HomeMy WebLinkAbout06-15-1965 Council Meeting Minutes 343 June; 15, 1965 Canton City Council held a regular meeting on June 15, 1965 in the City Council Chamber. Mayor Woods called the meeting to order at 7:05 P. M. Present for Roll Calls Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Long, Skinner, Ellis, Jennings, Spencer, George, and Danner. Ab- sents Alderman Kroell. Pledge of Allegiance was followed by 'Prayer by Alderman Danner, Alderman Danner moves and Alderman George seconds motion that the minutes of the previous meeting be accepted as presented. Voice vote. AYES Unanimous. Mayor Woods stated that a motion to return the bid check of the unsuccessful bidder on oil and chipping would be in order. Alderman George moves and Alder- man Danner seconds that this bid check be returned. Roll call vote. AYE: Unanimous, Mayor Woods called for reports of standing committees. Alderman Jennings reported that the property that had been under discussion for ;\1 condemnation proceedings had been sold and the new owner plans to raze same. el, Mayor Woods called for reports of special committees. m A report on the conference held in Springfield was given by Mayor Woods; he stated that a meeting with Mr. Klassen from the Sanitary Water Board in regard to a federal grant for intercepter sewer in Canton -- 1965-1966 monies had been allocated, but an application is to be considered for the 1966-1967 grant money. Mayor Woods also asked for the state's permission to burn brush in the old city dump and requested this agreement in writing. He also sat in on dis- cussion of the new highway between Chicago and Kansas City -- a good possibility of same running near the Canton area. During this conference, the Board of Direct- ors (Mayor Woods is a member) held a meeting with Governor Kerner, Mayor Woods called for correspondence to the Council. Change order No. one for Division 7 from the Crawford, Murphy & Tilly Engineering Firm to city, recommending changes to be ordered with the Wiegand & Storrer, Inc. on sewer Main D. (North end of City). Alderman Long moves and Alderman Farr seconds motion that the Council follow the recommendations for lateral sewers to complete this work -- at same rate as contract price. Roll call vote. AYE: Unanimous. Call for Unfinished business. Call for new business. Alderman Farr make a motion that Alderman Howard be designated as Mayor pro tem for any Council meeting that Mayor Woods may be unable to attend. Alderman George seconds this motion. Roll call vote. AYE: Alderman Danner, George, Spencer, Jennings, Ellis, Skinner, Long, Jacobs, Whitehead, Farr, Duncan, and Rusnak. PASSING: Alderman Howard. (12 AYES and 1 PASS). Motion carried. Bonds in the amount of $1,000.00 each with the Transamerica Insurance Co., Approved by the Finance Committee for Howard Gibbons, City Engineer and Charles D. Weed, Zoning Enforcing Officer. Alderman Long moves and Alderman George seconds motion that these bonds be accepted. Voice vote. AYE: Unanimous. First reading of an Ordinance to employ a census taker for the recent a&xations to the City of Canton. Alderman Long moves and Alderman Skinner seconds motion to suspend the rules. Roll call vote. AYE: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Long, Skinner, Jennings, Spencer, George, and Danner. NAY. Alderman Ellis. (12 AYES and 1 NAY). Motion carried. Alderman Long moves and Alderman Jacobs seconds a motion to place the Ordinance on its passage. Roll call vote. AYE: Unanimous. This being Ordinance No. 138. Mayor Woods appointed Michael Svob as the census taker for this project. Alderman Howard moves and Alderman Jacobs seconds motion to approved this appointment. Roll call vote. AYE: Unanimous. L 344, June 15, 1965, Cont. (2) First reading of hours at the Sanitary Land Fill. Alderman Farr moves and Alderman Long seconds motion to suspend the rules. Roll call vote. AYE: Unanimous. - Motion carried. Alderman Jacobs moves and Alderman Long seconds motion to place this Ordinance 'on its passage. Roll call vote. AYE: Alder- men Howard, Rusnak, Duncan, Farr, Jacobs, Long, Skinner, Ellis, Jennings, Spencer, George, and Danner. NAY: Alderman Whitehead. ' (12 AYES and 1 NAY). Motion carried. This being Ordinance 139. First reading of the Appropriation Ordinance. Same to lay over until the next Council meeting. Mayor Woods recommended that the Crawf ord, Murphy & Tilly Engineering Firm make preliminary estimates of the cost of a sewer program on West Walnut St., (In vicinity of Graham Hospital) and the East Locust and Eleventh Avenue Area -- and perhaps these projects could be incorporated in a federal grant. Alderman George inquired about the cleaning of sewers on East Locust and Eleventh Avenue area. Howard Gibbons, City Engineer, stated that two of his men had been working for four days and it was about one-half cleaned. Mr: Chas. D. Wright, Sanitary Land Fill Tractor operator, stated that the Ordinance pertaining to closing hours of land fill would be impossible to enforce such an Ordinance '(7 hours per day and for 512 days per week) because some people would wish to use this land fill after their working hours or on Saturday afternoon. Alderman Whitehead stated that the hours for the land fill would be posted, and, if necessary, the deputy sheriff may patrol this area. Alderman Howard said it was a good Ordinance, but if it does not work out well, same can be changed. Alderman Skinner requested that Mr. Wright work along on this plan for a couple months. Alderman Long moves and Alderman Duncan seconds motion to adjourn. Voice vote. AYE: Unanimous. Canton City Council adjourns at 7:.57 P. M. ty
