Mayor Woods called the meeting to order at 7:03 ,P. M. Present for Roll Call: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Long, Skinner, Kroell, Ellis, Jennings, Spencer, George, and Danner. Absent: None. Pledge of Allegiance was followed by Prayer by Alderman Danner. Petitions requesting street improvement on Quality Hill addition read. Alder- man George moves and Alderman Duncan seconds motion to refer these Petitions to the Board of Local Improvements. Voice vote. AYE: Unanimous. (No. 1030 Petition from Planning & Zoning Commission requesting rezoning of the Bertha Hunt property, 232 W. Chestnut St., from an R-2 two-family dwelling to a R-4 multiple family residential property. ,Alderman Ellis moves and Alderman Jenn- ings seconds motion to refer this Petition to the Ordinance Committee for drafting of an Ordinance. Voice vote. AYES Unanimous. Alderman Long moves that if there were no objections to the minutes of the C: previous meeting, that they be accepted and placed on file. Alderman Danndv =� stated that an error in name of the railroad company in the second paragraph (Pg. 334) should read T. P. & W. RR and stated that when corrects d would second Alderman Long's motion. Voice vote. AYE: Unanimous. Mayor Woods called for reports of standing committees. Alderman Skinner asked that the report of the Civil Defense meeting be read and also the proposed budget (approximately $3,702.65) . He then moves that the re- port be accepted and placed on file and requested that the Counci l give a vote confidence in trying to build Civil Defense for what it really stands. for. Alder- man George seconds this motion. Voice vote. AYE: Unanimous. Reporting for the Street and Alley Committee, Alderman George stated that it was decided to oil and chip every street in Canton that has not been torn up by sewer improvement work and moves to advertise for oil and gravel -- bids to be received by June 1, 1965, Alderman Spencer seconds this motion. Voice vote. AYE: Unanimous, Alderman Howard inquired if something could be worked out whereby the property owners would- share in the payment of this work. Sanitary Land fill ready for operation as soon as an Ordinance has been passed was reported by Alderman Whitehead. Mayor Woods called for reports of special committees. Alderman George reported that, after a meeting held regarding the tree planting on terraces., a report would not be made until the next Council meeting. Mayor Woods reported on his meeting with the Division of Highway personnel re- garding Fifth Avenue, Locust, East Chestnut, West Walnut and West Vine Streets. . The state would not discuss improvement on East Chestnut or Vine Streets, West Walnut Street not an arterial street and no recommendations could be made at that time. He spoke about a possibility of belt-line routes in the vicinity of Canton and will work toward that goal. Alderman George reported that plans were in progress to grade, oil and chip four feet on each side of East Chestnut Street in the oiling and chipping program. Alderman Spencer moves that the Mayor and City Attorney be instructed to take whatever means is necessary for street impm7ve-- ments. Alderman Ellis seconds this motion. Roil call vote. AYE: Aldermen Danner, George, Spencer, Ellis, Kroell, Skinner, Long, Jacobs, Whitehead, Farr, Duncan, Rusnak, and Howard. NAY: Alderman Jennings. (13 AYES, 1 NAY). Carried. Mayor Woods called for communications to the Council. Request for tag day for Canton-Farmington Merchants ball team May 22, 1965. Alder- man Jennings moves and Alderman Howard seconds motion to grant this request. Voice vote. AYE: Unanimous. Letter of invitation to attend the National League of Cities Congress to be held in Detroit, Michigan., July 24-28. Letter to be filed. 336 May 18, 1965, Cont- (2) Letter from the Sanitary Water Board regarding some subsidence in the vicinity of the Canton'Sewerage Lagoons under construction east of the City. Referred to City Engineer. Inquiry by Alderman Howard it some procedures should be started for the preser- vation of the Lake Canton water shed. Mayor Woods stated that the strip mines had assured the City that the mines would do nothing to disturb the supply of water. Mr. Lawrence McMunn, City Attorney, stated that the mines have no inten- tions of using that portion of the area for a number of yearn. He stated that the Supreme Court of the United States and of Illinois handle welfare of cities with their water supply. Mayor Woods called for unfinished business. Mayor Woods called for new business. Bonds with the Transamerica Insurance Co., -each in the amount of $1'000.00 approved by the Finance Committee, for Lawrence B. McMunn, City Attorney, Char- lotte E. Phillips, Secretary to the Mayors and Arthur H. Wilkinson, Auxiliary Police Officer. Alderman Howard moves and Alderman Kroell seconds a motion to accept bonds and place on file. Voice vote. AYE: Unanimous. Resolution designating West Walnut Street from Avenue D to the Township Road, ono.th. �?�t,YW ownship Road (north) from West Walnut Street to Illinois Route 9, a;cobs moves and-Alderman Whitehead seconds motion to adopt this Reso- lution. Roll call vote. AYE: Unanimous. This being Resolution No. 405. First reading of an Ordinance pertaining to Sanitary Land Fill, Alderman Duncan moves and Alderman Kroell seconds motion to suspend the rules. Inquiry about other communities using this land fill -- told that an amendment could be made for such provisions after the land fill is in oleration. Roll call vote. AYE: Unanimous, Alderman Duncan moves and Alderman Whitehead seconds motion to place this Ordinance on- its passage. Alderman Ellis moves to amend this Ordinance by striking out Section 8 since this was superfluous. No second to his motion. Roll call vote on passage of Ordinance. AYE: Unanimous. This being Ordinance No.136- Inquiry by Alderman Whitehead as to what provisions can be made to stop the dump- ing of trash at-Avenue D and Mulberry Place thus causing a water drainage block- age. This matter to be referred to the Police and Legal, Chief of Police and City Attorney to- take whatever action is necessary. Traffic Committee Chairman, Alderman Jennings, reported that there has been a random planning of stop signs around the City and stated that the Chicago Motor Club would send an engineer (no charge to City) for a -study of the need of elim- inating some and possibly adding other stop signs. Alderman Jennings moves and Alderman Duncan seconds motion to contact the Chicago Motor Club for this survey of stop signs and asked that the Council stand with the recommendations. Roll call vote. AYE: Aldermen Danner, Spencer, Jennings, Ellis, Kroell, Long, Jacobs, Whitehead, Farr, Duncan, Rusnak and Howard. NAY: Aldermen George and Skinner. (12 AYES and 2 NAYS). Motion carried. Resignation of Everett Light1p from the Planning and Zoning Commission reported. Mayor Woods appointed John Kareken to fill Mr. Lightle's unexpired term. Alder- man Long moves and Alderman Howard seconds motion that the appointment be accept a d. Roll call vote. AYE: Unanimous. M ayor Woods reported that a census of the new additions would be taken in the near future in order that the City may receive more revenue from Motor Fuel Tax Funds. Alderman George moves and Alderman Jennings seconds motion to adjourn. Voice vote. AYE: Unanimous. Canton City Council adjourns at 8:15 P. M. �ty �
