HomeMy WebLinkAbout06-01-1965 Council Meeting Minutes 337 June 1, 1965 Canton City Council held a regular meeting on June 1, 1965 in the City Council Chamber. Mayor Woods called the meeting to order at 7:05 P. M. Present for Roll Call: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Long, Skinner, Ellis, Jennings, Spencer, George, and Danner. Absent: Alderman Kroell. Pledge of Allegiance was followed by Prayer by Alderman Danner, Alderman Howard moves and Alderman Long seconds motion that the minutes of the previous meeting be accepted as presented and placed on file. Voice vote. AYE: Unanimous. Bills for the month of May were read. Alderman Long moves and Alderman Skinner seconds motion that all bills properly approved be allowed for payment. Roll call vote. AYE: Unanimous. Reports-of-all officers were read. Alderman Skinner moves, Alderman Jacobs seconds motion that reports be accepted and placed on file. Voice vote. AYES Unanimous, Mayor Woods called for reports of standing committees. - • Alderman Long, Water and Sewer Committee reported on a meeting with Orval Kuhn, Water- treatment Pleat Superintendent, and recommended that a 2500 gallon per minute accel.ator softening unit be installed beeause the present units will soon be inadequate. He also recommended a training program for operators at the plant. Alderman Jennings moves and Alderman Whitehead seconds motion to grant Alderman Long's request and have him make a stv4y of cost and report to the next meeting. Voice vote. AYE: Unanimous. Sanitary Land Fill has now been opened and is ready for full operation was re- ported by Alderman Whitehead. Alderman Rusnak, Building and Grounds Chairman, stated that the Jones Park-Shrubb- ery and foliage should be fetstilized, sprayed and watered each year as necessary; an estimate of cost of same from the'Pavley Nursery - June 1, 1965 to June 1, 1966 for complete care would be $750.00. Alderman George moves and Alderman Skin- ner seconds motion to accept the chairmants report for this care. Alderman Heyward `— Inquired about the possibility of the Canton Park Board assuming the care of Jones Park for the future. Roll call vote, on the motion. AYE: Unanimous. A request f or'enlargement of sewer in the vicinity of the Graham Hospital and the West Walnut--Street area was reported by Alderman Long; he asked that an estimate of cost for same be made. Police and Legal Chairman, Alderman Farr, reported that over 100 of the arrests madd last month were for traffic violations and stated that the Police Department was doing a fine job. He stated that his committee had met tt+ith the Building and Grounds Committee for investigation and possibly recommendation for a com- plate remodelling or new Police Department building. Complaints of sewers in the vicinity of Locust Street and Thompson Court and also several street in that area -- at least one-half full of gravq,4 etc. -- city should obtain bids for removal of same. Alderman Gacrge moves that the Water and Sewer Committee investigate and report back to the next" Council meeting. Alde r- man•Spencer seconds this motion. Voice vote. AYE: Unanimous. Mayor Woods called for reports of special committees. Mayor Woods called for communications to the Council. Letter from Kenneth Russell, District Fish Biologist, reporting on the tests made at Lake Canton regarding the new fish population -- stated that fishing would not be4 too good in 1965 or 1966 but in 1967 should be excellent fishing. He also recommended that a sign "No minnow fishing" be posted in order to keep the lake clean. Alderman Long moves and Alderman.Duncan seconds that this recommendation be referred to the Lake Canton Development Committee. Voice vote. AYE: Unanimous Request for an ice cream social, Pack No. 104, June 18, 1965s Jones Park. Alderman Farr moves, Alderman Jennings seconds motion that is there'is no conflict in dates that the Cub Scouts be allowed to hold this ice cream social. Voice vote. AYE: Unanimous. 338 June 1, 1965, Cont. (2) Letter from Crawford, Murphy & Tilly giving the amounts of awarded contracts and the amounts that have been spent to date -- giving the approximate amount still available for water and sewer construction improvement. Alderman Howard moves and Alderman Long seconds motion to accept same and place on file. Voice vote. AYE: Unanimous. Announcement of the Illinois Municipal League seminar to be held June 11 and 12 in Springfield and also a Board meeting to be held June 19th in Salem, Illinois Alderman Howard moves that Mayor Woods be allowed to attend both meetings, expe nse s paid, including any 'sa]ary lost from work. Alderman Ellis seconds this motion. Roll call vote. AYE: Unanimous. Mayor Woods called for new business. Alderman George moves and Alderman Danner seconds motion that the City Clerk be instructed to open bids for oiling and chipping city streets. Voice vote. AYE: Unanimous. Bids opened: Pschirrer Coal and Asphalt Co., $7850.00; W. L. Mille r Co., $7885.00. Alderman Howard moves and Alderman Rusnak seconds motion that same be referred to Street and Alley committee for report to the next Council meeting. Voice vote. AYE: Unanimous. Alderman Jennings moves and Alderman Jacobs seconds motion that the City Clerk be instructed to open bids for`air conditioning of the City Hall. Voice vote. AYE: Unanimous. Bids opened: H. W. Clark; Lynn Porter, Lawrence Bordner, Mr. Horn (Peoria), and Clark Williams Heating, Alderman Jennings moves and Alderman George seconds motion that bids be referred to the Building and Grounds committee for study and report to next Council meeting. Voice vote. AYE: Unanimous. Bond with the Transamerica Insurance Co., $1,000.00 approved by the Finance Com- mittee for Billie Lee Colvin, Treasurer of the Fire Department, Alderman Long moves and Alderman Jacobs seconds motion to accept•same and place on file. Voice vote. AYE: Unanimous. _Resolution for removal of street light just north of Sam Scott Street on South Sixth Avenue. Alderman Spencer moves and Alderman Skinner seconds motion to adopt this Resolution. Roll call vote.- ACE: Unanimous. Resolution No. 406. jll' Resolution for street lights; Sixth Avenue and Sam Scott Street; W. Hickory St.; (Pole No.• 2838); West end of VanDyke Drive, (2 poles west of, Pole No. 2613); and East end of Stonegate Drive. Alderman. Skinner moves and Alderman Farr seconds motion to adopt this Resolution. Roll call vote. AYE: Unanimous. Resolution 407. Agreement with U. S. Public Health Service regarding the application for a Fade ral Grant for sewer andma.ter program. Resolution for application for this Federal Grant ($18,000.00) for Division 8 read. Alderman George moves and Alderman Long seconds motion to adopt this Resolution. Roll call vote. AYE: Unanimous. Resolution No. 408. Mayor Woods called for informal meeting of the City Council June 2, 1965 at 7:00 P. M. Mayor Woods made the following appointments: Eugene Danner, Canton Promotion Program; Charles D. Wright, Custodian,- Sanitary Land Fill; Crystal Wright, John Toncray and James Wheeler as life guards. Alderman Long moves and Alderman Spencer seconds'motion that the appointments be confirmed. Roll call vote. AYE: Unanimous. Agreement for a two-year period with the Division of Highways for assistance in the maintenance of routes 9 and 78 through Canton - $1105.04 for the period -- June 30, 1965 to June 302 1967. Alderman George moves and Alderman Spencer seconds motion to enter into this agreement. Roll call vote. AYE: Unanimous. (Agreement No. 97)• Agreement with the T. P. & W. RR (No. 5492) for use of roadway along their trac k s- $1.00. Alderman Jennings moves and Alderman Danner seconds motion that the May o r and City Clerk enter into this agreement. Roll call vote. AYE: Unanimous. (Agreement No. 98). Agreement with the T. P. & W. RR. (No. 5493) for 60" sewer and man hole west side of City, 'an 8" force main east of City -- $100.00 for prepa•ration of agreement and $347.00 per year beginning July 13 1965• Discussion, Alderman Jennings move s and Alderman Duncan seconds motion to authori7,e Mayor and City Clerk to enter i n to this agreement. Roll call vote. AYE: Unanimous. (Agreement No. 99). 339 June 1, 1965, Cont. (3) First reading of an ordinance pertaining to rezoning the Bertha Hunt property in French's Addition from an R-3 (two family residential) to an R-4 (Multiple family residential). Alderman Duncan moves to suspend the rules providing the zoning enforcing officer sees that the zoning rules are adhered to; Alderman Jennings seconds this motion. Roll call vote. AYE: Aldermen Danner, George, Spencer, Jennings, Skinner, Long, Jacobs, Whitehead, Farr, Duncan, Rusnaks and Howard. NAY: Alderman Ellis. (12 AYES and 1 NAY). Motion carried. Alderman Duncan moves and Alderman Jennings seconds motion to place the Ordinance on its passage. Roll call vote. AYES Unanimous. Motion carried. This being Ordin- ance No. 137. Alderman Long called for a short meeting after the Council meeting with the Water and Sewer, Lake Development, Mayor and Chief of Police. Alderman Farr called for a short meeting with the Police and Legal, the Mayor, City Attorney, and Chief of Police immediately following the Council meeting. Estimates for work done on the water and sewer program read: Division 21 Estimate No. 10, Johnstone Construction Co., $8,719.65; City Attorney McMunn stated that this estimate should be held up until all obligations are cleared and the Court gives authorization as to who this estimate is to be paid to. Alderman Duncan moves and Alderman Long seconds motion to acknowledge this estimate subject to jurisdiction of the Court. Roll call vote. AYE: � Unanimous. Division 3, Estimate No: 4, Action Construction Co., $18,733.18; Division 4; Estimate No. 5 (including Estimate No. 4), Pittsburgh-DesMoines Steel Co. $5,738.45; Division 7 Estimate No. 1, Wiegand & Storrer, Inc., $37,241.30; Division 8, Estimate No. 1, Canton Contractors, $3,595.65. Alderman Duncan moves and Alderman tong seconds motion that the remaining four estimates be allowed for payment. Roll call vote. AYE: Unanimous.
