Canton City Council held a regular meeting on June 8, 1965 June 8, 1965
in the City Council
Chamber. Mayor Woods called the meeting to order at 7:00 P. M. Present for
Roll Call: Aldermen Rusnak, Farr, Whitehead, Jacobs, Long, Skinner, Kroell,
Jennings, Spencer, George, -and Danner. Absent: Aldermen Howard, Duncan, and
Ellis.
Pledge of Allegiance was followed by Prayer by Alderman Danner.
Petition signed by ten property owners in the Lincol nshire subdivi-�i.on, ob-
3ecting to street lighting on Lincoln Road and Douglas Court. To be referred
for committee study. (No. 105).
Alderman Long moves and Alderman Jacobs seconds motion that the minutes of the
previous meeting be accepted as presented. Voice vote. AYE: _ Unanimous.
Mayor Woods called ror reports of Standing Committees.
Water and Sewer committee chairman, Alderman Long, reported on the storm and
sanitary sewer drainage in the vicinity of Locust Street and Eleventh Avenue,
reading the-written report of the City Engineer, who stated that it would cost
u approximately $38,600.00 to properly correct this service. City Engineer
-authorized to try to work out some means of cleaning out the existing sewers.
Alderman Long reported that the training program had been set up at water treat-
ment plant and recommended Rodney Hamilton and John Bushong as the,firpt trainees
in this program, water plant superintendent to make the work assignments. He
then moves that the Council accept these trainees. Alderman Spencer seconds
this motion. Voice vote. AYE: Unanimous.
A report of campers around the Canton Lake -- Alderman Long requested some
means of prohibiting same.
Bids for air conditioning the City Building have been studied and Alderman Rus-
nak stated that the committee chose the low bidder and moves that the Bordner
Refrigeration and Air Conditioning Firm be awarded the bid and that the Council
authorize the Mayor and City Clerk to enter into a contract with that firm.
Alderman George seconds this motion. Roll call vote. . AYE: Unanimous. (99)
Alderman George reporting on the oil and chipping bids received, moves that the
Pschirrer Coal and Asphalt Co. (the low bidder $7,850.00) be accepted. Alder-
man Spencer seconds this motion. Roll call vote. AYE: Unanimous.
Alderman Rusnak reporting on the proposal of the Pavley Nursery Co. ($750,00)
for fertilizing, spraying and watering the shrubbery, etc. in Jones Park, stated
that Mr. Robert Ems, Supt. of the Canton Park District, was unable to assume the
responsibility of such care for two or three years, but the park needs care now.
Alderman Rusnak then moves and Alderman George seconds motion to accept the con-
tract offered by the Pavley Nursery Co. Roll call vote. AYE: Aldermen Danner,
George, Jennings, Kroell, Skinner, Long, .Jacobs, Whitehead, Farr, and Rusnak.
NAY: Alderman Spencer. (10 AYES and 1 NAY). Motion carried.
Mayor Woods called for reports of special committees:
Mayor Woods called for communications to the Council.
Illinois Commerce Commission proposed "Channels for Television Transmission for
use in Community Antenna Television Systems" hearing to be held on June 21st in
Springfield read. Letter to be placed on file.
Letter from Attorney George K. Meuth regarding claims for labor and equipment
rental of his client, T. F Bull against the Johnstone Construction Co. and Mid-
west Construction Co., $1,387.45 and a cla.im.against the Johnstone Construction
Co. in the amount of $482:50. Letter to be placed on file. Court proceedings
to eontinue. Mayor Woods requested a copy of all outstanding bills against the
above named companies to be provided by the Crawford, Murphy & Tilly Engineering
Firm.
Mayor'Woods reported appointments made by the Fire and Police Commission: James
Grier, regular fireman; Joe Wilcoxen, fireman effective June 9 thru the vacation
period and Gary Grzanich, fireman effective June 7 through the vacation period.
Resolution authorizing the City of Bushnell to locate, construct, operate, re-
pair and maintain a gas transmission line in certain streets, alleys, in the
City of Canton, $300.00 annual payment in lieu of taxes -- for a period of
June 81 1965, Cont. (2)
thirty-five years. Alderman Danner moves and Alderman Farr seconds motion to
adopt this Resolution and that the Mayor and City Clerk be authorised to enter

Mayor Woods appointed a committee: Aldermen Spencer, Farr, Danner, George, and
Howard to investigate the possibility of securing building on the east side of
the Rusnak railroad s track for use of

Bonds in the amount of $1,000.00 each with the Transamerica Insurance Co.,
approved by the Finance Committee, for Nevitt Scott and Paul Myers, Auxiliary
policemen read. Alderman George moves and Alderman.Farr seconds motion to
accept same and place on file. Voice vote. AYE. Unanimous.
Letter from 0. W. &Lassen, Sanitary Water Board, refusing Federal Aid to
install the 60" intercepter sewer. Mayor Woods reported that further invest-
gation would be made to secure federal aid and suggested that a representative
from the Crawford, Murphy & Tilly Engineering Firm and a representative from
the City of Canton go to the Chicago office for further inquiry about assist-
ance. Alderman Long moves that the Council proceed further with this investi-
gation and that expenses be allowed to persons on this committee -- asking
further help with a 42" line in the vicinity of the Graham Hospital. (Mr.Alder-
man Spencer seconds this motion. Roll call vote. AYE: Unanimous.
Ritchie from the Crawford, Murphy & Tilly Engineering Firm stated that an
estimated cost of the sewer in the west part of the City would be no less than
$80,000.00).
Salary of the Sanitary Land Fill Custodian up for discussion. Alderman White-
head requested that an Ordinance be- drafted concerning same, also inquired
what charges were to be made to St. David for use of this land fill. Ordinance,
Finance, and Garbage Committees to meet and make recommendations at next
Council meeting.
Agreement with Jack Russell for delivering Hydrated Lime to the upper room in
the water treatment plant, $9.00 per ton -- term of one year. Alderman Long
moves and Alderman Rusnak seconds motion that the Mayor and City Clerk be
authorized to enter- into this agreement. Roll call vote. AYE: Unanimous.
This being Agreement No, 97,
Alderman Long moves and Alderman Spencer seconds motion that the City Attorney
be authorized to draft an Ordinance prohibiting Parking on Fifth Avenue and
Locust Street. Roll call vote. 'AYE: Alderman. Danner, George, Spender, Kroell,
Skinner, Long, Jacobs, Whitehead, Farr, and Rusnak. NAY: Alderman Jennings.
(10 AYES and 1 NAY). Motion carried.
Appropriation Ordinance presented to Aldermen for study -

An invitation to inspect the Pekin Land Fill, Saturday, June 12, 1965 at 9:30
A. M. was made by Alderman Whitehead,
Municipal Association of Central Illinois meting to be held June 9 in the
Elks Club announced by Mayor Woods;' invitations extended to all Aldermen,
their wives, appointed personnel and the radio and press.
