committees.
Alderman Danner, reporting for the Claims committee regarding the Roy Smith
bill for cleaning our a sewer on South Third Avenue -- same was discussed
with the committee, the City Engineer, City Plumbing Inspector and City Arrotney.
`.. Alderman Danner moves that this claim be denied payment. Alderman George seconds
this motion. Roll call vote. AYE: Aldermen Danner, George, Jennings, Ellis,
Knoell, Long, Jacobs, Farr, and Rusnak. . NAY: Aldermen Spencer, Skinner, and
Howard. (9 AYES and 3 NAYS) . Glaim not allowed.
Alderman Rusnak reported on the air conditioning in the city building -- same
to be completed by next Council meeting.
Mayor Woods called for reports of special committees.
Alderman Kroell stated that the Airport Committee is at work and may have a
beport for next Council meeting.
Alderman Spencer requested a meeting of the committee on purchase of new fire
station site after the Council meeting.
Mayor Woods called for communications to the Council.
Letter from Crawford, Murphy & Tilly regarding the modernization of traffic
control devices in Canton. This letter referred to City Engineer, Chief of
Police and City Attorney to report back to next Council meeting.
Letter from the Division of Finance regarding the recent census adding 133
inhabitants to the City of Canton. Beginning with the distribution of Motor
Fuel Tax Funds for the month of August, covering collections during the month
of July the allotments of MFT to the City of Canton will be based on a total
population of 13,721.
Mayor Woods called for unfinished business.
Mayor Woods called for new business.
Recommendation from the Canton Planning and Zoning Commission for rezoning of
the "Pensinger lot" on North Main Street. Alderman George moves and Alderman
Danner seconds motion that an Ordinance be drafted to rezone this lot. Voice
vote. AYE: Unanimous.
Request for ice cream social'. July 16, 1965 (all day in Jones Park) by Mt.
Carmel Church. Alderman Farr moves and Alderman Skinner seconds motion to
grant this request. Voice vote. AYE: Unanimous.
Final estimate on Division 21 Johnstone Construction Co. Mayor Woods recommends
that same be referred for study. Alderman Howard moves and Alderman Farr seconds
motion that the Water and Sewer Committee, City Engineer, and City Attorney check
to see if all bills are cleared before payment is allowed. Roll call vote. AYE:
Unanimous.
Alderman Long reported that the fire hydrants will be repainted with illuminized
paint -- work may be completed by Aug. 1

audit as prepared for the fiscal year 1964-1965 by George 0. Rocker. Voice
vote. AYE: Unanimous. Alderman Howard announced that an informal meeting
of the Council would be held Aug. 2 to review the audit with the auditor.
First reading of Ordinance pertaining to prohibiting parking on either side
of street, East Locust Street from Main Street to Fifth Avenue and on either
side of street on Fifth Avenue from Locust Street to Linn Street, except for
an interval of ten minutes for loading or unloading passengers or goods; the
foregoing exception shall not apply to that portion of East Locust Street
from North Third. Avenue to North Filth Avenue, where, because of the narrow-
ness of that portion of said street, there shall be no parking on either side
except for the actual loading and unloading of passengers. Alderman Spencer
moves, Alderman George seconds motion to suspend the rules. Roll call vote.
AYE: Aldermen Danner, George, Spencer, Jennings, Kroell, Skinner, Long, Jacobs,
Farr, Rusnak; and Howard. ' NAY: Alderman Ellis. (11 AYES and 1 NAY). Motion
carried. Alderman Spencer moves and Alderman Skinner seconds motion to place
the Ordinance on its passage. Roll call vote. AYE: Unanimous. This being
Ordinance No. 142.
First reading of an Ordinance pertaining to planting of trees and shrubs on
terraces. Alderman Ellis moves to adjourn. Alderman Skinner seconds same.
Roll call vote. AYE: Aldermen Jennings, Ellis, Kroell, Skinner, and Howard.
NAY: Aldermen Danner, George, Spencer, Long, Jacobs, Farr, and Rusnak. (5
AYES and 7 NAYS) . Motion to ad*OU�B&lost. Alderman George informed the
Council that the Street and AlleyAnaa*introduced this Ordinance for the beau-
tification and shade for City of Canton and this -Ordinance would induce resi-
dents to plant trees and shrubs. Alderman George moves to suspend the rules,
Alderman Rusnak seconds motion. Roll call vote. AYE: Aldermen Rusnak, Farr,
Kroell, Jennings, Spencer, George, and Danner. NAY: Aldermen Howard, Jacobs,
Long, Skinner, and Ellis. ( AYES and 5 NAYS). Motion lost. Ordinance carried
over.
Alderman Danner moves and Alderman Rusnak seconds motion to adjourn. Voice vote.
AYE: Unanimous. Canton City Council adjourns at 7:16 P. M.
