HomeMy WebLinkAbout05-11-1965 Council Meeting Minutes 333 May 11, 1965 Canton City Council held a regular meeting on May 11, 1965 in the City Council Chamber. Mayor Woods called the meeting to order at 7:00 P. M. Present for Roll Call: Aldermen Howard, Rusnak, Duncan, Farr, Whitehead, Jacobs, Long, Skinner, 'Kroell, Ellis, Jennings, Spencer, George, and Danner. Absent: None. Pledge of Allegiance was followed by Prayer by Alderman Long. Alderman Long moves that, if there were no objections to the minutes of the previous meeting, that they be accepted to place on file. Alderman Jennings seconds this motion. Voice vote. AYE: Unanimous. Mayor Woods called for reports of standing committees. Alderman Long, reporting for the Water and Sewer Committee stated that boating would continue on Lake Canton under supervision; since all boats are required to have a State Registration number which includes the County name, no boats except those registered in Fulton County shall be allowed on the lake; if these present plans are not suitable, they may be revised. Alderman Long said some study would be made regarding the idea of a double meter reading and billing card -- this would same time and postage. Alderman George, Street and Alley Committee Chairman reported that oiling and chipping should begin in June (last year an estimate of $6,600.00 was made for this work). Alderman George moves to refer this matter to the Finance Committee for study and report to the next meeting. Alderman Spencer seconds same. Voice vote. AYE: Unanimous. Alderman Rusnak, Building and Grounds Committee Chairman, stated that the City Building needed air conditioning. Alderman Jennings moves and Alderman Long seconds that the Building and Grounds Committee be allowed to advertise for bids to be opened at the June 1, 1965 meeting. Voice vote. AYES Unanimous. Alderman Farr, Chairman of the Police and Legal Committee., reported on a meet- ing with the Chief of Police in regard to coordination with that department; a need for a copying maching and study for the purchase of same. The Police Department vacations to start May 1 -- department to work extra days in- stead of employing a replacement. Auxiliary police are not to carry fire- arms' bu* are to be provided with clubs -- Chief of Police to have juris- diction over the distribution of fire arms. Parking tickets are now handled by the Police Department -- so there can be no delay in processing same. Civil Defense Chairman, Alderman Skinner reported that a meeting of that committee would be held on Thursday, May 13, 1965 at 7:00 P. M. at the MLvil Defense headquarters. Chairman of the Garbage Disposal Committee, Alderman Whitehead, reported that the old dump would be closed on May 31 and there would be set hours at the new location -- closing about one-half hour prior to the time the oper- ator leaves for the day so that all debris can be coveredf a.n ordinance to be prepared for the next meeting; also a shelter to be erected at the new dump. Mayor Woods reported that he, as Chairman of the Board of Local Improvements, would meet with the Division of Highway personnel in Peoria, for possible street improvements in Canton. Mayor Woods called for reports of special committees. Mayor Woods called for communications to the Council. Letter from Illinois Municipal League regarding an incrase in the cost of membership in that organization. Letter from Fire Chief, Clifford Waddell, requesting three men to fill vacancies for vacation and the possibility, of one full time fireman to re- place one who has been ill. Alderman Howard moves and Alderman Jennings seconds motion to refer this to the Police and Legal committee. Voice vote. AYE: Unanimous. s 334 May 11, 1965, Cont. (2) Mayor Woods called for unfinished business. Mayor Woods called for new business. Fourth estimate of work done by the Pittsburg-DesMoines Steel Co. read. Since the estimate had not been approved by the Consulting Engineers, Aide rman Duncan moves and Alderman Farr seconds motion to hold same over until the first of next month and approval by the Engineers. Voice vote. AYE: Unanimous . Mr. Charles Ritchie, Crawford, Murphy & Tilly Engineering Firm, reported that r the applications for permit to use a right-of-way along the C. B. & Q. RR to the oxidation pond and also for rumYl n se r under the tracks at west side of city had been received, but the. RR wanted an annual fee of $300.0 0. for these right-of-ways -- Engineering Firm has returned permits with request for a one-time fee and at a lower rate -- so far no agreement. Mr. Ritchie reported that the Johnstone Construction Co. had deleted 1900 feet of construction work from their contract and that Wiegand & Sto rrer had accepted this work at their same contract rate -- work now in progress. Wiegand & Storrer have also agreed to add to that contract, same rate, a portion of the sewer extension west of Route 78 at the north side of the City. Alderman Duncarr moves and Alderman Long seconds motion that the Mayor and City Clerk be authorized to enter into a contract with the Wiegand & Storrer firm for con- struction of this sewer work. Roll call vote. AYE: Unanimous. Mayor Woods reported that the Municipal Association of Central Illinois would hold its(regular quarterly meeting June 9, 1965., Elks dub,! Canton, I�1ll Appointments by Mayor Woods: Auxiliary Police: Gerald Emert, Gerald Fidler, and Nevitt Scott; Planning Commission, Aldermen Skinner and Ellis (deleting Mr. John Kareken fa,- the present); Sewerage Plant operator, David Grant; Meter Reader, Floyd Burns: Lake Canton Patrol, Archie Wilkinson. Alderman Long moves and Alderman Farr seconds motion that these appointments be con- firmed. Roll call vote. AYE: Unanimous. Alderman Howard reported that he wished to meet with the Mayor, City Treasurer, and the Finance Committee immediately following the Council meeting. Mayor Woods appointed a Lake Canton Development Ccmmi.tteej to be in charge of life guards, leases, etc. : Aldermen Jacobs, Kroe11, Whitehead, Rusnak, and Danner. Alderman Long moves and- Alderman Howard seconds motion that these appointments be accepted. Roll call vote. AYE: Unanimous. Regarding planting of trees on terraces, Mayor Woods stated that an ordinance should be prepared permitting the planting of certain hardy trees -- this matter to be referred to the Street and Alley Committee and report to the next meeting. Alderman Howard reported that speeding on North Main Street and Argonne Drive should be halted. Alderman Farr said plans were in progress to stop the speeding in Canton. Alderman Duncan moves and Alderman Howard seconds motion to adjourn. Voice vote. AYE: Unanimous. Canton City Council adjourns at 7:50 P.M.
